2、监督职能作用，这是我们工作的重点，加强对驻在单位领导班子和领导干部的监督是派驻机构第一位也是最重要的职责，为确保监督到位、取得实效，我们主要进行了以下几个方面的工作： 自觉摆正位置，努力适应新的管理体制 作为派驻机构，纪检组既要对省纪委、监察厅负好责，也要协助驻在部门把好关，抓好党风廉政建设和反腐败工作。为此，我们着重把握三点： 1、转变观念。派驻管理体制的转变，既带来干部管理、工作关系的变化，也带来工作内容、工作方式上的变化。派驻机构实行统一管理后，既不能把自己看成是省纪委、监察厅和部门之间的“传递层”，也不能自视为一级纪委，处处以监督者自居。而应牢固树立“加强监督是本职、疏于监督是失职、不

3、善于监督是不称职”的观念，紧紧围绕驻在部门的工作中心，一切从服务的理念出发，将监督的各项职能巧妙地融合穿插于部门的工作之中。为此，我们驻文化厅纪检组，强化服务意识，努力把纪检监察融入在驻在单位的中心工作，积极参与文化厅一切涉及“三重一大”制度的活动，在参与中搞好监督，在监督中体现服务，在服务中履行职能，力争服务大局、有所作为。3、把握重点。派驻组第一位、最重要的职责就是监督。因此，我们派驻组紧紧抓住“三重一大”制度的落实这一主线搞好监督，在人上，我们着重把握对驻在部门各级领导班子成员特别是“一把手”的监督作为重点;在事上，我们把驻在部门领导班子及其成员贯彻执行民主集中制、选拔任用干部、资金的使

4、用、建设工程招投标、行政审批权运用以及贯彻落实党风廉政建设责任制和廉政勤政情况作为重点。由于坚持了正确的工作方针，实施了正确的工作抓法，几年来，文化厅尚未发生过严重的腐败案件。创造工作条件，积极开拓工作新局面 实行派驻机构统一管理，是纪检监察体制的重大改革，是加强党内监督的重要举措，是反腐倡廉工作的必然要求。面对新形势、新特点和新要求，我们坚持以创新为动力，抓住关键点，找准结合点，突出重点，攻克难点，在改革创新中逐步打开了工作局面。1、争取文化厅党组的支持。新机制下，驻在部门党组是抓好党风廉政建设和反腐败工作的责任主体。因此，我们十分注重与文化厅党组的紧密协作，文化厅党组也特别重视反腐倡廉的各

5、项工作，把党风廉政建设和反腐倡廉工作纳入到文化厅领导班子重要议事日程，通盘考虑。与业务工作同部署、同落实、同检查、同考核。文化厅党组每年都要对反腐倡廉工作进行部署安排，明确责任分工，制定反腐倡廉工作要点。这就为派驻纪检组工作的良好开展打下了坚实的基础。2、健全完善工作制度。建立健全工作机制和制度是派驻组有效开展监督的基础和前提。为此，我们一是以党员干部为重点，抓好党风廉政建设责任制建设。健全完善了黑龙江省文化厅党组党风廉政建设责任制实施办法、黑龙江省文化厅党组党风廉政建设责任制考核办法、黑龙江省文化厅党组对违反行为实施责任追究的办法。二是以制约和监督权力为核心，抓好监督制度建设。协助驻在部门建

6、章立制，于20年1月以文化厅党组1号文的形式印制并下发了省文化厅规范权力运行制度，该制度包括行政审批事项共34项、配套制度四项，并于下发之日起开始执行。三是以深化重要领域和关键环节为取向，抓好预防制度建设。在这方面纪检监察室与机关办公室共同修订完善了省文化厅工作规范汇编制度，今年为加强对省直文化系统各部门、各单位组织的各种工程建设招标活动的监督，我们制订了并下发了省直文化系统招标工作监督管理办法。3、推进惩防体系建设。文化厅党组高度重视惩防体系建设，把它作为文化厅反腐倡廉工作的重中之重，与派驻组积极配合，使所担负的两项持续性工作任务较好的在全省范围内开展起来。文化厅惩防腐败体系建设工作主要采取

7、一统三分”模式：党组“统抓”惩防体系建设，成立由党组书记亲自担任组长的领导小组;制定黑龙江省文化厅贯彻落实建立健全惩治和预防腐败体系-20年工作规划的实施意见及责任分工，确定了6个方面，40项目标任务，并明确了牵头单位和协办单位的责任分工。驻厅纪检监察室“内分”组织协调责任，强化督查指导，积极组织落实。各部门“外分”具体工作任务，制定省文化厅推进惩治和预防腐败体系建设检查考核细则，建立定期联席会议、情况通报制度，将细化的40项工作任务分解到各牵头部门和协办部门。下属单位“细分”，详细制定符合本单位实际的具体项目，统一纳入文化厅惩防体系建设总体建设。通过完善领导体制、工作机制，强化任务分解、检

8、查考核，形成了党组抓全面、纪检抓协调、上下抓联动、处室抓深化、单位抓延伸“五抓并举”的惩防体系建设格局。努力创新监督方法，切实加强对驻在部门的监督 一是在主动参与中开展监督。通过列席文化厅的党组会议重要工作、参加有关活动和会议、参与“三重一大”等事项的形式，直接监督检查了解其主要领导和领导班子的决策情况、领导作风，及时发现权力运行和行政管理中存在的问题和薄弱环节，有针对性地提出整改意见和建议。二是在沟通交流中实施监督。通过征求驻在部门干部的意见和建议，开展干部任职前谈心活动，坚持与领导班子成员尤其是“一把手”的事下、事前沟通，争取工作的主动权，通过经常沟通，与主要领导在思想上达成共识，增强他们

9、抓好党风廉政建设的自觉性。三是在协调服务中实现监督。积极当好驻在部门领导班子的参谋助手，围绕驻在部门一个时期的反腐倡廉工作抓什么、怎么抓，加强调查研究，及时拿出建设性的意见，进入部门的决策，认真了解和掌握驻在部门班子成员分管范围内的党风廉政建设和反腐败工作情况，发现问题及时与有关班子成员沟通，共同研究解决，促进了部门反腐倡廉工作的深入开展。四是在完善制度中落实监督。要想派驻机构对驻在部门领导班子及其成员进行有效监督，抓好制度建设是一个重要方面。我们紧紧围绕监督重点，着力抓了对驻在部门“三重一大”工作规范，建立健全了黑龙江省文化厅规范行政权力运行制度，形成了用制度规范权力运行、约束领导干部从政行

10、为，保证权力沿着制度化轨道运行。发挥自身优势，不断推进廉政文化建设。我们的驻在单位本就与文化息息相关，因此我们非常注重发挥特有的文化优势。每年年初，我们都制定并下发了省直文化系统廉政文化活动实施方案，使廉政建设与文化建设有机融合。深入开展好廉政文化“六进”、“六上”活动。厅党组对此项工作极为重视，作为农村基层党风廉政建设工作联席会议成员单位，我们充分发挥自身优势，结合新农村建设，每年以“送文化下乡”、 “送图书下乡”、文化信息资共享工程等文化惠民活动为契机，组织艺术表演团体、群艺馆、图书馆、博物馆，通过演出、展览、赠书、编排节目、辅导等形式，将带有廉政文化内容的展览、小戏、小品、歌曲、曲艺节目

11、等送到基层、农村、社区、学校、厂矿及军营，组织广大群众开展丰富多彩的廉政文化创建活动。积极实施“文化工程”。我们多次组织各专业艺术院团、文艺工作者和具有较高水平的文学艺术爱好者，以反腐倡廉为主题，召开联席会议，鼓励他们多创作思想性和艺术性强、具有浓郁地方特色的廉政文化影视、戏剧、歌曲、小品、书画等优秀作品，提升廉政文化的品位，增强廉政文化的艺术感染力。几年来，我们创作了话剧最后一夜，评剧任长霞、女税官，大型反腐倡廉龙江剧百姓局长、路和村官陈二哥以及双送礼、闹鱼塘、麻将风波等深受百姓喜爱的剧目30多台，并在全省各地进行巡演，为社会营造廉政文化氛围做出了应有贡献。同时，我们还注重抓好廉政文化艺术人

12、才、资的管理、储备和开发利用，在省纪委的领导下，命名了一批廉政教育基地和廉政文化建设示范点及“全省廉政文化建设带头人”。认真组织开展系统内廉政文化平面广告的征集、宣传工作。省纪委关于开展全省廉政公益广告保险单征集活动的通知下发后，我厅立即进行了转发，并以评选的方式号召全系统干部职工踊跃参与，共征集到作品58幅，经过专家鉴定、集体评选方式，我们共评选出优秀奖以上作品8幅，并给予奖励。特别是北方剧场王一屾同志创作的作品百年大树毁于虫蚀，获得了全省廉政公益广告的三等奖，并作为代表黑龙江省的10副优秀作品送北京参加全国范围内的评选。二、当前工作中存在的问题和今后打算 问题： 一是派驻纪检组人力、物力紧

13、张。驻文化厅纪检组实有人数三人，向上对口纪委和监察厅十余个职能处，还有驻文化部纪检监察局与省直机关纪工委，工作千头万绪，经常连续几周与七八个文字材料打交道，根本无力做一些具体的实事;另外，工作设备严重老化，现派驻组三个人有两台电脑，而且其中还有一台已有十年寿命，经常需要维修。再者，派驻组无任何工作经费，去委部机关取材料或去下属单位检查，经常自费坐车或步行。给工作的开展造成了一定的客观困难。二是监督缺乏应有的广度和深度。派驻组监督的内容多是内部管理方面，而对不同的部门业务操作上的监督涉及较少，比较重要、个性化的内容不多，对所辖单位还没有能力做到全程监督。三是一些部门和单位对派驻组监督的思想认识不

14、到位，主动配合接受监督的意识不强。由于派驻组的人员和工作地点与未派驻前没有任何变化，因此，使许多人员和部门一时之间还没有意识到派驻组角色的转变，工作上仍然遵循过去“行权”的老路，并且当派驻组履行监督行为时，大多数人认为多此一举，画蛇添足，给派驻组工作带来一定困难。今后打算： 今后，我们要认真贯彻落实省委、省政府对派驻机构实行统一管理和省纪委、监察厅的要求，充分运用体制优势，积极发挥职能作用，对驻在部门领导班子和领导干部行使权力进行全方位、立体式的监督。一是加强联系。强化派驻意识，把省纪委、监察厅当成“娘家”，当成做好工作的坚强后盾，经常向省纪委、监察厅请示报告工作，反映动态信息，始终在组织上、

15、思想上、行动上与省纪委、监察厅保持高度一致。二是及时沟通。主动与驻在部门班子成员、职能处加强联系，相互交流思想，虚心听取他们的意见和建议，靠真诚拉近感情，着力营造良好的人际关系和工作环境。三是搞好协助。积极帮助驻在部门抓好反腐倡廉工作，健全完善工作制度，督促各项任务的落实，认真总结经验、教训，提出意见和建议。四是强化监督。进一步熟悉掌握驻在部门的业务和权力运行流程、党员干部的思想状况，自觉将纪检监察融入到驻在部门的业务工作之中，把监督贯穿于权力运行的全过程。五是加强自身建设。注重加强能力建设，深化学习，重点学习纪检监察业务、理论和法律、经济、管理等知识，不断改善知识结构，丰富知识储备，不断增强
