3、5.82/view.html )中所描述的项目 监测方法学和监测手段编制。This CDM project management manual is compiled in accordance with the project monitoring methodology and monitoring method described in Shenzhen PhasCon Technologies Co., Ltd. Meizhou landfill gas collection and energy utilization project design document (PDD) as
4、 registered at UNFCCC. (http:/cdm.unfccc.int/Projects/DB/DNV-CUK1135170125.82/view.html )本手册内容包括：PDD中规定的监测方法及需要监测的数据要求、项目CDMfi织管理机构设置、计量仪表的质量控制与质量保证办法、以及 CDMK据库的管理等，目标是精确 计量本项目所收集和减毁的甲烷量，以便联合国CDM EBf旨定的DOE在核定本项目产生的CER s指标时提供真实准确的依据。This manual includes: monitoring methodology and data requirements f
5、or monitoring as prescribed in PDD, project CDM organization and management team configuration, quality control (QC) and quality assurance (QA) procedures of measuring meters, management method of CDM database and so on. It aims to precisely calculate the amount of methane gas collected and displace

7、es Co., Ltd. during its operation and management of the landfill gas collection and utilization for power generation project.一、PDD中规定的监测方法及需要监测的数据要求Monitoring Methodology and Data Requirements for Monitoring as prescribed in PDD根据ACM001监测方法学的规定，下列 7个数据必须得到全面记录：According to the requirements of Monito
8、ring Methodology ACM001, the following 7 data should be fully recorded. 收集的沼气总流量 the total amount of landfill gas captured (LFGtotal,y), 火炬焚烧的沼气流量 the amount of landfill gas to the flare ( LFG .可) 发电机发电用沼气流量 the amount of landfill gas to the engine (LFG electricity), 沼气中甲烷的浓度 the fraction of methane

21、s of Measuring Meters作为CDM目，该项目的数据计量准确性至关重要，特别是与甲烷相关的涡街流量计（带温度和压力自动校正）、甲烷浓度计的精度与校验管理，是质量保证的关键。The precision of project data measurement plays a critical role in CDM projects. Especially important is the accuracy and calibration management of methane-related vortex flow meter and methane fraction met
22、er, which is the key to quality assurance.计量仪表的采购应该让仪表制造厂家提供国家指定的专业机构签发生产资质许可证，并提供产品出厂检验合格证。Measuring meters manufacturers should provide a production qualification license which should be issued by authorized institutions during the purchase of measuring meters. Product QC pass licenses are also re
23、quired.涡街流量计应依据国家颁布JJG1981994速度式流量计检定规程的技术规程的校核要求，每二年校核一次。为了保证精度，本项目头两年的校核频度可以提高到每年一次，应在 国家授权的有资质的权威机构进行。如天津市计量监督检测科学研究院。The vortex flow meter should be calibrated once every two years according to the as described in JJG198 1994 issued by the State. In order to assure accuracy, the calibration freq
24、uency should be increased to once every year during the first two years of Project and performed by qualified and authorized institutions, such as Tianjing Academic Institute of Metering, Supervision and Testing.用于测量CH4浓度和氧含量的气体分析仪在国家标准未颁布的条件下，采用企业标准进行 校核，每年校核一次。梅州项目采用武汉四方光电科技公司制造的红外气体分析仪，其检测和校验程序参见
25、其手册。可以采用氮气或空气进行调零；年度检测和校验应委托国家指定的 权威专业机构进行检定，如华南国家计量测试中心。Since the national standards are not yet issued, the gas analyzer for measuring CH4 density and Oxygen fraction should be checked according to enterprise standards once every year. Meizhou Project use the infrared gas analyzers produced by Wuh
26、an SiFang Optical Technology Company. The check and calibration of these analyzers should be performed according to its manual. They can be set to zero with nitrogen or common air. Annual check and calibration should be entrusted to professional authorities designated by the State, such as South Chi
27、na National Centre of Metrology.供电上网电表的精度校核按供电部门管理规范进行。The calibration of meters for electricity exported to the grid should be performed according to the administration regulations issued by electricity supply sectors.项目现场的常规温度计，压力表有关法规规定质量检查期，按期送检，无法规定的则按实际工作需要安排送检。所有计量仪表或器具的校核，必须取得校核记录单并存档备。Commo
28、n onsite thermometers and manometers should be checked regularly according to relevant regulations. Where there are no relevant regulations issued, the checking should be arranged to meet actual practice requirements. The checking of all measuring meters and instrument should be recorded and the rec
29、ording paper should be profiled and preserved.根据监测方法学，火炬焚烧效率应该每季度进行一次。除了在火炬中部和顶部装设火焰温度探测器之外，在火炬顶部沿四周均匀安装 4个探测窗口，通过带抽气装置的探管将火炬烟气 抽入甲烷浓度在线监测仪，稳定抽气15分钟后开始记录数据，然后就四个窗口的数据平均， 得出火炬燃烧平均效率。注意，为了避免高温烟气损坏仪表，所抽的烟气要进行冷却装备（如 循环水）进行冷却。According to the monitoring methodology, Flare/combustion efficiency should be
30、monitored once every quarter. Except the flare temperature detectors installed at the middle and top of the flares, 4 detecting windows should be installed averagely around the top of the flare. Use an exploring tube with abstraction facilities to abstract flare flue gas into the online monitoring m
31、eter of methane fraction, to begin recording after 15 minutes of steady abstraction. Average the data from the 4 windows, and the result willbe the average flare efficiency. Note that abstracted gas should be cooled down with cooling equipment (such as recycling water).4、 CDMC 据库管理办法Management Metho
32、d of CDM Database梅州分公司应建立 CDM数据库管理体系，将 CDM数据纳入日常组织管理范畴。The Meizhou branch should establish a CDM database management system, taking CDM data into the catagory of daily organization and management.CDM工程师是数据获取的专职工程师，负责所有数据的完整性和准确性，并有责任将数据 进行建档管理，对数据的安全具有直接责任。The CDM engineer is a professional engineer
33、 for data acquirement, who is in charge of the integrity and accuracy of all data, responsible for the profiling and management of data, and also directly responsible for data security.CDM工程师负责日报表、月报表和年报表的记录和整理，本项目的CDM数据的核准由现场经理负责。The CDM engineer is in charge of the recording and management of dail
34、y, monthly and annual reports. The audition of CDM data should be in the charge of the project manager.现场中央控制系统计算机记录项目的实时原始运行数据，现场经理负责将每月原始数据刻成光盘进行保存，每年的原始数据在总公司档案室进行归档备份管理。The computers of onsite central control system record raw operation data of Project in real time. The project manager is responsible for the writing of monthly raw data into CDs and storage. Profiling, back-up and management of annual raw data should be performed at the files room of PhasCon head office.#11
