1、浅谈煤炭企业人才队伍建设 浅谈煤炭企业人才队伍建设当前我国社会主义市场经济体制已经日趋完善,知识经济的特点越来越显现,从表面看,企业之间的竞争是规模、产品、质量和效益等要素的较量,但是,实质上还是人与人之间的较量,确切的说是企业人才队伍建设与质量的竞争,要谋求企业稳定、快速、持续发展,即实现又好又快科学发展,就必须强化企业人才队伍建设,培养和造就一支适合本企业发展需要的具有创新意识的人才队伍。煤炭基建企业由于其特殊性,人才队伍状况令人担忧,尤其是高素质的、能够稳定持续为企业服务的年轻科技人才缺乏,这在相当程度上制约着煤炭基建企业的发展,企业持续健康发展的动力不强。一、要大力加强思想政治工作,不

2、断提高专业技术人员的思想道德素质加强对专业技术人员的教育,是各级组织的一项长期任务,要经常性地开展思想道德教育和政治理论学习,才会收到良好的效果。结合专业技术人员思想实际,加强思想教育。坚持以邓小平理论和“x”等重要思想武装专业技术人员的头脑,教育和引导他们加强政治理论学习,提高自身修养,树立坚定的政治信念、正确的政治观点、饱满的政治热情和优良的政治品质,形成勤奋求实、艰苦奋斗的工作作风,做“有理想、有道德、有文化、有纪律”的职工,做有益于人民,有益于社会的人。针对煤矿生产经营的特点和实际,加强专业技术人员的职业道德和社会公德教育。努力倡导健康文明的生活方式,淡泊名利,无私奉献。坚决抵制拜金主

3、义、享乐主义思潮的影响,把自己的前途和命运同企业的兴衰成败紧紧地联系起来,使专业技术人员把人生价值定位与社会相结合,在创造社会价值中实现自我价值。正确对待个人利益和集体利益的关系,与企业同呼吸、共命运,为矿区的发展多做贡献。开展寓教于乐、形式多样的政治文化体育活动,提高专业技术人员的文化素养和道德情操。鼓励并要求他们积极参加矿上举办的政治理论学习、专题讲座、课题研讨、文体竞赛、演讲比赛等各种活动,坚持用先进的理论、伟大的事业、崇高的精神、良好的作风来激励和凝聚知识分子,鼓励他们施展才华,帮助他们走向成熟,推动大批专业技术人才不断脱颖而出。二、要认真落实知识分子政策,不断提高专业技术人员的物质文

4、化生活水平。提高企业竞争力关键在人才,而用人的根本是留住人才。因此,要进一步落实好国家有关政策,积极创造条件,努力满足和不断提高专业技术人员的物质文化和精神生活水平。完善分配制度。公平合理的分配制度是调动职工积极性,稳定了职工队伍的一项重要保证措施。因此,要坚持按劳分配原则,充分发挥分配这一经济杠杆的作用,鼓励人才更好地发挥作用。通过工资制度的深化改革,建立待遇与工效挂钩的制度,尤其对于有重大贡献的专业技术人才,要敢于重奖,或者采取“灵活工资制度”。要加大科技贡献奖励的幅度,通过对科研成果效果的审定,准确判定科研成果的价值。通过完善分配机制,建立起具有企业特色的人才成长发展的激励机制。结合企业

5、思想政治工作中心,根据青年人的心理特征和思想状况,进行有针对性的教育,关心他们的成长和生活。努力创造条件,满足他们健康向上的精神需求,引导和纠正思想上的偏差。进行经常性的走访交流,及时掌握他们的思想动态以及工作、生活、婚姻及家庭情况,帮助他们解决生活上的一些实际问题。对于为企业做出突出贡献的技术骨干和先进知识分子,要实行物质奖励与精神鼓励相结合的激励办法,通过增进情感来吸纳和稳定人才。针对专业技术人员在思想上、政治上迫切要求进步的特点,把党组织发展的工作重点放在专业技术人员中间。尤其是对生产一二线岗位上的专业技术人员,要确定对象,重点培养,源源不断地把符合党员条件的先进专业技术人员吸收到党员队

6、伍中来,为党输送新鲜血液,为专业技术人员开辟政治前途。三、加快人才机制体制创新,营造良好的人才成长环境。煤矿企业要加强人才队伍建设,使用好、培养好人才资源,就要加快人才机制体制创新,努力营造各类人才成长的良好环境。要改进完善人才工作管理体制。人才的培养决不能停留在口头上、会议上及形式上,必须在责任落实、过程培养和作用发挥上落实各项措施,按照人才规律建设好人才队伍。是创新人才的培养开发、评价发现、选拔任用和激励保障机制。人才的培养开发要以提高思想道德素质和创新能力为核心,注重在实践中发现、培养、造就人才。人才的评价发现要以品德、能力和业绩为导向,注重靠实践和贡献评价人才。人才的选拔任用要坚持以德

7、为先,德才兼备,科学合理使用人才,促进人岗相适、用当其时、人尽其才。人才的激励保障要坚持精神激励和物质奖励相结合,保证人才在“工资分配、组织发展、选拔任用”三方面的优先。是营造良好的人才成长环境。煤矿企业作为艰苦行业,要围绕“以事业留人才、以待遇留人才、以感情留人才”的目标,坚持以人为本,努力营造尊重人才、培养人才、善用人才的良好氛围。要给人才提供建功立业,施展才华的平台;教育培训,技术创新的平台;建言献策,畅所欲言的平台;政治温暖,精神需求的平台。通过压担子、定目标,给任务、供平台等方式,促进人才快速健康成长。总之,人才是立企之本,强企之基。煤炭基建企业在特殊的条件和环境下要全面提升企业核心
