1、开展“门难进、脸难看、事难办”问题专项整治行动实施方案为进一步改进机关作风、践行党的群众路线,推进服务型机关建设,按照区党的群众路线教育实践活动领导小组的统一部署,结合我区“作风效能提升年”活动,在全区开展“门难进、脸难看、事难办”问题专项整治行动,制定本方案。一、目标任务以提升效能优质服务、打造“两优”环境,着力解决企业和群众“办事难”问题为目标,着力解决干部队伍素质不高、作风不实、能力不强、职责不清、效率不高等问题,促使广大党员干部职工宗旨意识明显增强,办事效率、工作质量和服务水平明显提高,自身要求更加严格,工作作风更加严谨细致,切实做到真抓实干、履职尽责,更好地服务群众和企业。二、整治范

2、围本次专项整治活动的重点是全区党政机关,事业单位、服务窗口和基层站所及其工作人员。三、整治内容(一)“门难进”的问题。以端正服务态度为重点,着力解决保安、门卫或值班人员禁止办事群众通行或以各种理由故意刁难、工作人员拒绝接待等问题;各类服务事项和便民措施信息公开不全面、不明确、不及时问题;便民服务和群众咨询投诉热线无人接听、接听后不受理不回复、受理后回复不及时问题;部门(单位)网站日常管理不到位,维护更新慢、内容陈旧、信息过时、服务功能不强问题;对办事群众不一次性告知等方面问题;利用便民服务谋取不正当利益等问题。(二)“脸难看”的问题。以提高办事效率为重点,着力解决不遵守工作纪律和请销假制度,工

3、作期间睡觉、进餐、串岗、娱乐问题;上班期间在电脑上炒股、聊天、玩游戏、浏览与工作学习无关的网页问题;对办事群众不理睬,不耐烦,语气生硬、态度蛮横、行为粗暴,以不知道、不了解、不在职责范围、办理事项人员不在等为由推脱或敷衍办事群众问题;在办事场所与群众发生争执问题;窗口服务部门的服务意识不强、态度生硬或公示公告制、岗位责任制、首问责任制、一次性告知制、限时办结制、服务承诺制、AB岗替代制、失职追究制、绩效考评制等制度落实不到位等问题。(三)“事难办”的问题。以“马上办、帮你办、我来办”为重点,着力解决在行政服务方面“吃、拿、卡、要、报、占、拖”问题;办事推诿扯皮、效率低下、不作为、慢作为、乱作为

4、问题; 在行政审批方面,存在权力寻租,接受服务对象好处,不给好处不办事问题;不取消没有法律依据的审批事项、乱设前置条件、乱收费、搭车收费问题;要求办事群众提供材料过多问题;在行政执法方面,存在作风粗暴、滥用职权、违规执法、乱罚款、乱收费等问题。四、方法步骤专项整治作为第二批教育实践活动及“作风效能提升年”活动的一项重要内容,要紧扣学习教育、听取意见,查摆问题、开展批评,整改落实、建章立制三个工作环节,分四个阶段进行,X月底结束。(一)安排部署、查摆问题。按照在教育实践活动的学习教育、听取意见阶段的要求,各部门、单位要结合实际制定关于开展“门难进、脸难看、事难办”问题专项整治行动的具体实施措施,

5、并做好动员部署,做到全员参与、全面整治、全面提升。并认真对照本方案所列问题及未列但实际存在的问题,按职能、岗位逐项查摆梳理,结合下基层、大走访、大调研活动,召开座谈会、问卷调查、个别谈话、设立意见箱、网络征集、热线电话等形式多样的方式,广泛征求意见,查实找准存在问题,为有的放矢抓整改奠定基础。(二)监督检查、推动整改。在教育实践活动查摆问题,开展批评阶段,区纪委监察局针对专项整治的重点内容,采取重点抽查、明查暗访等形式进行不定期督查,创新“政风行风热线”形式,推行“电视问政”、建设“政务微博”,开展“直通百姓”直播活动,拓宽群众反映问题、表达诉求和民主监督的渠道。向社会公开区纪委监督举报网站和

6、电话,畅通网络投诉举报渠道。接受群众投诉举报,督促各部门、单位和人员制定切实可行的整改措施,明确整改时限,落实整改责任,进行全面整治,以实际效果和崭新形象取信于民,服务于民。(三)健全机制、巩固提高。在教育实践活动整改落实、建章立制阶段,各部门、单位要按照中央和自治区、市、区关于改进作风的各项要求,进一步健全完善切实管用的工作制度,注重建立联系群众服务长效机制、民主决策机制、改进作风长效机制、优化发展环境机制、监督约束机制。结合我区开展的“作风效能提升年”活动,强化执行力,严格执行我区出台的X区领导干部问责办法(试行)、X区机关效能问责办法(试行)及自治区关于损害群众利益行为问责办法、损害投资

7、发展环境行为问责办法、公职人员“庸懒散软”行为暂行办法等现有的规章制度,严肃责任追究,实现以制度规范行为,以制度管权管事管人,推动改进作风常态化、长效化,真正让群众受益。(四)社会评价、群众评议。今年群众评议机关和干部作风活动的重点就是“门难进、脸难看、事难办”专项整治的各项内容。在教育实践活动期间,要组织群众对各部门、单位的专项整治成果进行评价,评议结果作为反映教育实践活动的成效向社会公布。对群众意见较集中、满意度较低的部门、单位要限期整改,并对主要负责人进行问责。五、工作要求(一)加强领导,落实责任。为了切实加强对专项整治行动的组织领导,成立X区“门难进、脸难看、事难办”问题专项整治行动领

8、导小组。具体人员如下:组 长:xx副组长:xx成 员:xx “门难进、脸难看、事难办”专项整治行动由区纪委监察局牵头,各相关部门配合,区直各部门、单位负责具体实施,“一把手”为第一责任人,要切实把整治行动抓在手上、放在心上、落实到具体行动上,既要安排部署好,更要主动将自己摆进去。要把涉及本单位的专项整治列为教育实践活动的重要内容,抓好落实。(二)加强督查,严格问责。区纪委监察局对各部门、单位整治情况实行不定期监督检查。对整治活动不重视、动员部署迟缓、自查自纠不实、推进工作不力,甚至搞形式主义的部门(单位)要予以通报,并对主要领导进行问责;对不畏法、不畏纪、不畏制度,我行我素、顶风违纪的突出典型

9、给予党纪政纪处分;对因作风问题群众投诉较多,或造成恶劣社会影响的部门(单位)除追究当事人的责任外,还要追究单位主要负责人的责任。(三)统筹安排,精心组织。各部门、单位要统筹安排,精心组织,扎实推进。要注重收集群众意见建议,整治的情况要让群众知晓,整治的成效要请群众评判,整治中遇到的困难要多同群众沟通。要注重实效,着眼长远,将开展专项整治行动与贯彻落实党的十八届三中全会精神、落实X区今年XX项民生实事、推进本部门(单位)中心工作结合起来,统筹兼顾,综合施策。确保整治行动扎实有效开展。QcWA3PtGZ7R4I30kA1DkaGhn3XtKknBYCUDxqA7FHYi2CHhI92tgKQcWA
