1、乡镇撤并与乡镇政府治理变革研究 广西民族大学 硕士学位论文 乡镇撤并与乡镇政府治理变革研究 姓名：陆文盛 申请学位级别：硕士 专业：行政管理 指导教师：徐方治 20080401 乡镇撤并与乡镇政府治理变革研究 摘 要 始于上世纪九十年代末的乡镇撤并工作是中央推进乡镇机构改革，转变 政府职能，减轻农民负担的一项重要举措。这一项重要举措广泛而深远的意 义在于，它有利于加快我国小城镇建设，从而有效地推进我国的城市化进程； 有利于降低行政管理成本，减轻乡镇政府的财政压力和农民负担；能够更为 有效地整合和利用资源，形成相应的规模效应促使经济和社会的发展等。而 在实施撤并乡镇的同时，如何使乡镇政府治理实现
2、有效的变革是一个不能不 去关注的问题。因为实施乡镇撤并，随之则会出现诸如机构的整合问题，人 员去留问题，财政问题，公共产品供应问题，公共安全治理问题，乡村的治 理问题等。而这些问题的出现和解决都与乡镇政府治理及治理的变革有莫大 的联系。当下，众多学者对撤并乡镇这一乡镇政府行政体制改革领域的研究 呈现出了百家争鸣的局面，这一局面的形成，实际上是众多学者对乡镇政府 治理方式表现出的不同见地。就此，本论文对乡镇撤并持有这样明确的态度： 现行的乡镇撤并，重点是在合并，而且是强强合并、强弱合并，并非根本撤 消，更不是合小变大；撤并乡镇是形式，实质上要构建新型乡镇政府；通过 撤并乡镇，实现乡镇基层政府治理
3、的根本变革在这里，值得深刻思考的 是，乡镇基层政权的职能转变和政治民主建设方面，因为这是实现治理的根 本变革的关键所在如何转变，实施何种治理模式，推行什么样的民主是 本论文尤为关注的地方。与此同时，本论文借鉴国外经验，对我国乡镇撤并 问题重新认识、定位，从操作的合理性、创新性和可行性方面对乡镇撤并问 题以及乡镇政府治理的变革问题进行再思考，旨在以撤并乡镇为契机的乡镇 机构改革中，寻找到我国乡镇政府治理变革的优良途径。 关 键 词：乡镇撤并 乡镇政府 治理 变革 2 STUDY ON REMOVE AND COMBINE VILLAGES AND TOWNS AND GOVEMMENT GOVE
4、RN REFORMAION ABSTRACT Remove and combine villages and towns began from late of ninetys in the last century, which is an important action pushed by Center of Peoples Republic of China, aiming at pushing the transformation on governments of villages and towns, changing the function of governments and
5、 alleviating the peasants burden. The extensive and far-reaching meaning contained in this action are, it is in favor of accelerating construction on small villages and towns, pushed effectively the urbanization of our nation; It is in favor of decreasing the cost for the administrative management,
6、alleviating the financial pressure of the government of the villages and towns and the peasants burden. It is in favor of combining and using the resource effectively, and forming a relevant scale domino offect to urge the development of economic and social. At the same time of implementing remove a
7、nd combine the villages and towns, how to carry out the effective transformation on the government of villages and towns is a problem we can not leave alone. During remove and combine the villages and towns, many issues will be raised, such as the combination of organizations, personnel issues, fina
8、ncial issues, purvey issues on public products, govern issue on public safety and villages and towns. All issues happened and solved is in touch with the function of government of villages and towns and the transformation. At present, all flowers are blooming happened, the root cause is many academi
9、cians hold different ideas on removing and combining the villages and towns which is belong to administrative system and reformation of government of villages and towns. At this point, this thesis holds below attitude on removing and combination the government. Currently, removing is not the aim but
10、 combination, combination between strong and strong, strong and weak. That is not the removing or changing the samll to big simply; Removing and combination is a formal, virtually, the aim 3 is to build new-style government of villages and towns. Via remove and combination of villages and towns to a
11、chieve the fundamental reformation on government. Here, what needs to be considered profoundly is function transformation of government and political democracy construction, these two aspects is the root of the transformation on government of villages and towns.
