4、nvestigation and identification of lightning disasterThe sixth chapter is legal responsibilityThe seventh chapter supplementary provisionsAdopted by the thirty-sixth meeting of the Standing Committee of the twelfth peoples Congress of Nanchang in August 31, 2005, and approved by the seventeenth sess

5、ion of the Standing Committee of the Tenth Peoples Congress of Jiangxi Province in September 23, 2005. These Regulations shall come into force on November 1, 2005.Standing Committee of the peoples Congress of Nanchang MunicipalitySeptember 28, 2005Chapter 1 General ProvisionsArticle 1 in order to pr

6、event and mitigate the lightning disaster, protect peoples lives and property safety, safeguarding public security, promoting economic and social development, according to the Peoples Republic of China meteorological law, Jiangxi province implementation of the Peoples Republic of China meteorologica

7、l law approach and other relevant laws and regulations, with the actual city, the enactment of this ordinance.Second units and individuals engaged in lightning protection and disaster reduction activities within the administrative area of this Municipality shall abide by these regulations.The lightn

8、ing protection and disaster reduction referred to in these Regulations refers to the activities of defense and lightening of lightning disasters, including the research, monitoring, early warning and protection of lightning and lightning disasters, as well as the investigation, identification and ev

9、aluation of lightning disasters.Third principles of safety first, prevention first and combination of prevention and control should be implemented in the work of lightning protection and disaster reduction.The fourth municipal and County Peoples governments should strengthen the leadership of lightn

10、ing protection and disaster reduction work, organize relevant departments to take corresponding measures to do a good job of lightning protection and disaster reduction, and improve the ability of lightning protection and disaster reduction.The municipal and County Peoples governments shall organize

11、 relevant departments to formulate emergency plans for lightning disasters in their administrative areas.Fifth municipal meteorological authorities are responsible for organizing and managing the lightning protection and disaster reduction work of the city, and are responsible for organizing and man

12、aging the lightning protection and disaster reduction work in each district.The competent meteorological departments of the county are responsible for organizing the lightning prevention and disaster reduction work within the jurisdiction under the jurisdiction of their respective departments.The ad

13、ministrative departments concerned such as development, reform, construction, planning, safety supervision, public security, quality and technical supervision should do well in lightning protection and disaster reduction according to their respective duties.The second chapter monitoring and early wa

14、rningSixth municipal and County Peoples governments should organize relevant departments to prepare lightning disaster prevention planning, strengthen lightning protection and disaster reduction projects and infrastructure construction, and improve lightning disaster prevention system.The seventh me

15、teorological authorities shall organize the construction of lightning monitoring network and early warning system in their administrative areas.Meteorological authorities should release lightning warning information to the society timely through media such as radio, television, mobile communication

16、and Internet, and set up electronic display board to release warning signals in the significant position of the city.According to the relevant provisions of the state, the eighth meteorological authorities shall exchange lightning monitoring data with other institutions engaged in lightning monitori

17、ng in accordance with the relevant provisions of the state.Ninth any organization or individual may not occupy, destroy or move the lightning monitoring and warning facilities without permission, and shall not endanger the detection environment of lightning monitoring.The third chapter lightning pro

18、tection deviceTenth lightning protection devices (hereinafter referred to as lightning protection devices) shall be installed in the following places and facilities:(1) the one or two and three types of buildings (structures) specified in the code for lightning protection design of buildings;(two) p

19、roduction and storage places of inflammable and explosive goods such as petroleum, chemical industry, fireworks, etc.;(three) power production facilities and power transmission and distribution system;(four) communication facilities, radio and television systems and electronic information systems;(f

20、ive) laws, regulations, regulations and lightning protection technical specifications require that other places and facilities for installing lightning protection devices should be installed.Effective lightning protection measures shall be taken to install solar energy receiving devices in places an

21、d facilities specified in the preceding paragraph.The Eleventh Design and construction units that install lightning protection equipment should have the corresponding design and construction qualification stipulated by laws and administrative regulations.Twelfth lightning protection project design o

22、r construction units, should be in accordance with the corresponding qualification level engaged in lightning protection design or construction. It is forbidden to engage in lightning protection design or construction without qualification or beyond qualification grade.The installation of lightning

23、protection equipment should comply with the requirements of the competent meteorological department under the state council. The design of lightning protection equipment should comply with the relevant technical standards and specifications of the state, and the industry standards have special provi

24、sions, and should also meet the industry standards.The investment of the thirteenth lightning protection devices should be included in the budget estimate of the construction project, and the lightning protection device should be designed, constructed and put into use simultaneously with the main pr

25、oject.Fourteenth lightning protection device design implementation of the audit system. If the design plan fails to be audited or unqualified, the project shall not be delivered.The design and building lightning protection device design at the same time, the construction units will be submitted to t

26、he administrative department of construction project design, construction administrative departments after receiving the transfer of the competent meteorological departments to review the design of lightning protection device; completed buildings to install lightning protection device and a separate

27、 installation of lightning protection device, lightning protection device designed by the construction unit shall submit the competent meteorological audit institutions.The lightning risk assessment report shall be submitted for key construction projects.Fifteenth meteorological authorities shall co

28、mplete the examination within 15 days from the date of receiving the application for the design of lightning protection devices, and issue the examination opinions. If the audit does not conform to the relevant technical standards and specifications, and the industry standards, the construction unit

29、 shall revise and apply for re examination according to the audit opinions.If the design scheme of the lightning protection device approved by the audit needs to be changed, the construction unit shall report it to the original competent meteorological department for approval.In the construction of

30、the sixteenth lightning protection devices, the construction unit shall entrust the lightning protection device testing unit to test the hidden grounding projects such as the foundation grounding body, the layered column reinforcement lead wire, and the lightning grid on the sky surface. If the insp

31、ection fails, the construction unit should rectify it in time.Seventeenth units engaged in lightning protection testing should obtain the certificate of qualification of lightning protection device issued by the competent meteorological authorities according to law.Lightning protection device testin

32、g units should implement the relevant national technical standards and specifications and industry standards, to ensure that the authenticity of lightning detection reports, scientific, impartial, responsible for the test results.If the lightning protection device qualification certificate is not ob

33、tained, the lightning protection device shall not be tested.After completion of the eighteenth lightning protection device, it shall be checked and accepted in accordance with the relevant provisions of the state. After acceptance, it can be delivered; if it fails to be inspected or unqualified, it

34、shall not be delivered.Nineteenth lightning protection devices use units and individuals to put into use after lightning protection devices should be regularly detected. The design specification of lightning protection of buildings one or two buildings built (structure) and the provisions of article

35、 tenth and second to four listed in the premises and facilities of the lightning protection device, tested once a year; other detection of lightning protection devices in accordance with the relevant provisions of the state and the province.Lightning protection device use units and individuals shoul

36、d be entrusted to lightning protection device testing unit, lightning protection device testing unit should be issued after the inspection report. The units and individuals who use the lightning protection devices should be promptly corrected.Twentieth units of lightning protection devices should es

37、tablish and improve the safety responsibility system for lightning protection and disaster relief, and appoint special personnel or property management units to be responsible for the maintenance of lightning protection devices, and find hidden dangers should be dealt with in time.The competent mete

38、orological authorities should strengthen the technical training and guidance for the maintenance personnel of the lightning protection device.Article twenty-first the competent meteorological departments should strengthen the lightning protection equipment use and maintenance of the supervision and

39、inspection, found in violation of the provisions of lightning protection and disaster reduction management or lightning safety problems, it shall timely notify the relevant units or individuals to take measures to correct within a prescribed time limit; found significant security hidden danger of li

40、ghtning,Shall promptly report to the relevant units and individuals issued a rectification notice, rectification, when necessary, shall apply to the peoples government at or above the county level and the competent meteorological department report.The fourth chapter lightning risk assessmentThe twen

41、ty-second meteorological administrative organizations shall, according to the relevant provisions of the state, organize the lightning risk assessment of the urban zoning planning, regulatory detailed planning and key construction projects within the administrative region.The twenty-third lightning

42、risk assessment shall be carried out in accordance with the following provisions:(1) the departments concerned should notify the local meteorological authorities to carry out lightning risk assessment before organizing urban zoning planning, regulatory detailed planning and issuing key construction

43、projects.(two) the meteorological administrative organization shall organize the lightning risk assessment within 30 days from the date of receiving the notification, and issue a lightning risk assessment report.(three) the lightning risk assessment is carried out according to the National Lightning

44、 Risk Assessment standard.Lightning risk assessment conclusions should be used as the technical basis for the feasibility demonstration and design of urban zoning planning, regulatory detailed planning and key construction projects.The twenty-fourth lightning hazard assessment report shall include t

45、he following contents:(1) the law of mine electrical activity and the geographical, geological, soil and environmental conditions of the project;(two) analysis, prediction and evaluation of possible damage caused by lightning disaster;(three) suggestions, countermeasures and measures to prevent and

46、mitigate lightning disasters;(four) lightning risk assessment conclusion.The fifth chapter emergency rescue and investigation and identification of lightning disasterTwenty-fifth units and individuals of lightning disaster, shall promptly report to the competent meteorological departments and the re

47、levant departments, shall not conceal, falsify or delay the report. After receiving the report of lightning disaster, the competent meteorological department shall report the lightning disaster according to the relevant provisions of the state immediately.Place twenty-sixth lightning disaster townsh

48、ip (town) peoples government, neighborhood offices shall immediately organize the masses to carry out self-help, to reduce casualties and property losses; county and District Peoples government and the relevant departments shall, in accordance with the provisions of their respective duties and organized emergency contingency plans.Any unit and individual should support and cooperate with the emergency, and provide convenient conditions.Twenty-seventh meteorological authorities should carry out lightning disaster investigation and identification in a timely manner,
