11、irective 2002/24/EC of the European Parliament and of the Council of 18 March 2002 relating to the type-approval of two or three-wheel motor vehicles (the Framework Directive). In addition, a series of Directives referred to in the Framework Directive contain detailed technical requirements relating
12、 to L-category vehicles.thefollowingkeyconcernsas regardsthecurrentofnew L-categoryvehiclesand theseneedto beThe Commission has identified provisions for the type-approval addressed:the complexity of the legal framework;as a proportionof total road transportthe level of emissions and their increase
13、emissions, which are decreasing overall;vehicle functional safety aspects related to type-approval requirements;the lack of a legal framework for vehicles fitted with new technologies; andthe availabilityon the internal market,and registrationof, certain importedvehicles, systems, components with th
14、e current type-approval and/or environmental protection.or separate requirementstechnical units which do not comply regarding vehicle functional safetyThis proposal consolidates construction of L-category simplifying them as muchcurrentvehicles,type-approval updating themas possible by referringrequ

The objective is to increase the level of protection of L-category vehicle riders as vulnerable road users, to improve the environmental performance of these vehicles a
