4、中华人民共和国建筑法青海省石头峡水电站砼面板坝工程施工招标文件青海省石头峡水电站砼面板坝工程和溢洪道工程投标文件公路工程勘察设计规范公路工程施工技术规范公路工程施工质量评定规程二 概述石头峡水电站位于海北州门源县青石咀镇尕大滩乡上游的大通河干流上，坝址距门源县城32，距青石咀镇12。本工程是“引大济湟”工程的龙头水库，为调水总干渠提供调水所需水量，保证调水所需的兴利水库。总装机90MW。工程对外交通条件良好，外有宁张公路与明门公路与青石咀相连，公路等级为3级，路宽7m，从青石咀到坝区主要为砂砾石路面，路面宽度为5m。坝区内主要交通道路为3条永久道路（YD1，YD2，YD3）和6条临时道路（LD
5、1，LD2，LD3，LD4，LD5，LD6）以及2条备用道路（BD1，BD2）组成。三 临时道路施工方案 在6条临时道路中LD5、LD6为2条改扩建道路，LD1、LD2、LD3为新建道路，LD4为备用公路。LD3，此条道路从上游围堰到溢洪道平台，全长804m，路宽6.0m，起点高程3020m，终点高程3095m，最大纵坡9.3，回头曲线半径不小于15m.主要承担部分坝体填筑料运输及1#砼拌和站砂石骨料运输等。具体为，从上游围堰顶右端3020m高程向上游爬升至3039高程（其爬升长度约为220m，爬升高度约为19米，坡度约为7.8%），回头后向下游爬升至3066m高程（爬升高度约为27m，长度约
6、为310m，爬升坡度约为9.3%，回头曲线半径不小于15m），并在在3066m高程回头向下游爬升，直接爬升至坝顶（此段道路长400m，爬升坡9.1%）。四 临时道路施工方法坝下游左岸上坝公路LD3主要工作内容为土石方开挖、拉运和道路压实。总工程量约为17675 m。其中砾石土开挖12405 m，石方开挖2747.2 m，砂砾石回填2522.8 m。开挖时拟采用全断面开挖形式自上而下进行开挖。在开挖时对于机械能够到达的地方采用1台PC360型反铲挖掘机挖装，并由4台30T自卸车拉运至附近弃渣场。对于机械不能到达的部位拟采用小型机具配合人工进行开挖。砾石土边坡采用1:0.75，石方边坡为1:0.5
7、，砂砾石填筑边坡为1:1。在开挖完成之后由1台HP160型推土机配合人工对道路表面进行平整并进行砂砾石路面填筑（填筑厚度暂定为50cm），并及时进行压实。道路压实采用YT18自行式压路机配合小型平板振动夯进行压实，压实参数由现场试验室确定。由于道路底部地质情况不明确，在开挖过程中如遇石方开挖其具体爆破参数根据实际情况确定。施工工艺流程图：施工准备测量放样土方开挖、拉运边坡修正道路表面平整碾压、夯实五 主要工程量序号道路名称单位土 方开 挖石 方开 挖砂砾石填筑1LD3m3124052747.22522.8六 投入的主要设备人员（1） 投入的主要人员序号岗位/工种单位数量部位备注1施工管理名2

9、部经理组织安全生产领导小组对施工现场进行一次全面地安全检查，并做好安全检查记录，以消除物的不安全状态。由专职安全员马杰负责制定临时道路施工安全目标考核制度，保证在抓生产的同时，做好安全施工的管理工作，及时发现和纠正不良习惯，采取相应的思想教育、行政措施、经济手段来维护施工现场安全生产秩序。由安全负责人员洪晓虎负责在施工现场完成危险源标识，并在临时道路里侧（道路开挖侧）有滑坡塌方地域设立警戒线，防止参建人员靠近发生安全事故。每天在临时道路施工现场安排1名安全员，专门负责临时道路施工期间安全生产的监督、检查、提高警告，安全员的工作记录以安全日志的形式备案。 抓好安全生产，做好宣传教育工作。牢固树立
10、“任何事故都是可以避免的”的安全理念，建立健全施工安全管理机构，规范操作，落实责任。在安全方面做到使每个职工警钟长鸣，避免因安全问题造成工期的损失。项目部成立专门的安全监督机构，设立专职安全员；各施工点设立兼职安全员，并对各现场的安全随时进行检查；由项目总工张经峰带头，专职安全员马杰、施工点负责人侯全廷、施工员洪晓虎定期对现场的安全情况进行检查；对进入工地的劳务人员进行安全培训教育，培训合格后方可进入施工现场；定期对劳务人员进行安全培训教育并做好相应的培训记录；施工现场实施机械安全管理及验收制度，机械安装按照规定的安全技术标准进行检测，所有操作人员要持证上岗。施工现场设置安全标语牌，危险地段按
11、规定悬挂警示标牌或红色警示灯。各种管线采取相应措施进行改移和保护。进入施工现场必须佩带安全帽，并要正确佩戴安全防护用具。制定重大危险源的应急措施。（2）质量保证措施道路开挖面的平面尺寸、标高和路面平整度应满足技术文件的要求。根据以上要求我方制定如下质量保证措施。随着开挖的伸进，我测量人员应及时对道路坡面、道路宽度、路面高程进行测量检查以防止偏离设计开挖线。开挖严格按照设计图纸进行测量放线；严格控制开挖精度，不得超过允许范围。项目部设专门的质量监督机构，质检员跟班作业随时检查开挖质量，保证开挖质量符合质量要求。在基础开挖过程中，根据不同地质情况，不断调整开挖参数，取得最优开挖效果。 开挖过程中，
12、随时对平面位置、水平标高、控制桩号、坡度等参数进行测量复核，以防止偏离设计开挖线。在碾压过程中严格控制料的含水量、铺土厚度、碾压遍数、层间结合、压实后的干密度等。（3）环境保证措施1、开工前会同市政、环保、公安、交通等有关部门召开现场协调会，接受上述单位对现场文明施工的监督和检查。、文明施工及环境保护要求：施工材料按平面布置图，按品种规格堆放整齐，使用后多余的材料及废料必须及时运走。、在运输车辆的车箱上覆盖一层棚布，防止尘埃、泥土污染环境和在运输过程中坠落伤人或扎坏其它车辆。、施工现场应保持道路畅通，路面平坦，整洁无积水，排水系统畅通。在出入口处派专人清扫公路上的散落物并经常洒水，以减少尘埃对
