28、位将负责完成所有为本项目之强电系统工程所需进行的一切有关深化设计、供应、安装、测试及保修等任务。1.1.3. 本技术要求和投标图纸中所述的内容为强电系统正确运行所需的设备、材料以及所有附件及配件的安装要求。1.1.4. 所有项目应包括完成全部上述工程运行所需的一切辅助设备及附件的设计、供应、安装测试及保修等和符合当地及当时规范的设施，不论设备及材料是否已包括在本技术要求文件及图纸内均应包含于本承包合同。1.1.5. 所有系统的控制终端，中央处理器及时钟系统均必须配备自动时钟跳跃功能，包括润年时间计算，而各系统应运行正常，无任何故障及数据损失。1.1.6. 本承包单位包括的强电系统工程承包单位须
29、为获有关部门或单位的认可且有资质证明的，可承担本工程规模的10kV及以下强电系统设计和施工的专业承包单位。本承包单位并须于回标时同时提交该单位发出的资质证明，详细经验及施工组织架构供建设单位机电顾问审核和批准。1.1.7. 本承包单位包括的强电系统工程承包单位须获有关部门或单位认可且有资质证明、可承担本工程规模的防雷接地设计和施工的专业承包单位，本承包单位并须于回标时同时提交该单位发出的资质证明，详细经验及施工组织架构供建设单位机电顾问审核和批准。1.1.8. 本承包单位包括的强电系统工程承包单位须获有关部门或单位认可且有资质证明、可承担本工程规模的消防设计和施工的专业承包单位，本承包单位并须
30、于回标时同时提交该单位发出的资质证明，详细经验及施工组织架构供建设单位机电顾问审核和批准。1.1.9. 如各要求及标准之间有任何矛盾和不一致时，本承包单位应向建设单位提出，建设单位会作出决定。对于所有工序、物料质量等的不一致，都应取较高要求者为准，本承包单位亦已视为已包含该要求在承包金额内。1.2. 合同要求1.2.1. 施工分期及完工要求a) 本承包单位必须按标书中有提及而所须作出配合的施工期及完工要求来完成本分包合同。但此施工期及完工要求仅作参考，最终的施工期及完工期须按建设单位机电顾问所批准的施工进度计划为准。b) 本承包单位必须与其他机电专业承包单位配合按期及按阶段提供设备及材料（包括
31、图纸），作为送交各政府和公用市政部门审批，包括报建和验收之用。c) 本承包单位必须负责与各政府和公用市政部门保持紧密联系，跟进所有报建图纸系统、设备、材料等，负责获得认可及批准符合施工及完工的期限。同时亦须主动与有关市政部门 (如供电局、防雷办等)联系以确保及时接通所有管线及开通并投入使用。d) 本承包单位须协调及配合本项目其它承包单位并提供资料以达到有关政府部门验收的要求，此等验收包括但不局限于下列各项：质检站验收消防验收环保验收防雷中心验收消防部门验收e) 本承包单位须负责提供强电系统相关部门的送审及审批所须的资料及文件，并协调其它承包单位作好消防部门、供电局、防雷中心的审批，审批的认可须
32、配合施工进度及完工。f) 本承包单位必须作出全面的规划及配合，提供及建造预留管道接口、预留孔洞、预留容量和其它预留设施，并做好上述预留设施的保护，和各期的衔接工作。g) 本承包单位除负责整个强电系统外，还须协调及配合本项目其它承包单位及指定供应单位，以确保本项目的整个机电系统可根据本承包合同的设计及当时规范依据正常运作。上海市嘉定区南翔镇湖畔名邸项目911南地块强电系统工程（供应及安装） 技术要求1.2.2. 本技术要求及图纸已将强电系统之各项主要系统的整体布置、设计、安装、测试及运作要求作出说明。但一些细节的要求可能没有说明或提及，故本承包单位除必须按本技术要求及图纸施工外，亦须设计、供应、
33、安装、测试、调校及运作一切在本技术要求及图纸中没有明确说明的部分，但可以推知且必须按照有关国家规范及国际认可的标准和要求，并该等系统在安装、测试、调校、运作及符合当地政府部门规范要求上所必须的一切附属配件及配套设备等，亦应包括在本承包单位工作范围及标价内以全面地完成全部强电系统。1.2.3. 本承包单位除须按照本技术要求及图纸进行有关的施工外，也必须负责与当地有关的政府部门（如消防局、供电局等）联络、商讨、协调及解决在本工程建筑的一切申请、报批、衔接安装、测试和运行上的问题；同时也应负责提供一切有关图纸及资料供有关部门审批，直至取得这些部门的书面确认、批准及完成所有接驳工程至各市政部门的市政接
34、口及供应点。若有部分项目或工程为达上述要求，须由有关部门或指定单位施工，本承包单位除必须负责与这些部门或单位联络及协调外，其所需费用(包括有关工作之设计费用等)也应全部包含在标价内。1.2.4. 在招标图纸上所表示的机电系统之设备布置乃按照本技术要求内所选用的设备材料、以及相关的建筑图和结构图而绘制，未能完全清楚反映各设备之准确的布置位置、尺寸和大小。本承包单位必须根据最后施工的建筑图则和已获建设单位机电顾问批准的设备选型，负责调整及修改并深化施工图纸，在施工前提交建设单位机电顾问审批。因本承包合同为包干合同形式，故对于为配合实际现场环境而引起的机电系统及其设备安装修改所导致的额外费用，亦应包
35、括在本承包合同造价内而不得另外索偿。同时为配合建筑设计或与其它专业协调而进行的调整（包括管线、管道布置及安排）亦将不能索取额外费用。1.2.5. 本工程所选用设备及材料必须以优质的国内或中外合资产品为主，本承包单位必须参照本技术要求中的设备材料表中所建议的厂家或经由建设单位机电顾问批准的同级产品选择所供应及安装的设备和材料。有关设备和材料的供货期必须能配合工地的整体进度及施工时间。如果采用进口产品，投标价目必须包含一切关税及有关进口手续所需的所有费用。1.3. 法规和要求1.3.1. 本系统工程必须按照中华人民共和国政府所颁布的有关法规和要求、当地政府及公用部门（如供电局、消防部门、防雷中心、

38、DGJ08-93-2002)20) 住宅设计规范（GB50096-1999）（2003年版）21) 住宅设计标准（DGJ08-20-2007）1.3.2. 除上述国家规范外，强电系统工程也必须依照本技术要求的有关设计标准和设计手册要求施工。如国家规范、国际标准、设计手册以及本技术要求互相有矛盾时，本承包单位应通知建设单位机电顾问作出决定。当建设单位机电顾问作出决定后，本承包单位必须执行，并不得增加任何费用和时间。1.3.3. 在强电系统设备定标前，本承包单位应留意最新规范及政府部门的要求。如需要时，必须提供及安装一切所需的额外设备，直至符合当地规范的标准和要求为止。不论上述所需的额外设备材料在
39、本技术要求及图纸中是否有标明，有关的费用必须包括在本承包合同造价内。1.3.4. 如在合同签订后，须要执行当地政府或公用市政部门的新规范或新要求而必须对原设计作修改和调整时，本承包单位应尽早以书面形式通知建设单位机电顾问，由建设单位机电顾问确认后方可施工，否则由此引起的经济损失将由承包单位负责。1.3.5. 当上述标准或当地部门有特别要求，其要求与本技术要求所规定的发生抵触时，或技术要求和图纸上所标注或要求有互相矛盾时，或技术要求内有关章节的要求有互相矛盾时，承包单位必须以书面形式向建设单位机电顾问反映，至于应遵从那个准则，将由建设单位机电顾问决定，而有关最终决定不构成任何造价变更。1.3.6
40、. 本承包单位所提供的有关设备和所建议的系统设计必须获得当地消防局、自来水公司、燃气公司、卫生防疫站、环保局、劳动局、供电局、防雷办、人防办、市政及环卫部门以及其它有关部门的书面认可。1.3.7. 本承包单位必须满足当地环保局对该本项目所属区域的噪声控制要求，故所有机电系统设备必须进行消声隔震处理。如必要时提供及安装一切所需的额外设备，直至符合环保局的要求为止。不论上述所需的额外设备材料在本技术要求及图纸中是否有标明，有关的费用亦必须包括在本合同造价内。由于违规施工以致引起一切经济损失由本承包单位负责。1.3.8. 电气设施须符合环保及各系统电磁波级限的要求。如有需要时，必须提供及安装一切所需
41、的额外设备，直至符合环保部门的要求为止。不论上述所需的额外设备在本设计要求及图纸中是否有标明，有关的费用亦必须包括在本合同总价内。1.4. 当地环境情况1.4.1. 在设计、制造、装配、检验和调试本“技术要求”说明书内所载述的仪器和设备时，必须考虑下列有关当地的室外气象资料作为室外设计条件：1. 室外温度夏季通风室外计算（干球）温度摄氏 30.8 度夏季空气调节室外计算 (干球) 温度摄氏 34.6 度夏季空气调节日平均 (干球) 温度摄氏 31.3 度夏季空气调节室外计算 (湿球) 温度摄氏 28.2 度夏季平均室外风速 3.2 m/s夏季大气压力 1005.73 mbar冬季通风室外计算

43、合下列噪声管制要求。白天(上午七时至晚上九时) 不大于60分贝早晚(上午六时及晚上十时) 不大于55分贝深夜(晚上十一时至翌日上午五时)不大于50分贝机房内 不大于75分贝1.4.3. 室外设施装置凡安装在室外的设备和设施，或有可能暴露在大气中的设施（即使装在室内或有盖），应为室外型，防护等级不少于 IP54，否则必须装入保护外壳内，以确保适用于室外。加装保护壳的费用应包含在本合同价内。置于室外的设备、设施等均适合置于室外使用，而不影响提供符合要求的效率并有防结冰措施包括加热线的敷设。1.4.4. 抗震保护本承包单位须注意，本发展项目所坐落的地段为地震区域，而地震烈度被列为中国标准的七级。故本
44、承包商应根据有关要求及标准对其负责的设备装置作适当的抗震保护。1.5. 电力供应1.5.1. 除本”技术要求”说明书另有说明外，所有电气设备及安装应按下列的电压操作：电压： 380 伏供三相设备220 伏供单相设备频率： 50 赫兹1.5.2. 除上述所说明外，所有电气设备亦须适合下列操作条件：电压波动 ：10%正常数值频率波动 ：2%正常数值1.6. 与各有关政府部门及公用事业机构之协调及合作1.6.1. 本承包单位须负责与各有关政府部门、消防局、供电局、环保局、自来水公司、燃气公司、市政部门及公用事业机构等协调及合作。1.6.2. 本承包单位须提供所需的有关资料包括图纸、样品、产品说明、检
45、测证书、批准等给各有关政府部门及公用机构作审批之用。承包单位须注意，若所有须送审的有关资料未能达到有关政府部门的要求而需作重新送审，因此而导致工期延误及所引起的一切费用损失等全由本承包单位负责。1.6.3. 如因与有关政府部门及公用事业机构缺乏协调和合作而导致已安装的设备或系统需作更改或拆除，本承包单位除须负起所有有关的费用和因此而导致工期延误的责任外仍须对建设单位作出相应的赔偿。1.7. 合同范围1.7.1. 本承包单位应按照本“技术要求”、招标图纸和当地有关主管部门的现行规范及要求进行设计、供应、安装、测试和保修整个强电系统，并使整个强电系统投入正常运行并获得当地有关部门、消防局、质监站及
46、检测单位验收合格。1.7.2. 招标图纸只供招标之用，本承包单位必须对招标图进行详细复核、深化设计，制作深化施工图，有关深化施工图必须按建设单位流程通过建设单位/机电顾问批准后经由当地设计院盖施工图章后方可作为施工的依据。1.7.3. 本承包单位负责整体机电系统的总协调工作，本承包单位必须提供足够的协调资料及图纸，以便做好整个项目的各项协调工作。1.7.4. 须根据建设单位的要求及指定的位置进行现场样板房的制造及安装工作，本承包单位必须及时地提供有关的设备、材料和人力，优先安排样板房的安装工作，以配合该样板房的施工进度。1.7.5. 本承包单位须编制并经建设单位批准同意之总体施工计划，提交本系统工程之施工进度计划，该计划亦须与其它承包单位协调配合，以供建设单位/机电顾问审批，有关施工计划获批准后，本承包单位必须依据计划进行相关施工、安装及调试。1.7.6. 本承包单位须在获得本工程合约中标通知书后的两周内，提供负责本工程项目之工作人员架构表及
