49、则总则 1.11.1 任务来源任务来源 渔农村位于深圳市中心区南面，东靠落马洲大桥，南临深圳河与香港相望，西与福 田保税区毗邻，北接皇岗口岸片区，是福田区管辖下的一个行政村，地理优势得天独 厚，是深圳市和福田区经济、城市以及各行业发展的热点和亮点。 渔农村现状只有一条裕亨路与外界保持联系，不能满足消防及防灾要求,对外交通不 畅，制约了渔农村经济等各方面的发展，（附件7：有关渔农村片区交通的新闻报道） 2004年8月27日，渔农村城市改造规划初步方案原则通过审批，随后，福田区重建局委托 深圳市市政工程设计院承当了渔农村第二出口及其连接道路市政工程设计，设计内容包 括交通、道路工程、桥梁工程、给排水电气、燃气等配套市政管线工程。2004年11月， 深圳市市政工程设计研究院完成了渔农村第二出口及其连接道路市政工程方案设 计，2004年11月16日，深圳市规划局作了关于渔农村改造详细蓝图及对外交通第二通 道方案的批复，批复中审查并原则同意了渔农村对外交通第二通道设计方案。 根据深圳市环境保护局的通知（附件3）,受深圳市福田区旧城区重建局委托（附件 4），重庆市环境保护工程设计研究院有限公司承担了渔农村第二出口及其连接道路市政 工程环境影响评价工作，接受委托后，我单位组成该环评项目课题组，组织有关
