35、质量检验评定标准、安全施工规程、工程施工定额；4、国家及当地政府的相关法规、条例和政策；5、我单位对现场初步踏勘、调查所获得的有关资料；6、我单位拥有的国家级、省部级工法、科技成果和长期从事高等级公路施工建设所积累的施工经验。1.2编制原则1、遵循招标文件的原则。严格按招标文件中规定的本标段工期、质量、安全目标等要求编制总体开工报告，使建设单位的各项要求均得到有效保障。2、遵循设计文件的原则。在编制总体开工报告时，认真阅读、核对所获得的设计文件和参考资料。充分了解设计意图，掌握施工现场情况，严格按设计文件和参考资料编制总体开工报告，满足设计标准和要求。3、遵循实事求是的原则。在编制总体开工报告
36、时，根据该工程特点，从实际出发，科学组织，合理安排施工顺序，各工序紧密衔接，并正确选用先进的施工方法，做到重点突出，全面展开，流水作业，均衡施工。达到快速、有序、优质、高效地完成本合同段工程建设任务。4、遵循施工规范的原则。在编制总体开工报告时，严格按照交通部公路施工规范和招标文件中的有关规范编制，做到施工有章可依。5、遵循“安全第一、防范结合”的原则。严格按照公路工程安全施工技术规范、施工安全操作规程，从制度、管理、方案、资源等方面制定切实可行的措施，开展创建安全标准工地活动，确保安全生产。服从建设单位指令，服从监理工程师的监督指导，严肃安全纪律，严格按规章、程序办事。6、遵循科学技术是第一
37、生产力的原则，充分发挥科学技术在施工生产中的先导保障作用。7、遵循专业队伍施工和综合管理的原则。以专业化施工队伍为基本形式，配备先进配套的施工机械设备，采取综合管理手段合理调配，以达到整体优化的目标。8、遵循“贯标”机制的原则。健全质量自检体系，使ISO9002质量标准体系在本项目工程施工中自始至终得到有效运行。1.3编制范围编制范围为本标段的路基路面工程、桥涵工程、交叉工程、交通安全设施及其他工程。第2章工程概况2.1工程概况省道220平日路K0+000K27+308段，起点位于原省道702，终点位于高密界，全长约27.308Km，道路大致走向为东北向西南，本标段为省道220平日路平度段（K
38、0+000K27+308）大中修的第二标段，桩号范围为：K13+800K27+308，均为大修加铺路段。本次大修工程方案设计为：道路线形与原道路基本线形一致，纵断面按照原路面抬高27cm进行设计，在现状中小桥处的纵断控制，根据桥面铺装的养护方案确定现状桥板，设计标高比原路低1cm，拱桥纵断设计在原路基础上抬高2cm，道路起终点与现状道路进行顺接，大修段与中修段、大修段与现状桥梁处进行顺接，顺接长度均为150m，全标段均为二级公路，路宽12m,双向两车道，路拱横坡为1.5%，本标段现状道路结构强度较好，可将其直接作为大修补强道路的基层，直接在现状道理路面上加加铺结构层的方式进行大修补强处理，现有
39、道路路面纵、横缝、麻面、泛油等病害不予处理，仅在清扫干净原路面厚直接铺筑加铺层，对于龟裂、块状裂缝、坑槽、松散、沉陷、车辙、波浪拥包等路面病害采取原路面挖补措施维修，其中轻度龟裂、轻度块状裂缝、轻度坑槽、轻度松散、轻度沉陷、轻度车辙波浪拥包均挖补面层，对于中度龟裂、重度坑槽、重度松散、重度沉陷、重度车辙、重度波浪拥包挖补至基层，重度龟裂和重度块状裂缝采取挖补至底基层处理，若病害影响深度达到基层且基层仅出现裂缝，则对裂缝采用热沥青灌缝处理，设计在挖除面层病害路面后，在加铺层基层时采用水泥稳定碎石一同修补，对于挖补至基层的病害采用23cm水泥稳定碎石进行修补，对于挖补至底基层的病害，采用16cm+
40、23cm水泥稳定碎石进行修补，挖补范围最短边小于2.5m时，采用贫混凝土修补，基层与面层之间喷洒沥青透层油1.2L/m2，封层采用热沥青+预拌碎石，先洒布1.2-1.4Kg/m2的70号沥青，再洒布S14(3-5mm)石屑，洒布量宜为5-8m3/1000m2，面层之间设置乳化沥青粘层，洒布量0.5L/m2，下面层铺筑5cm中粒式沥青混凝土(AC-16C),上面层铺筑4cm细粒式沥青混凝土（AC-13C）。全线共有桥梁5座，其中中桥1座，小桥4座，胶莱河桥挖除原7cm沥青面层，铺设6cm细粒式沥青混凝土（AC-13），板底及铰缝采用环氧砂浆修补，裂缝采用灌浆法修补加固，对八里庄桥、高戈庄桥、张家
41、坊桥、引黄济青桥采用挖除原7cm路面,然后再在原基层上加铺5cm中粒式沥青混凝土（AC-16C）+4cm细粒式沥青混凝土（AC-13C）,修补栏杆局部破损，不能修补的重新砌筑，拱圈及侧墙表面采用1:2砂浆重新勾缝，全线维修边沟涵24座，新建边沟涵45座，拆除废弃过路涵1座。全线一般平面交叉路口126处，重要交叉路口为本项目与省道603田新线相交，为提高行车安全和规范性，设计对拟建路与田新线交叉路口边线进行圆顺并对交叉路口进行渠化设计，新增两处导流岛以渠化交通，交通标志设计类型为警告标注和禁令标志，部分交叉路口增设警告标志，对行人较多的地方增设注意行人标志，由于路面抬高27cm以上，为满足净空要
42、求，本标段共有4处交通标志需要抬高，所有交通标注均采用单悬臂式交通标志，全线重新施划热熔型标线，交通标线为：道路中心线、车道分界线、车行道边缘线、人行横道线、停止线等，更换里程碑、百米桩。2.2横断面设计省道220平日路第二标段K13+800-K27+308段全标段均为二级公路，路面宽为12m，双向两车道，横断面组成为行车道23.5m，硬路肩22.5m，大修补强路段路拱横坡为1.5%。2.3路面现状省道220平日路拟建范围绝大多数横向裂缝贯通整幅路面，并大致与道路中线垂直。缝宽、裂缝避有散落，部分裂缝伴有支缝，裂缝宽度大多超过5mm，现状裂缝灌缝修补后大多继续发展。全线单纯纵缝的病害较少，本标
43、段的纵缝大多出现在道路中心线上。由于纵横向裂缝的产生，雨水渗入，导致基层、底基层甚至路基产生冲刷，造成雨后路面唧泥，裂缝边缘产生沉陷，局部路面强度薄弱，整体强度不足造成路面产生龟裂。第3章总体施工计划安排3.1工期目标根据招标文件要求，计划工期为7个月，开竣工日期为：2014年12月15日至2015年9月30日（具体开竣日期以业主或监理通知为准）。1、分阶段工期目标施工准备：2014年12月15日2015年3月15日原路路面处理：2015年3月15日2015年5月23日路基工程：2015年6月10日2014年8月15日桥梁维修加固：2015年4月15日2015年7月13日涵洞：2015年5月2
