4、overnment regulations and normative documents on Amending the measures for the administration of the safety of the winter on the river in Harbin, the present Measures shall be amended as follows:(1) the fourteenth paragraph of the two paragraph is revised as follows: the construction, construction a

5、nd reconstruction of major construction projects and serious secondary disasters may be carried out, and the seismic safety assessment shall be carried out. The construction unit shall, in accordance with the results of seismic safety evaluation, determine the seismic fortification requirements and

7、mic strengthening construction management, prevention and mitigation of earthquake disaster, according to the relevant provisions of the Peoples Republic of China earthquake disaster prevention law and other national and provincial, combined with our situation, formulated.Article second these Measur

8、es shall apply to the administration of seismic fortification and aseismatic reinforcement of construction projects within the administrative area of this municipality.The term seismic fortification as mentioned in these Measures refers to the design and construction of new construction, expansion a

9、nd technical renovation projects, in accordance with the codes and regulations for seismic design of the state and the province. Third.The term seismic reinforcement as mentioned in these Measures refers to the reinforcement of the existing buildings and structures in accordance with the relevant pr

10、ovisions on seismic fortification.Fourth construction projects earthquake prevention, the implementation of prevention oriented, flat earthquake approach.Fifth new construction project seismic fortification costs should be included in the capital construction investment plan. The funds needed for se

11、ismic reinforcement shall be raised by the unit itself. Special projects, such as important cultural relics, value and commemorative buildings, may be applied for special funds according to their administrative powers. In the earthquake of special funds for other purposes is strictly prohibited.Sixt

12、h municipal construction administrative departments in charge of the citys construction works seismic fortification, earthquake reinforcement work.The administrative department for construction of counties (cities) shall be responsible for the seismic fortification and earthquake reinforcement work

13、of the construction projects within the jurisdiction.The departments concerned in planning, planning, real estate, municipal administration, earthquake, etc. shall, in accordance with their respective functions and responsibilities, cooperate in the work of earthquake prevention and aseismatic stren

18、onse and emergency engineering earthquake.Lifeline engineering as mentioned in the preceding paragraph refers to such projects as power supply, water supply, air supply, heating, transportation, communication, medical and health care, fire control, food and so on.The ninth city and county (city) con

19、struction of earthquake disaster prevention plan, by the municipal or county (city) construction administrative departments and other relevant departments in accordance with the city and county (city) earthquake disaster prevention planning, and incorporated into the city and county (city) urban con

20、struction plan.The tenth city and county (city) construction of earthquake disaster prevention planning, by the municipal or county (city) construction administrative departments in conjunction with the relevant departments jointly organized and implemented; large construction projects of industrial

21、 and mining enterprises, earthquake disaster prevention planning program, implemented by the organization.Eleventh, in the urban construction planning, for the earthquake may cause serious secondary disaster new projects, not in the city site location; already built in urban areas, should be combine

22、d with urban transformation and gradually move out.Construction projects which may induce serious secondary disasters by the preceding paragraph of this article, refers to the construction project after the earthquake damage may lead to flood, fire, explosion, hypertoxic or strong corrosive material

23、s leakage and other serious secondary disasters, including dams, dikes and storage, storage, storage of flammable and explosive toxic or corrosive substances the engineering facilities and other potentially serious secondary disasters.The third chapter, seismic fortificationTwelfth, in the town plan

27、nsion and reconstruction of major construction projects and may cause serious secondary disasters, the need for seismic safety evaluation, earthquake safety evaluation results required by the state authorized seismic intensity evaluation committee review, approval and report to the municipal agencie

28、s responsible for the management of seismic work; the construction unit shall, according to the seismic safety evaluation for approval after the the results, determine the seismic requirements, seismic fortification.The term major construction projects as mentioned in the two paragraph of this artic

29、le refers to projects that have great or significant impact on society, including:(1) high buildings with a height of over 80 meters;(two) theaters, halls and recreation places above 1200 seats, and gymnasiums, such as 5000 seats or more, etc.;(three) 30 million cubic meters of reservoir capacity of

30、 200 thousand kilowatts of hydropower plant, the dam height more than 60 meters high and grade I is located in the urban area or upstream water retaining engineering; planning capacity more than 1 million kilowatts of thermal power production equipment: 220 thousand rooms, substation engineering and

31、 transportation hub Volts above the power transmission station, real power the dispatch center above the level and large industrial zone;(four) broadcast control centers and transmitting towers of broadcast and television facilities; main rooms such as earth WeiXing Railway Station, international ra

32、dio station, microcomputer communication station, long-distance telephone hub, host room, long-distance communication trunk trunk station and so on.(five) more than 30 thousand cubic meters of oil storage facilities. More than 100 thousand cubic meters of gas storage equipment, artificial water sour

33、ce water storage project;(six) general hospitals with more than 500 beds, provincial and municipal emergency centers and central blood banks;(seven) other major construction projects as determined by the municipal government.Fifteenth construction units in the organization of new construction projec

34、ts, should be implemented in accordance with the relevant provisions of seismic fortification.Sixteenth survey and design units shall, in accordance with the prescribed scope of business, bear the seismic design of the project (including reconnaissance), and bear the corresponding quality responsibi

35、lity for seismic design.Seventeenth construction units should strictly implement the seismic design documents, comply with the relevant construction procedures and norms, and shall not arbitrarily change the seismic fortification measures.Eighteenth new projects adopt new technology, new materials a

36、nd new structure system, should be approved by the corresponding level of seismic performance, can be used to promote the use.The fourth chapter seismic appraisal and reinforcementNineteenth already built buildings, except the following the way the twenty-third paragraph two of the structures, seism

37、ic fortification measures are not taken, shall be made by the municipal or county (city) construction administrative departments to organize experts to conduct the identification according to the standard for seismic appraiser, and by the owner or property management units to take the necessary meas

38、ures of reinforcement:(1) buildings and structures belonging to major construction projects;(two) buildings and structures that may cause serious secondary disasters;(three) buildings and structures with important cultural relics, value and commemorative significance.Twentieth of the nineteenth prop

39、erty owners of listed buildings and structures or management units shall put forward seismic strengthening plan, and approved by the municipal or county (city) construction administrative departments for approval.Article twenty-first of the important cultural relics value and memorial building seism

40、ic reinforcement, should pay attention to maintain the original style of the building.The twenty-second seismic reinforcement shall be carried out in strict accordance with the procedures for appraisal, reinforcement design, examination and reinforcement, construction and completion acceptance.Twent

41、y-third seismic reinforcement should be combined with the transformation plan, units and individuals housing maintenance, overhaul plans and technical transformation of enterprises.In addition to short-term earthquake prediction, the buildings and structures included in the citys recent renovation a

42、nd enterprise transformation plan can not be strengthened by earthquake. Do not carry out seismic appraisal and reinforcement for temporary buildings or structures.The fifth chapter is examination and approval and supervisionTwenty-fourth new construction, expansion and reconstruction project prelim

43、inary design documents, there must be a special seismic fortification, which belongs to the fourteenth provisions of the two paragraph of the project, must also have the results of seismic safety evaluation.If the project is not in conformity with the provisions in the preceding paragraph of this ar

44、ticle, the relevant administrative department will not approve it.Twenty-fifth new construction, expansion and reconstruction project seismic and seismic strengthening of existing buildings construction design documents, shall be approved by the city or county (city) administrative department for ex

45、amination and approval of construction, in accordance with the provisions for the construction permit before construction.Twenty-sixth construction quality supervision institutions to inspect the quality of the project should be at the same time seismic fortification and seismic reinforcement measur

46、es to supervise and inspect. For projects that do not meet the requirements of seismic fortification and seismic strengthening, they shall not be issued procedures.Twenty-seventh new construction, expansion and reconstruction project of seismic fortification in accordance with the provisions of the

47、municipal or county (city) construction administrative departments shall order the construction unit in accordance with the standard of engineering seismic reinforcement, after inspection acceptance, quality warranty and refund deposit interest.The sixth chapter, legal responsibilityArticle twenty-e

48、ighth in violation of the provisions of the present measures, one of the following circumstances, the city or county (city) construction administrative departments shall order rectification, and punished according to the following provisions;(1) if the construction, expansion or reconstruction projects under the fourteenth paragraph of the present measures fail to carry out seismic fortification in accordance with the provisions, the construction unit shall be fined not less than 10 thousand yuan but not more than 50 thousand yuan:(two) the seismic design of the survey and design units
