37、0720-20113. 其他1) 设计文件明确的规范及图集2) 施工现场实地踏勘情况。3) 上海市以及浦东区相关管理部门有关市政工程的安全、消防、质量等文件。4) 我公司关于类似工程施工的施工经验。第三节 技术标编制范围技术标主要编制范围：本工程中道路工程、桥梁工程、雨污水排管工程及绿化、照明、信号灯、交通标志标线等道路附属设施。第四节 技术标编制说明1. 在认真阅读招标文件的基础上，深刻领会和贯彻业主对投标单位的具体要求，充分理解和研究本工程的重点项目的技术、工艺、质量等课题，并结合施工现场的自然环境，周围建筑物及地下管线等条件的约束情况，编制本施工组织设计，力求方案先进可行，组织科学合理，
38、方法经济适用。2. 技术标严格按照项目法管理的要求，自始至终实行全员、全过程、全方位严密监控，确保实现业主规定要求的质量、工期、安全、文明四大目标，通过对施工方案的比选、细化和完善，形成操作性较强、安全可靠的施工组织设计。3. 技术标不仅是提供业主评审委员会进行评审的资料，而且中标后也将成为合同文件的有效组成部分和实施本工程的重要指导性文件。4. 在施工组织设计过程中，积极采用新设备、新材料、新技术、新工艺，切实做到精心组织、精心施工，密切业主、设计单位和监理单位的配合，保证充满信心地完成业主交给的工程施工任务。5. 本工程施工组织设计的编制内容，是根据本工程的特点。着重介绍了施工技术方案，施
39、工现场平面布置；施工质量保证措施，材料、设备质量保证措施；施工进度计划和保证措施，劳动力及材料供应计划；安全、文明生产措施，环境保护措施；主要施工机械设备的选用，主要施工机械设备的布置等；同时还重点介绍了工期、质量、安全、文明施工、环境保护和总承包管理及协调控制措施。第五节 投标承诺我们将针对工程特点及现场情况，在项目实施的过程中，严格按照相关标准，建立健全工程质量、安全环境保证体系；优化施工方案并组织劳动力、机械设备配备计划及合理的物料供应计划，确保工程质量；合理进行施工现场平面布置，建立对应的现场文明施工、标化及环境保护等方案。根据合同要求，本着科学指导、系统控制和可操作性的原则，突出技术
40、标的纲领性作用，并与后续分部分项工程、专项施工方案和技术交底互为补充，严格过程控制，争取实现一次成优。针对质量、工期、职业健康安全、文明施工等各个管理要素，我们将逐项制定管理目标并做出投标承诺，将各项承诺作为合同条件予以全面履行。1. 工期承诺1.1 工期管理目标合同总工期360日历天，计划开工日期为2015年11月30日，竣工日期为2016年11月23日，具体开工日期按开工令载明的开工日期为准。按合同要求在竣工验收报告经甲方认可后规定时间内完成并提交包括竣工结算资料。1.1 违约承诺若由于我施工单位造成工期延误，我公司接受建设单位的每延误一天，则承包人按合同总造价的0.02%向发包人支付违约
41、金的工期索赔要求。2. 工程质量承诺2.1 质量管理目标1) 原材料构配件、设备进场检验、复试全数合格；2) 检验批质量、分项工程、分部(子分部)工程验收一次合格率达100%；2.1 违约承诺工程质量若达不到合同要求，我公司同意按照合同总造价的2%向发包人支付违约金。3. 职业健康与安全、文明施工承诺3.1 管理目标1) 创上海市安保体系贯标工地；2) 事故负伤率控制在1.5以下；3) 杜绝死亡、火灾、食物中毒；4) 交通管线设备等重大事故为零；5) 遇突发灾害天气，安全事故为零；3.1 违约承诺若在项目实施过程中，业主发现我方施工现场在操作人员职业健康、安全生产、文明施工等方面采取的措施不到
42、位，我方愿接受业主、监理等相关管理单位的整改要求和合理的处罚措施。4. 环境保护承诺我司将严格对施工现场的“渣土垃圾”进行集中外运处理，按上海市和浦东新区政府有关要求，做好对施工过程中渣土和施工垃圾的规范施工、运输等工作，达不到要求我司愿支付不少于合同总造价的1%的金额作为违约金罚款。5. 项目资源投入保证承诺5.1 人员保证承诺施工期间项目管理人员全部到场，项目经理若离开工地或每周少于五天以书面提出申请并经甲方同意，否则完全同意业主给予每天2000元的经济处罚。我司如果擅自更换项目经理的，则按照招标文件内的要求进行处罚。5.2 机械设备保证承诺机械设备未按投标承诺到位，每项按照合同总价的履约
