35、参与业主向承包人提供原始基准点、基准线和基准高程的交接工作，并对承包人的测量成果进行复核认可。（2）在各项工程开工之前，对承包人的施工放线测量进行复核认可。（3）在各项工程的施工过程中，对控制工程的位置、高程尺寸及其线形的准确性进行监督、检查和认可。（4）在各分项工程、分部工程、单位工程、工程段落或总体工程项目的中间交工和竣工验收时进行测量检查，汇总并提出各项工程的测量成果资料。3、检验承包单位的试验工作，签认材料、构配件的审查结论。（1）试验工程师对承包人的工地试验室的设备功能、人员资质、操作方法、资料管理等项工作进行有效的监督和检查。（2）试验工程师定期或不定期的对承包人的试验室进行检验，

36、并督促承包人定期到政府监督部门对仪器进行标定。（3）承包单位按有关规定对进场的主要材料、半成品、构配件进行复试,并将复试结果及出厂质量证明、随“材料/构配件/设备报验单”报项目监理部签认。（4）对进场原材（砂子、石子、水泥）按规定抽样复试。（5）对进场材料进行外观检查，按规定抽样复试。（6）审查混凝土、砌筑砂浆配合比申请单、砼开盘鉴定，并对现场搅拌站的设备、材料的管理进行检查。（7）承包单位要求供货单位，提供构配件厂家有效的资质证明及产品合格证明。（8）监理工程师在进行现场检验的基础上，做好见证取样，签认审查结论。4、检查进场的主要施工设备，规格、型号是否满足施工组织设计的要求，承包单位填写（

37、月）工、料、机动态表报项目监理部。5、审查施工组织设计（方案）和总进度计划（1）承包单位开工前应编写“施工组织设计”填写“施工组织设计（方案）报审表”报监理部，其内容和深度要达到：综合说明完整详细、实用；平面布置图符合现场实际；施工技术措施切实可行；质量措施完善可靠，冬雨季施工措施切实可行；安全施工措施保障有力，工期符合要求并能适当提前，有相应的保证措施；水电用量符合节水节电要求；现场安全文明施工措施详细；劳动力安排合理充足；月进度计划必须准确详细；施工设备选用合理得当；施工计划网络图准确无误。（2）施工组织设计（方案）及总进度计划经监理工程师审定后，由总监理工程师签发审定结论。同意后方可实施

38、，否则不准施工。6、审查主要分部（分项）工程施工方案：（1）施工前承包单位应将道路工程的土方、石方基层及面层压实，管网工程的施工工艺及劳动力配备、质量保证措施等情况编写专项施工方案，填写“施工组织设计（方案）报审表”报项目监理部审查。（2）承包单位应将季节性的施工方案，提前填写“施工组织设计（方案）报审表”报项目监理部。（3）上述方案经监理工程师审定后，由总监理工程师签发审定结论。同意后方可实施，否则不准施工。（二）施工过程中的事中质量控制：1、监理工程师对施工现场进行巡视，发现并及时纠正施工中不符合质量要求的工艺和操作。发现问题及时纠误，并以“监理工程师通知单”的方式，要求承包方整改。承包方

39、整改后，把结果以书面方式回复，监理工程师复查。合格后，方可进行下一工序的施工。2、验收隐蔽工程：（1）隐蔽工程完成，承包单位进行自检，合格后填写“隐蔽工程报验申请表”报项目监理部。（2）监理工程师按设计要求及规范规定对所报内容到施工现场进行检测、核查，如不合格，签发“监理工程师通知单”由承包单位整改。（3）监理工程师对隐蔽合格的工程签认“隐蔽工程报验申请表”准予进入下道工序施工。3、分项工程验收：（1）承包单位在一个分项工程完成并自检合格后,填写“分项工程报验申请表”报项目监理部。（2）监理工程师对所报验资料进行审查，并到现场抽检、核查。（3）对符合要求的分项工程，由监理工程师签认，并确认质量

40、等级。（4）对不符合要求的分项工程，监理工程师签发“监理工程师通知单”，由承包单位整改，复查和再评定。（三）工程质量的事后控制1.做好施工单位的验收工作。2.审核施工单位的竣工图及技术档案资料。3.协助业主做好项目竣工验收工作。八、桥梁质量控制要点（一）钻孔灌注桩审批开工报告:在灌注桩开工前，承包人应提交开工申请报告，并附有灌注桩施工的技术方案与组织设计；所有桩位的坐标计算和测量定位方案；机械设备到位清单；施工管理人员名单；所有施工材料的检测试验报告；混凝土配合比设计。1、测量放线根据设计图纸及设计院交桩的座标进行测量放线，准确地定出桩位。并要设置保护桩，保护桩要牢固。2、埋设护筒根据地质勘察

41、报告提供的地质资料，确定护筒长度，一般为24m。护筒中心要与桩位中心重合，护筒直径应大于桩径2040cm。下好护筒后四周要用粘性土夯实，护筒顶要高出地平面2040cm。3、钻机就位钻机就位后要确保“三点一线一平”，桩位中心、磨盘中心、机架天滑轮成一直线，磨盘水平，钻机整体安装要牢固。4、泥浆调制钻孔前先调泥浆，泥浆由水、黏土和添加剂（如火碱）适当配合而成。泥浆性能指标要根据钻孔方法及地层情况，可参照规范选择，见下表。泥浆性能指标选择钻孔方法地层情况泥 浆 性 能 指 标相对密度粘度（Pas）含砂率（%）胶体率（%）失水率（ml/30min）泥皮厚（mm/30min）静切力（Pa）酸碱度（ph）

43、度可按1/2计算。孔深达到设计要求后，用试孔器测定孔径、孔形及倾斜度，试孔器长度为46倍的桩径，直径等于钢筋笼直径加100mm（可小于钻孔直径2-3cm）。也可以用专用仪器测定。钻孔成孔质量标准项 目允 许 偏 差孔的中心位置（mm）群桩：100；单排桩：50孔径(mm)不小于设计桩径倾斜度钻孔：小于1%孔深磨擦桩:不小于设计规定支承桩:比设计深度超深不小于50mm沉淀厚度(mm)磨擦桩:符合设计要求20mm清孔后泥浆指标相对密度:1.03-1.10;粘度:17-20Pas;含砂率:2%;胶体率:98%注：清孔后的泥浆指标，是从桩孔的顶、中、底部分别取样检验的平均值。本项指标的测定，限指大直径桩或有特定要求的钻孔桩。要填好钻孔施工记录，在地层变化处应捞取渣样，判明后记入记录表并与地质剖面图核对。6、清孔清孔方法根据设计要求，钻孔方法，机具设备条件和地层情况决定。正循环钻机一般用循环换浆法把石硝沉渣带到泥浆池内沉淀。至把泥浆换到符合四项泥浆指标为准。灌注砼前应再次检查孔内泥浆性能指标和孔底沉渣厚度，若超过规定，要二次清孔。第二次清孔是在下好钢筋笼和导管后，在导管口加闷盖，注入高压泥浆进行清孔，清孔达到要求时马上灌注砼。7
