26、4的比例共同投资建设，中国神华能源股份有限公司控股，神华浙江国华浙能发电有限公司负责建设及运营。二期总装机容量2000MW，包括两台1000MW超超临界燃煤发电机组，脱硫、脱硝装置同步投产。神华浙江国华浙能发电有限公司5号机组于2009年10月14日通过168小时试运行，截止 2011 年1月31日24:00，运行小时为10942.11h，备用小时数324.57h 。根据相关标准要求结合机组运行情况，计划于2011年4月7日至6月15日进行一次首次检查性修理，计划工期70天，内部控制工期52天。1.2 灰硫专业情况神华浙江国华浙能发电有限公司5号机组为1000MW超超临界机组，发电机组静电除尘
27、器采用浙江菲达机电集团有限公司的双室四电场除尘器，每炉两台。其基本工作原理是当含尘烟气通过高压静电场时，与电极间的正、负离子和电子发生碰撞或在离子扩散运动中荷电，带上电子和离子的尘粒在电场力的作用下向异性电极运动并吸附在异性电极上，通过振打等方式使电极上的灰尘落入下部灰斗中而达到烟气除尘目的。高压静电除尘器包括除尘器机械系统和电气系统两大部分。机械系统主要由阳极系统、阴极系统、阳、阴极振打装置、外壳及附属部件等组成。电气系统包括高压直流供电装置和低压自动控制系统。高压供电装置由高压硅整流变压器、整流控制柜组成。电厂烟气湿法脱硫工程由工艺水系统、烟气系统（包括气气加热器、烟道挡板、增压风机等）、

30、发包方检修策划书中所规定的内容。3.5严格按照网络计划中的节点来推动工程进度。4、监理工作方法及措施 监理工程师本着“公平、公正、科学、服务”的原则，采取跟踪检查、现场巡检、核查文件、项目旁站相结合的监理方法，对本工程进行全过程的动态控制。4.1质量控制措施 4.1.1检查、监督检修单位的人员资质、工器具鉴定报告，三级网络图构成以及组织机构图4.1.2审核检修单位报送的专业组织机构设计、重要项目的检修技术措施（作业指导书）、检修质量保证措施、安全文明检修措施。参加重要工程项目施工前的安全技术交底活动，提出监理意见，并督促实施。4.1.3对检修现场进行巡视检查，查验施工质量，监督检查检修人员严格

32、阶段验收，保证工序合理衔接，保证工程进度。4.2.5定期编写日报、周报，向业主、总监、监理公司汇报现场进度情况及监理情况。4.2.6检查检修的进度落实情况，按网络计划进行控制，做好计划统计工作；制定工程形象进度图表，每三天检查一次进度计划。4.3安全控制措施 4.3.1监督审查检修单位的安全网络是否健全。审查检修单位的安全生产管理体系，监督其运行情况，检查的检修单位的安全文明生产措施，审查检修单位的安全生产规章制度，就有关安全文明生产的管理提出监理意见，并监督实施。4.3.2在审查检修单位编制的检修方案时，对其安全技术措施进行重点审核（并交安全监理工程师审核），必要时给予补充与修改，重大检修项
33、目要求检修单位编制专门的安全技术措施。4.3.3审查待开工项目的安全技术措施，参加现场安全技术交底，检查现场特殊工种人员的持证上岗情况。在项目开工前与检修方专职安监人员一起，复查现场的安全设施，对不安全的因素提出监理意见，并责令检修方限期整改，安全措施和安全设施不全项目不能开工；4.3.4负责灰硫专业范围的安全监理工作，对检修过程中的每一项不安全因素进行控制。4.3.5牢固树立管工程必须管安全的思想，加大现场安全巡查力度，发现习惯性违章及时要求检修单位进行整改，发现违规违章操作、违章指挥时，及时通知责任单位纠正，情况严重时，要求立即停止作业，限期整改，出现危及人身、机械设备安全时，责令违章人员
