41、石场应急管理工作,提高应对风险和防范事故的能力,及时、科学、有效地指挥协调应急救援工作,最大限度地减少事故造成的人员伤亡和财产损失,维护职工的生命安全和本石场财产安全,特制定本预案。 1.2 编制依据 主要依据中华人民共和国安全生产法、生产安全事故应急救援预案管理办法等法律法规;生产经营单位安全生产事故应急预案编制导则等技术标准及规范;本石场主要相关规章制度,以及田东县安监局生产安全事故应急预案来编制本预案。具体编制依据见附件1,石场生产安全事故综合应急预案编制依据一览表1.3 适用范围 本预案适用于本石场生产经营活动中发生的各类生产安全事故的应急救援工作。1.4 应急预案体系1、本石场的预案

42、构成体系为采石场综合预案,专项预案,现场处置方案。结合本石场实际情况,现场处置方案作为综合预案的附件附于综合预案之后。2、本预案向上与田东县安监局生产安全事故应急预案相衔接,向下与专项预案及现场处置方案相衔接。1.5 工作原则 (1)以人为本,安全第一。把保障职工的生命安全和身体健康、最大程度地预防和减少安全生产事故造成的人员伤亡作为首要任务。切实加强应急救援人员的安全防护。 (2)预防为主,平战结合。贯彻落实安全第一、预防为主、综合治理的方针,坚持事故应急与预防工作相结合。做好预防、预测、预警和预报工作,做好常态下的风险评估、物资储备、队伍建设、完善装备、预案演练等工作。 2生产经营单位的危

43、险性分析2.1生产经营单位概况1、本石场位于田东县平马镇游昌村龙昌屯龙了山一带,距离市区约6公里左右,矿区面积0.07km2。开采标高+400+120m,年产量10万吨/年,从业人员20人。2、石场附近周边均为山坡,无农田,旱地分布,矿山自然环境优越。矿区周边300m范围内无铁路、高压线、通讯电缆等经过,无其他矿权设置和非法采矿存在。石场建立了较为完善的安全责任制度以及安全生产管理制度,矿长(法人)对安全生产负总责,另配有专职安全管理人员2名。3、本石场设矿长、安全管理人员、财务部、生产安全科、办公室3个职能部门,生产安全科下设炸药库以及矿区2个小组。同时本石场另设一个负责整个石场设备维修的机

44、修组,本石场组织结构详见附件4,石场织结构图。2.2危险源与风险分析(1)坍塌事故 石场在凿岩、爆破、装卸及处理松坊过程中可因采场边坡不稳而引起坍塌事故,特别是在爆破后和雨后,更容易发生。坍塌事故因塌落物自重大,作用范围广,往往伤亡人员多,后果严重,多为重大或特大人身伤亡事故。(2)电气事故 在生产过程中,因电工人员违章检修或操作工操作不当可能发生触电、电弧灼伤、电气短路、起火等事故。电器设备及线路老化失修造成的电器设备绝缘破坏、漏电、电气短路事故;(3)爆破事故 石场爆破事故主要来自爆破作业过程中或由于矿岩节理裂隙发育以及爆破震动波、冲击波、飞石的影响,引起对作业人员造成潜在的危险。(4)车

45、辆伤害事故 该石场生产采用汽车运输,还有装载机和其它辅助性车辆,存在车辆危害风险。(5)机械伤害 机械伤害是矿山生产最常见的伤害之一,采石场各种机械设备都可能造成机械伤害。这些机械设备包括:穿孔机械、装载机械、运输机械以及空压机、电机等转动设备等。机械伤害主要包括挤压、夹击、碰撞、卷入、绞、碾、割、刺、剪等形式的伤害。(6)高处坠落与物体打击危害 石场在凿岩、搬运矿石;设备运行及维修过程极易引发物体打击事故,在台阶边缘作业或行走、前期开拓阶段、边坡作业过程中存在高处坠落的危险。(7)高温危害 本采石场为地表露天开采,石场气候属于亚热带季风气候,四季分明,春季雨日较多,夏季高温、高湿,在夏季高温

46、环境中作业,由于不良气象因素的综合作用,可使体温调节系统、水盐代谢系统、循环系统、消化系统和神经系统产生生理机能的改变和障碍,工人在高气温与强热辐射的环境中操作,容易受到高气温与强热辐射的环境影响,如防护不当,可发生中暑,损害工人健康,甚至造成死亡。(8)该石场还有临时存放油料和爆破器材的场所及压力容器空压机,还可能存在有火害和压力容器爆炸危害。3组织机构及职责 3.1常态下应急组织机构3.1.1应急管理委员会本石场设安全生产事故应急管理委员会(以下简称应急委),由应急委领导整个采石场的生产安全事故应急管理工作。应急委主任由石场主要负责人担任,副主任由安全主管担任。成员由生产安全科、办公室等部

47、门负责人组成。应急委的工作职责主要是:1、领导石场安全生产应急管理工作。2、组织制定和实施本石场安全生产应急救援体系建设规划,批准年度安全生产应急管理工作计划,督促检查各项工作的落实情况,协调解决安全生产应急管理工作中的重大问题。3、决定安全生产应急管理的重大事项和应急救援行动的重大决策。4、审定安全生产应急救援相关工作经费。5、审定本石场安全生产事故综合应急预案和各类现场处置方案。3.1.2应急管理办事机构应急委下设立生产安全事故应急办公室(以下简称应急办),应急办设在本石场办公室。应急办主任由本石场安全主管长担任,应急办副主任由本石场生产主管担任,成员由生产安全科、办公室等有关部门人员组成

48、。如有需要,由办公室提出申请,经应急办主任批准,可从其他部门相关抽调人员。应急办工作职责:1、在应急委的领导下承担安全生产事故应急救援准备日常管理工作。负责拟定本石场安全生产应急救援体系建设规划、年度安全生产应急管理工作计划,提出本石场安全生产事故应急救援体系建设项目建议。2、负责上级有关安全生产应急救援工作方面指示精神的贯彻落实,定期组织召开应急工作会议,收集本石场安全生产事故信息,分析存在的问题,提出相应的工作措施意见。3、开展应急准备工作的指导和监督检查,督促、指导有关部门落实应急委的相关工作部署;定期向本石场应急委汇报执行情况。4、组织本石场生产安全事故应急预案的编制和修订工作,负责本石场生产安全事故应急专家组的组建
