41、)作为项目法人代表管理机构承担工程建设的管理工作。本期工程计划于2008年5月主厂房区域开始进行桩基施工，2008年12月正式开工。目前现场老机组#1#6机设备正在拆除过程中，计划于2008年3月底完成，到时场平工作也基本结束，施工标段的划分计划、现场施工总平面规划和一级网络进度计划已初步确定，建设单位工程建设管理的质量、职业健康安全和环境管理的一体化贯标认证工作已开始启动，主体工程招标工作即将进行。根据火电工程施工组织设计编制和审查管理办法（试行）国电集工20065号文要求，为使工程建设的管理要求得到充分的贯彻和有效的实施，提高管理水平，为此指挥部国电谏壁发电厂组织编制了国电谏壁发电厂扩建工
42、程(21000MW机组)的施工组织设计纲要。施工组织设计纲要介绍了本工程工程管理的模式，对施工和监理单位的主要管理人员的配备提出了相应要求。并根据国电谏壁发电厂扩建工程(21000MW机组)项目管理手册和项目管理程序的要求对施工过程中安全文明施工管理、质量管理、进度管理、造价管理、物资管理、合同管理、总平面管理、基建MIS管理、技术管理和达标投产等工程建设相关要素的管理要求、管理措施进行了进一步的策划。施工组织设计纲要根据各标段施工单位所承担的工作对施工总平面布置进行了统筹安排，对施工用水、施工用电、现场通讯等力能供应因素作了总体的规划，按照中国国电集团公司工程文明施工管理办法和中国国电集团公
