39、工作。本投标人对福建省高速公路三大系统的管理模式、设备配置、系统组成及系统扩充有深入的了解，能确保福州绕城高速公路与其他路段通信系统、收费系统和监控系统的相接。本投标人承诺在本项目实施中将提供投标人多年来在福建省高速公路机电领域总结的设计、施工和运行的宝贵经验，为福州绕城高速公路机电系统工程提供先进的、合理的、稳定的方案和建议，把福州绕城高速公路机电系统建成国内技术领先、功能齐全的机电系统。2.3 良好的市场信誉1、 本投标人在福建省高速公路机电项目建设中能够服从业主和监理工程师的指令和要求，从工程大局出发。特别是在工程工期紧张的情况下能够不惜代价投入大量的人力、物力和财力，保证各路段高速公路

41、程的质量评定严格按公路工程质量检验评定标准第二册机电工程JTG F80/2-2004进行，每个工程交工验收都是单位工程一次验收合格，单位工程质量检验评定加权得分均在90分之上（因福建省交工评定只分合格工程和不合格工程），均受到各路段业主和监理的好评和肯定。2、 2008年12月21日22日，由业主组织有关部门人员对各项目部进行了机电工程劳动竞赛第一阶段考核评比，考核从工程进度、工程质量、工程控制和文明生产等几个方面进行。新大陆公司SMS2项目部荣获机电三大系统施工单位考核第一名，并荣获业主嘉奖。2.5 及时的售后服务本投标人完成了福建省多条高速公路机电项目的建设，建立了全省高速公路机电系统维护
42、网络，完善的售后服务体系和服务网络能够保障各路段机电系统的正常运行。同时本投标人公司总部地处福州，在地域和时间上会最大限度的保障省内机电系统维护的有效性、及时性。3 工程概述3.1 工程概况 工程概况：本项目路线总长51.543公里，其中闽侯改线段长12.989Km，连接线2.19公里。全线主线采用高速公路标准。K0+0K9+955.377路段设计速度为l0Km/h,路基宽度33.5米；K9+955.377YK12+120=ZK12+084.799绕城主线采用主线分岔形式，按双向四车道的分离式路基（212.25米）设计，设计车速为60 Km/h连接线和三环路S线设计车速为l0Km/h，路基宽度
43、33.5米；YK12+120=ZK12+084.799一终点K46+324.959，设计速度为80km/h，路基宽度24.5米。 本项目一期工程为：K9+955至路线终点K46+324的监控系统（包括隧道）、收费系统和通信系统等设计，二期工程为：线路起点K0+0至路线终点K9+955沿线的监控设施、收费系统和通信系统等设计。全线设白龙、荆溪（预留）、永丰、铜盘西岭、福州北、责安、洋门共七座互通，以及一个甘洪路进出口匝道。3.2 工程范围本次招标范围为国道主干线福州绕城公路西北段监控、收费、通信系统供货与安装为总承包合同，按交钥匙工程进行，要求承包人按招标技术规范、合同条款、批准的图纸提供包括设
44、计、监造、供货、运输、交付、安装、开通、测试、试运转、培训、文件和缺陷责任期等全套服务。1本投标人按合同条款、技术规范及批准了的图纸及有关文件，进行各项准备工作，实施并完成与本项目供货与安装工程有关的切工程、一切设备及服务，以保证有效地完成本合同的全部工作项目。并使所有工作符合招标技术规范的要求和使业主及监理工程师满意。2本投标人依照过去的工作、类似工程惯例及工程实践经验，提供技术规范或图纸中没有提到的，但为完成本工程及使其正常运行所必须的所有的材料、劳力、备件、样品、工具、设备和服务等。3本投标人提供系统施工图纸、竣工图纸、系统运行手册、维护手册、工艺手册、软件手册、工具、备件及全面的培训等
45、。4本投标人对机电系统等成本和性能的最佳化提供详细设计说明。5当本合同所有应为将来系统预留的接口等工程项目实施时，本投标人协调好与其他承包人的工作，负责完成这些工程项目。6本投标人根据福建省高速公路的相关规范及要求，确保本项目机电系统的全省联网并正常运行。 4 施工组织机构设置4.1 施工组织机构及人员配备4.1.1 组织机构的设置在收悉中标通知书当日，我公司立刻组建福州绕城高速公路机电工程项目经理部，调动公司人力、物力、财力，全面展开项目组织工作，按照招标文件要求和投标书承诺派任项目经理，推行先进的项目法管理体制，全权代表公司组织实施该项目。项目经理部的组成将突出我公司的高新技术优势、丰富的
