34、环境，加快建设资源节约型、环境友好型社会。开展资源综合利用，是实施节约资源基本国策，转变经济增长方式，发展循环经济，建设资源节约型和环境友好型社会的重要途径和紧迫任务。“九五”以来，在国家政策引导和扶持下，我国资源综合利用规模不断扩大、利用领域逐步拓宽、技术水平日益提高，产业化进程不断加快，取得了显著的经济效益、环境效益和社会效益，对缓解资源约束和环境压力，促进经济社会可持续发展发挥了重要作用。目前全国已形成遍布城乡的废旧物资回收网络及区域性废金属、废塑料、废纸等集散市场。我国钢、有色金属、纸浆等产品近三分之一左右的原料来自再生资源，已成为资源供给的重要渠道之一。 x x市是一个二十世纪五十年
35、代新中国成立后迅速发展起来的资源性工业城市，根据国家的产业发展政策和人与自然环境协调发展以及保护生态环境的要求，解决好从资源型城市向现代化城市转化的课题是实现 x x市经济和社会可持续发展的的根本任务。再生资源的回收利用就是实现节能减排、发展循环经济的重要组成部分。目前 x x的再生资源市场混乱，回收利用网络不健全，回收利用率低，二次污染严重，既影响了市容市貌，也制约了 x x市的可持续发展，因此规范 x x再生资源市场，建立完善再生资源回收利用网络体系迫在眉睫。1.2项目概况1.2.1建设内容与规模根据 x x市四区一县的城市分布特点，建立完善的 x x市再生资源回收利用网络体系，规划分为再
36、生资源加工利用中心、回收基础网络系统和集散交易市场三个部分。新建再生资源加工利用中心一个，根据 x x市再生资源市场及地域和企业发展，并考虑项目资金能力和建设场地等多种因素。在加工利用项目中分两部分，一是利用现有生产企业对回收的再生资源进行加工，其中有废玻璃的加工，发挥现有灯泡厂进行加工利用，废旧电池的加工利用，由现在的锂离子电池厂进行加工利用。二是该项目再生资源加工利用中心拟建生产线。一条1万吨/年废塑料加工生产线，一条1万吨/年废橡胶加工生产线，一条10万吨/年废钢铁加工生产线，一条10万台/年废旧家电处理生产线，废纸加工10万吨/年。为了规范和完善 x x市再生资源回收网络系统，实施规范
37、化交易，同时为了给加工利用中心提供原料保障，需新建再生资源回收基础网络和集散交易市场。再生资源回收基础网络系统建设主要包括400个回收亭，800辆流动回收车；再生资源集散交易市场共建三个，即 x x县、 x x区、xxx交易市场。该项目规划占地83亩，总建筑面积35000平方米。其中：加工利用中心规划占地50亩，建筑面积25000平方米；集散交易中心占地33亩，建筑面积10000平方米。1.2.2建设目标与期限1、建设目标以“废旧资源源头分类回收运输分拣整理加工利用消费”的资源再生回收利用为着眼点，加强再生资源的加工利用环节，提高再生资源的利用效率，重新打造 x x市再生资源回收利用网络，保证
38、 x x再生资源市场的良性发展，最终实现资源、环境、经济、社会的和谐统一。通过构建由基础回收网络、集散交易中心和综合利用加工中心三级再生资源回收利用体系，使 x x市90%以上回收人员纳入规范化管理，90%以上社区和乡镇设立规范的回收点，90%以上再生资源进入指定市场进行规范化交易和集中处理，90%以上可用废弃物得到回收加工利用，消灭二次污染，达到资源的再生利用。实现节能减排目标，力促循环经济发展。2、建设期限项目建设期限为二年，2009年至2010年两年建成，并投入使用。1.2.3主要建设条件1、党的“十七大”报告里明确指出：“建设生态文明，基本形成节约能源和保护生态环境的产业结构、增长方式
39、、消费模式。循环经济形成较大规模，可再生能源比重显著上升。”这为发展循环经济和可再生能源的利用提出了更高的要求。2、科学发展观要求必须加大再生资源的回收利用的力度，这就为本项目的建设提供了发展的客观依据。3、 x x市政府的大力支持，为本项目的建设提供了广阔的发展前景。4、 x x市的社会经济状况、城市配套设施为项目建设提供了条件。1.2.4项目总投资与资金筹措本项目建设总投资7618万元，其中：固定资产投资7118万元，在全部投资总额中，再生资源加工利用中心固定资产投资6024万元。项目融资方案如下：企业自筹资金2618万元银行借款：5000万元1.2.5主要技术经济指标本项目的财务评价结果

42、平衡分析、不确定性分析和风险分析，项目的抗风险能力强，风险影响程度较低，采取相应的防范措施可以将风险控制在合理限度以内。综合以上所述，项目规划合理、技术先进、经济可行、社会效益突出、环境影响评价良好、风险低。因此项目建设是必要的，可行的。1.3.2建议根据我们在项目评价过程中的认识，对本项目的实施提出如下建议：本项目作为全省再生资源网络体系建设的一部分，投资规模较大，建议国家和省政府在土地政策和建设资金方面给予大力支持。本项目在建设和运营过程中，涉及到众多的行政部门、行业和广大的 x x市居民，建议 x x市政府给予大力支持，出台相关的政策和文件，保证项目的顺利实施。在项目建设过程中，建议实施
43、质量监督管理，严把质量关，在保证施工质量的前提下，优先选用绿色建筑材料，同时尽量节约成本，加快施工进度。引进专业技术管理人才，建立完善的管理体制，制定科学的运行机制，以市场为导向，加强再生资源回收网络体系的监督与管理，保证市场有条不紊地发展。在项目的运营过程中，加大媒体宣传力度，做好招商引资工作。建议定期开展宣传活动，培养市民的环保意识、资源节约意识。建立完善的职工教育培训系统，对员工进行定期培训，提高从业人员的业务素质。 第二章 项目背景及建设必要性2.1项目背景随着经济和社会的不断发展，人类对自然资源的开发利用也越来越广泛、深入，以致不得不面对两方面的压力：一是某些自然资源在一定条件下的有
44、限性与人类需求的无限性之间的矛盾日趋突出的压力；二是与自然资源开发利用相伴随的环境污染和破坏日趋严重的压力。面对着这两方面的压力，人类必须提出解决问题缓解压力的办法，“可持续发展”战略思想就是这种背景下提出的，可持续发展就是保持资源和环境永续利用前提下实现经济和社会发展的理念和模式。在这种理念和模式的指导下，再生资源行业应运而生。再生资源行业是指从事再生资源流通、加工利用、科技开发、信息服务和设备制造等经济活动的集合体。在未来人类社会的进步与发展中，特别是建设资源节约型、环境友好型社会的今天，再生资源行业的地位必然会越来越重要，尤其对于中国这样一个自然资源总量位居世界前列而人均占有量相对不足的
45、发展中国家，行业的地位自然显得更为突出和重要。我国的废旧物资回收工作，已经有五十多年的发展历史。1954年4月28日，经邓小平同志批准，在中央人民政府、政务院、财经委员会成立了废旧物资回收局，从此我国的废旧物资回收行业正式宣告诞生。1958年7月7日，周恩来总理在广东新会县参观该县的废物利用展览后，为废旧物资回收利用工作亲笔题词：“全国商业部门在党的社会主义建设总路线的照耀下，应该向新会学习，抓紧废物利用这一环节，实行收购废品，变无用为有用，扩大加工，变一用为多用，勤俭节约，变破旧为崭新，把工农商学兵联成一片，密切协作，为全面地发展生产服务，以便更好地实现勤俭建国，改造社会的任务。”改革开放以
46、来，中国经济发展取得了举世瞩目的成就，但粗放型的经济增长方式并没有根本转变，资源约束矛盾日益突出，环境压力越来越大。目前，我国正处于工业化、城镇化加速发展阶段，人口众多、资源相对不足、环境容量有限是我国的基本国情。传统的高消费、高排放、低效率的粗放式经济增长方式并未根本转变，资源消耗量大，利用率低，环境污染严重，资源环境约束日益突出，已严重制约经济发展，面临的资源和环境形势更加严峻。“十一五”是我国全面建设小康社会的关键时期，我们既面临前所未有的发展机遇，也面临来自各方面的严峻挑战，最突出的挑战就是资源、环境对经济反战的制约。随着人口增加和工业化、城市化进程加快，资源消费强度将进一步加大，必须
47、加快转变经济增长方式，提高资源利用效率。与发达国家相比，我国资源综合利用水平差距较大，大量的废旧家电及电子产品、废塑料、废橡胶、废家电、废钢铁、废纸、废有色金属、废玻璃、废旧木质材料等，还没有得到有效利用，既浪费了资源，又污染了环境，这也从另一方面说明，我国再生资源综合利用的潜力很大。与此同时，国家鼓励再生资源利用方面的技术开发，技术开发取得长足进步。1991年6月，国务院颁布实施的国家中长期科学技术发展纲要中，将“再生资源”列为科学技术重点发展的第21个领域；1992年，国家科委又将“固体废弃物资源化技术研究”列为国家“八五”科技攻关项目；1993年由国家编制的中国21世纪议程白皮书，将“固
48、体废弃物的无害处理”列为第19章。所有这些都将促进再生资源行业的快速发展。再生资源是指生产、流通、消费等过程中产生的不再具有使用价值而以各种形态赋存，但可以通过不同的加工途径而使其获得使用价值的各种物料的总称。废旧物资是指在性能、规格和款式等方面已经达不到该物品应当达到的要求，但其具有使用价值或价值的属性是明显的，是再生资源的一部分，例如：废塑料、废家电、废橡胶、废钢铁、废纸等。循环经济是以资源、能源的高效和循环利用为核心，以“减量化、再利用、资源化”为基本原则，以“低消耗、低排放、高效率”为基本特征，变革“大量生产、大量消费、大量废弃”的传统经济增长模式，符合可持续发展理念的新型经济增长模式。因此，发展循环经济，要求节能降耗，提高资源利用效率；对生产过程中产生的废弃物进行
