1、建筑施工企业噪声超标排污费收费标准一、 建筑施工噪声超标排污费的征收对象建筑施工噪声超标排污费的征收对象，亦即建筑施工噪声超标排污费的缴纳义务人，应当是在建筑施工中因使用机械设备产生并向周围生活环境超过标准排放噪声的建筑施工单位。二、 建筑施工噪声超标排污费核定的标准以建筑施工场界噪声限值（GB12523-90）标准作为征收噪声超标排污费的依据。建筑施工噪声排放超过建筑施工厂界噪声限值的，应征收噪声超标排污费。三、 建筑施工超标噪声排污费的征收标准超标分贝数12345678收费标准（元/月）350440550700880110014001760超标分贝数910111213141516及16以上

3、工阶段计收超标噪声排污费。 7.本标准以分贝为计征单位，不足一分贝的按四舍五入原则计算。 8.对农民自建住宅不得征收噪声超标排污费。四、排污申报登记根据环境噪声污染防治条例第二十三条的规定：建筑施工排放噪声可能超过建筑施工场界噪声限值的，施工单位和个人应在工程开工前十五日内向对该项目具有审批权的环境保护部门提出申报，说明工程项目名称、建筑施工场所和施工期限、可能排放到建筑施工场界的环境噪声强度和拟采用的防治措施。排污申报登记后，排污情况发生变更的，应在变更前15日履行变更申报手续，填报排污变更登记表。不按规定申报登记的，按环境监察部门核定数据征收。五、 建筑施工超标噪声排污费的核定环境监察部门
4、根据审核后的建筑施工排放污染物申报表和按优先次序根据委托监测数据、监督性监测数据、类比测算数据等多种途径核定排污者实际排污情况，并根据国家排污费征收标准及计算方法计算排污者应缴纳的排污费数额，向排污者送达排污核定通知书。排污者如对核定的污染物排放种类、数量和应缴纳的排污费数额有异议的，自接到排污核定通知书之日起7日内，可以向发出通知的环境监察部门申请复核；环境监察部门应当自接到复核申请之日起10日内，作出复核决定，并通知申请人。建筑施工单位既有委托监测数据，也有监督性监测数据的，以噪声分贝值高的数据为准。委托监测数据以市环境监测中心站或其他有资质的监测机构出具的环境（噪声）监测报告为准。监督性
