42、建设管理有限公司的绝对控股,34家民营企业参股的股份有限责任公司作为项目法人,负责项目建设、管理、经营,国有控股67,民营参股33。国有投资主要用于基地基础设施和组培车间、管理用房、土地租金等,民营投资主要用于土地整治及苗木栽培等。4、苗木产品建设目标项目建设突出重点,以“高”、“优”、“新”、“特”为主题。“高”基地产品建设要求高起点、高标准、高科技的 “三高”的规划目标;“优”基地苗木培育要求选择优秀品种的建设标准;“新”基地建设最终定位为重庆市乃至整个西南片区林业科研“新技术”和“新成果”推广示范基地;“特”科学技术与产业化链接。项目与移民安稳致富、新农村建设、农村生态农业观光旅游、长江

43、两岸生态屏障建设相结合,实现科技脱贫致富的“特色”产业链。二、项目技术保障项目技术支撑单位:重庆市林业科学研究院三、项目建设地、规模及内容与建设期限项目建设地点:重庆市万州区燕山乡。项目建设选址根据交通、水源、地形地貌、土壤、居民密集程度、整体形象等匹配项目建设所需条件,在通过多乡镇地区(新田、溪口、燕山、新乡、武陵、甘宁等7乡镇)综合比较,经反复比对研究确定苗木基地选址燕山乡,采取土地流转租用方式经营(租期14年)。建设规模与内容:项目建设总占地2630亩,其中:组培育苗工厂化区规划土地面积130亩,包括科研实验用房及组培生产育苗用房建筑共计1500m2(设计分子实验室100m2,组培容器苗

44、培养室800m2,该区实现幼苗产量约350万株 /年),育苗车间面积51000 m2(设计自动控制温室5000 m2,日光温室8000 m2),综合办公楼一幢(1100 m2);采穗圃规划250亩;优良品种及珍稀植物种质资源收集与保护区规划土地100亩;田间试验区规划面积150亩;播种苗培育区规划400亩;嫁接苗培育区规划面积1600亩。另需修建蓄水池、排灌系统等农田水利工程,基地道路网络系统,环境保护配套设施等。购置分子实验室、组织培养实验室必备实验仪器及配套设施,配套5000 m2的自动控制温室和8000 m2的日光温室基础设施及其辅助设备,苗圃管理交通工具、运输车辆、农业机械等园艺苗圃生

45、产辅助工具。生产规模:设计年出圃苗木总量1600万株,其中组培苗350万株,无性繁殖嫁接苗950万株,实生播种苗300万株(包括生态林苗木120万株,观赏树种苗木60万株,防火隔离带树种苗木60万株,湿地树种苗木60万株)。拟建成后主要出圃树种:枇杷、龙眼、柑桔、无花果、石榴、枣、厚朴、乌桕、油桐、油茶、毛叶山桐子、大头茶、山苍子、刺槐、桤木、中山杉、黄栌、栾树、中红杨、枫香、银杏、火力楠、木荷、水杉、池杉、枫杨等。项目建设期限:1年(2010年10月-2011年10月)。四、项目投资资金与效益情况项目总投资:本项目总投资为11529.0万元。其中固定资产投资11050.4万元,辅底流动资金1

46、84.0万元,建设期利息115.86万元。项目资金来源:遵循国家投资为主,地方配套、企业、集体等多种渠道筹措资金的原则。总投资为11529.0万元,其中,民营企业筹资3804.57万元,其余7724.43万元申请三峡库区生态屏障建设专项补助。建成后效益:按正常生产年计算,预计正常年销售收入为4234.0万元,年利润1023.42万元。五、项目建设背景首先,随三峡水利枢纽工程建设竣工,以林业工程为首要内容的生态屏障环境工程的苗木生产设施配套必须跟紧实施。2008年9月,国务院三峡工程建设委员会组织湖北省、重庆市、国家相关部门、长江水利委员会、长江勘测规划设计院以及有关科研院所等在大量细致调研工作

47、的基础上,编制完成了三峡工程生态环境建设与保护试点示范项目计划方案(2007-2010年),特此针对三峡库区森林覆盖率低,水土流失和面源污染严重等现存问题,提出加强库区生态屏障工程建设与保护在三峡工程中的重要作用和地位。生态屏障工程实施的成功与否,生态屏障建设配套措施的成功与否,是关系到三峡工程成败和能否可持续经营的关键。2008年12月,国务院总理温家宝视察重庆,就搞好长江两岸造林绿化做出重要指示。2009年1月,国务院印发关于推进重庆市统筹城乡改革和发展的若干意见,明确把重庆建设成为“长江上游生态文明示范区”,提出“健全库区生态环境保护体系,把三峡库区建成长江流域的重要生态屏障”。2009年2月24日,重庆启动实施“重庆长江两岸森林工程”,并召开示范段建设工作会议,决定今年在涪陵、奉节、云阳、丰都4个区县率先开展示范建设,标志着重庆长江森林工程动员令已下达。 重庆市长江两岸森林工程总体目标是用五年左右的时间,在长江干流,嘉陵江、乌江、小江、大宁河等4条主要一级支流和67
