4、大隆水库水利枢纽工程石 渣 料 开 采 爆 破施 工 方 案合同编号：DL2004-BT编制: 审核: 批准: 中国葛洲坝水利水电工程集团有限公司海南大隆水利枢纽工程施工项目部二五年七月六日1、概况说明根据坝设字014号通知在现已填筑形成的坝体石渣区下游与排水棱体上游之间，需要填筑新鲜石渣料。目前剩余石渣料均为风化岩石渣料，不能用于该区的填筑。我部通过对现场剩余石渣料以及卡巴石料场实际勘察，决定在卡巴石料场开采用于该区填筑用的石渣料。通过计算需要开采新鲜石渣料2.67万m3，折合石方开采方2万m3。现卡把石料场石料储备情况为：表层15m左右为腐植土以及风化岩，不能用于石渣料下游与堆石排水棱体上
5、游之间的填筑，石渣料开采需要在爆破处理掉表层风化岩的基础上进行新鲜石渣料的爆破。爆破出的风化岩石渣料用于石渣料下游与堆石排水棱体上游之间以外部分石渣料的填筑。为达到对环境的保护以及水库在建成后期还田复耕的目的，石渣料开采需要顺原开挖边线进行，形成一个长约70m，宽约30m的开采范围。为保证边坡的稳定性，在每一个梯段爆破时需要形成一个宽约3m的马道。为开采出2.67万m3的新鲜石渣料需要开采出2.73万m3，的风化岩石渣料和0.42万m3的腐植土。2、施工工艺流程施工工艺流程图：不理想理想测量放样爆 破爆破参数修正进入下一梯段开挖检查爆破效果技术交底钻爆设计作业面平整钻 孔3、施工方法石方开挖必
6、须自上而下进行，开挖施工时根据现场情况必须把最后2排孔施钻成施工预裂孔，以保证爆破后边坡的稳定。每次爆破方量约为1535m2范围，每次爆破方量约为0.8万m3。 覆盖层清理：采用反铲对开采部位进行清理，清理范围包括树根、杂草、表层腐质土、可利用的风化土料和可挖掘的风化岩，清理范围为7030m2的爆破施工平面。并将弃料运往弃渣场，可利用的风化土料和风化岩运往备料场，作为大坝填筑的坝壳料使用。 风化岩钻爆：将表层15m左右强风化岩爆除，并将其运往坝体石渣区填筑，同时修整工作平台，以利新鲜石渣料的开采施工。 钻爆参数选择孔径：d= 90mm；梯段高度：H=1215m；间距：a=3.5m；排距：b=3
7、.0m；孔斜：=73；炸药单耗：q=0.40.45kg/m3。 布孔：根据钻爆参数确定的间排距，结合现场实际地形，采用梅花形布孔方式，在靠近边坡宽约35m的范围内不进行钻孔，以便形成永久马道。 钻孔：钻孔采用阿特拉斯钻机，钻孔角度拟采用1：0.7，最靠后的2排孔施钻成施工预裂孔，以保证永久边坡的稳定。 爆破施工石渣料开采部位采用人工装药、微差爆破技术进行深孔梯段松动爆破。采用全耦合连续装药结构，电雷管联网，非电毫秒微差起爆。在最后的2排孔装药量为爆破孔装药量的1/31/2，以保证爆破不会对马道边坡造成破坏。为防止产生大量飞石及控制石料块度，采用“v字型起爆方式，炮孔堵塞长度不小于3m。为减少振
8、动冲击，控制单段起爆最大药量，单段起爆最大药量不超过300Kg。 爆破效果验证爆破完成后，对爆破后的效果进行验证，以便调整爆破参数，取得更好的爆破效果。 石渣料开挖由推土机集料，反铲挖装，自卸汽车运输至石渣区填筑部位。4、爆破施工质量、安全保证措施4.1质量保证措施 施工前，工程技术部结合各部位开挖要求和地形地质条件进行详细的爆破开挖设计，并在现场进行生产性试验，优选合理的爆破参数；施工中，根据爆破效果，不断修正完善以达到更好的效果。 施工前对管理、作业人员进行技术交底，明确施工工艺、技术要求。 合理安排开挖施工程序，根据岩石地质情况实行动态调整，保证开挖石料的质量满足设计和相应规范的要求。
9、配备先进的钻爆设备，加强施工人员系统业务培训，熟练掌握钻爆技术，严格按照确定的爆破参数进行施工，保证爆破效果。 施工过程中，质量安全部应按照作业指导书和规程规范的要求进行质量控制，对所有施工部位的钻孔、装药等工序进行全过程的质量检查，详细作好质量检查记录，不符合要求的，坚决要求返工。4.2安全保证措施 制定爆破作业安全管理办法，并贯彻执行。严格爆破器材管理，实施实销实报，剩余的爆破器材必须当日退库，严禁私自收藏，乱丢乱放。发现爆破器材丢失、被盗要立即报告，等待处理。 爆破器材应按有关规定进行检验，对失效及不符合技术条件要求的不得使用。 建立严格的入库领用制度，严禁多发乱发。爆破器材由专人领取，
10、领取人需持有由现场施工员、质检员和现场负责人共同填写并签名的火工材料发放申领单，交由仓库保管员，仓库保管员审核确认无误后照单发放，同时履行领用签字手续。炸药与雷管严禁由一人同时搬运。电雷管严禁与带电物品一起携带运送。爆破器材运送，应避开人员密集地段，中途不得停留，并不得随地存放或带入宿舍。 根据设计要求和现场条件，进行爆破设计，从技术上保证爆破方案的安全可靠性。钻爆作业严格按钻爆设计进行，不得擅自修改设计，如需修改须经爆破设计人员签字认可，必要时钻爆设计或修改设计报监理人批准后方可实施。爆破作业时必须有安全员现场监控，采用电力引爆方法时装炮工作面30m以内应断开电流。严格控制单段起爆药量。起爆
11、严格按照距离由远到近，单段药量由大到小的顺序进行。 钻孔作业面必须满足钻机架设要求，确保钻机工作面稳定。钻孔时，坡面上的浮岩危石应予清理。选择炮位时，炮眼口应避开正对的电线、路口和构造物。钻孔所用机械要详加检查，确认完好。严禁在残眼上打孔。钻孔过程中注意观察边坡稳定情况，发现异常及时处理或撤出。钻机操作人员佩带防尘罩等防护措施。钻进过程中严禁用硬物接触钻杆，清理孔口清理时必须停止钻进。 装药前应对炮眼进行验收和清理；对刚打成的炮眼应待其冷却后装药。严禁烟火和明火照明；无关人员应撤离现场。用木质炮棍装药，严禁使用金属器皿装药；深孔装药出现堵塞时，在未装入雷管、起爆药柱前，可采用木制长杆处理。装好
12、的爆药包（柱）严禁投掷或冲击。不得采用无填塞爆破，也不得使用石块和易燃材料填塞炮孔；不得捣固直接接触药包的填塞材料或用填塞材料冲击起爆药包，也不得在深孔装入起爆药包后直接用木楔填塞；填塞炮眼时不得破坏起爆线路。已装药的炮孔必须当班爆破，装填的炮孔数量应以一次爆破的作业量为限。电力起爆必须遵守下列规定：在同一爆破网路上必须使用同厂、同型号的电雷管，其电阻值差不得超过规定值（应控制在0.2以内）；爆破网路主线应绝缘良好，并设中间开关，与其它电源线路应分开敷设；必须严格检查主线、区域线、端线、电源开关和插座等的断通与绝缘情况，在联入网络前各自的两端应短路；爆破网路的联接必须在全部炮孔装填完毕，无关人
13、员全部撤至安全地点后进行；联接应由工作面向起爆站依次进行，两线的接点应错开10cm，接点必须牢固，绝缘良好；用动力或照明电源起爆时，起爆开关必须放在上锁的专用起爆箱内，起爆开关箱和起爆器的钥匙在整个爆破作业时间里，必须由爆破工作的负责人严加保管，不得交给他人；装好炸药包后，必须撤除工作面的一切电源；雷雨季节应采用非电起爆法。爆破施工时，指派有一定爆破经验的安全员专项负责。炮工应持证上岗，严禁无证作业。建立严格的盲炮处理制度，发现问题，立即封锁现场，指派有经验的爆破人员进行排险。爆破时，人员设备撤离安全区，对危险区进行警戒，严禁人畜、车辆设备进入；每次爆破必须严格执行警戒制度，设立明显的警示标志
