31、1 长春绿地工厂（以下简称 “ 长春绿地工厂 ” ），占地面积 1 4 3 6 3 1 m 2 ，建设联合厂房、库房、联合动力站房及生活设施等建筑面积 6 7 0 1 7 m 2 ，建设缸体、缸盖、曲轴、连杆生产线和装配试验线，购置设备3 4 1 台（套）、劳动定员 6 5 8 人，实现 4 5 万台 E A 2 1 1 发动机的生产能力。吉林省环境保护厅于 2 0 1 3 年 5 月 2 2 日

32、以吉环审字【 2 0 1 3 】 1 0 9 号文件对该项目环境影响报告书进行批复，现该项目已完成土建施工，处于设备安装调试阶段。随着一汽 - 大众西南成都基地和广州佛山基地的建设，对高端发动机的需求也进入一个旺盛阶段，因此，一汽 - 大众汽车有限公司决定在 2 0 1 1 年成都发动机基地建设和长春 E A 2 1 1 发动机工厂建设基础上，实施长

33、春 E A 2 1 1 发动机工厂进行扩建计划，该计划分两步实施，第一步，建设长春 E A 2 1 1 发动机扩能项目，将E A 2 1 1 长春绿地工厂产能提升 1 5 万台 / a ，达到 6 0 万台 / a ；第二步，实施长春 E A 2 1 1发动机工厂扩建项目，将 E A 2 1 1 长春绿地工厂产能提升至 9 0 万台 / a 。拟建项目为该计划第二步，即长春 E A 2 1 1 发动机厂扩

34、建项目，该项目在充分利用一汽 - 大众汽车有限公司 E A 2 1 1 长春绿地工厂区现有及在建建筑物、设备及公用设施基础上，对机加、装配车间进行改造，新增建筑面积 2 2 4 6 7 m 2 、劳动定员 1 0 0 人，新增或改造设备 9 5 台（套），实现 E A 2 1 1 发动机产能提升至 9 0 万台 / a 生产能力。 1 总论国环评证甲字第 1 6 0 7 号 2 按照中华
