33、区、冶金建材化工片区位于楚雄经济开发区内，烟草及配套产业等轻工业片区位于楚雄市东南片区富民镇。天然药物产业园区：该园区经*省人民政府批准投资建设，位于省级楚雄经济开发区东部，320国道和楚大铁路通过区内，规划建设面积2平方公里，首期开发500亩。园区内主要引进国内外高新技术医药企业及科研院所入园，开发和研制天然药品、民族药品、生物医药、药用包装以及医疗器械制造、天然保健品制造、新品种和新技术研制开发等。冶金、建材、化工园区：该片区位于楚雄开发区东北面，总用地面积2.44平方公里，地处楚雄城区下风向及龙川江下流，邻近楚大高速公路、320国道及广大铁路，是理想的工业用地，现已完成整体规划设计方案、
34、部分区内路网配套建设。绿色食品加工园区：位于楚雄开发区火车站北偏东面，规划面积3平方公里，首期开发面积490亩。本项目服务范围是：绿色食品加工片区、天然药物产业片区、冶金建材化工片区、烟草及配套产业等轻工业片区。建设内容主要包括道路工程、排水工程、照明工程及其他附属工程等。项目总建设面积271800平方米，计划总投资17000万元。（1）项目名称：*工业园区东片区路网建设项目设计施工总承包。（2）建设地点：*工业园区。（3）资金来源及落实情况：政府投资30，自筹70，资金已落实。（4）园区概况：楚雄经济技术开发区，是经*省人民政府1992年8月批准成立的省级经济技术开发区，楚雄工业园区是全省3

44、境保护条例；(57)其他有关的国家及地方强制性规范及标准。1.5项目施工依据：1.6总承包规划大纲编制依据第2章.项目范围管理规划*工业园区主干道建设项目设计施工总承包工程包括：项目的工程勘察（包括初步勘察、详细勘察、提交工程勘察报告并承担任何勘察缺陷责任）、设计（包括方案设计、方案优化、初步设计、概算编制、施工图设计等）、施工、工程竣工验收和交付使用以及提供相关其他相关服务。2.1招标文件技术要求2.1.1 总体要求投标人根据本项目园区地质条件和规划设计要求的基本特点，按照国家相关标准规范进行设计，提出全面 、完整、满足本项目实际要求的方案，并且应符合招标文件规定的性能要求，具体包括：（1）
45、勘察方案：要求投标人所提供的技术方案满足本项目实际要求，且符合国家规定的相关规范要求，投标人勘察方案要求完善、科学、合理。（2）设计方案：要求投标人设计文件技术水平：项目针对性、投标书文字综合表达力、图纸深度和质量。（3）施工方案：要求投标人的施工方案满足标书要求、且施工方案完善、科学、合理。（4）处理工艺应具有占地面积小，高效等优点。（5）有利于节能降耗，降低运行费用，易于维护和运行管理。（6）建、构筑物设计使用年限不低于50年；主要工艺设备设计使用年限不低于15年（按相关行业要求）。2.1.2废水、废气、噪声：达到国家环评及环保验收相关的规定和要求。2.2总承包项目范围 *工业园区东片区路
46、网建设项目设计施工总承包，最终向招标人提交一个满足技术要求和使用功能、质量合格的工程。主要包括：2.2.1楚雄市云甸工业园区东片区路网建设项目工程的设计、施工及材料采购等工作；2.2.2质量、造价、安全、工期、资料归档、竣工验收、交付使用等全过程全方位的控制管理工作；2.2.3所有工程专项检测及验收报建、办证等工作，其所有费用包含在其投标报价中。2.2.4本次招标项目内容为楚雄市云甸工业园区东片区路网建设工程总承包EPC项目。具体包括：(1)楚雄市云甸工业园区主干道建设项目设计施工总承包的工程勘察（包括初步勘察、详细勘察、提交工程勘察报告）（2）园区内外的项目设计（方案设计、方案优化、初步设计、施工图设计等）及评审工作。（3）工程施工、工程竣工验收和交付使用以及提供其他相关服务。（4）结合周边开发地块总体考虑土地的合理利用，确定设计及方案。（5）所有图纸及资料，包括设计图纸的提供（承包人设计方所提供设计图纸的数量必须满足施工图审查、施工、缺陷修复和竣工验收资料的要求外，还必需在各个阶
