4、建筑规模：桩号范围：K0+496.5K4+449 全长约 3952 米，人行道工程(包括基层及面层)、 路灯、绿化（花带石、绿化土及植物）及标识标 线等工程。详见设计图纸及工程量清单。本工程计划工期120日历天。质量目标：合格。三、施工组织机构准备（一）施工组织机构准备1 组织机构的设置泸州市城北绕城环线景观工程(绿化、路灯、标志 标线)施工管理将以项目经理部为核心，以项目经理负责制为原则，依托我单位管理力量和后勤人员为本项目服务，并抽调技术骨干组成“高效、精干”的项目部，项目部下设：施工部、后勤部等部门，为充分调动全单位力量及时优质地为本项目部服务，由公司负责行政工作的领导组织公司所属后勤生
5、产部门组成后勤部，充分发挥本单位的人力、机械和资金等优势为本项目服务。1、主要负责人职责(1)项目经理代表公司是该工程施工的最高指令人，对工程形象进度和工程质量全面的责任。岗位职责如下：全面主持项目执行机构的日常工作；在投标阶段，组织编制投标文件；项目实施过程的全职组织者和指挥者；组织编制项目质量保证计划、各类施工技术方案、安全文明施工组织管理方案并督促落实工作；组织编制项目执行机构的劳资分配制度和其他管理制度；与组织编制项目实施的各类进度计划、预算、报表；组织项目实施的各类供应商的选择工作；（2）技术负责人对该项目工程负技术责任，分管施工内业、工程施工、工程质量、测量工作、组织参加业主技术会
6、议和编制实施性施工组织设计，解决施工过程疑难问题，组织编制、审定竣工资料。岗位职责：协助项目经理管理和领导技术部和设计部的工作；组织相关部门和人员代表项目部参与与业主、监理或设计方等就施工组织设计、技术、设计、质量等方面的问题的会议、讨论或磋商；主持施工组织设计和重大技术方案和测量方案的编制并负责审核、把关； 组织进度计划的编制并监督落实，负责沟槽开挖与安管装等工作之间在进度安排方面的配合和协调；参与项目质量策划并督促技术方案和施工组织设计主要内容的落实工作； 对新技术、新工艺和新材料在本工程的推广和使用进行指导并把关；协助项目领导和组织创优工作； 竣工图、竣工资料、技术总结等工作的指导和把关
7、；（3）施工员岗位职责负责从项目经理和技术负责人那里接受任务，并下达安排到各班组，监督执行完成当天的工作任务，负责收集并汇报自已所管辖施工区的完成情况和现场出现的问题。（4）安全员岗位职责：协助技术负责人工作和监理一道，负责项目安全生产、文明施工和环境保护工作；参与编制项目质量保证计划，负责编制安全文明施工组织管理方案和管理制度并监督实施；负责安全生产和文明施工的日常检查、监督、消除隐患等管理工作；负责管理人员和进场工人安全教育工作；负责安全技术审核把关和安全交底；负责每周的全员安全生产例会；参与相关分包商和供应商的选择和管理工作；负责项目争创“市级示范文明安全工地”的组织和管理活动；负责安全
8、目标的分解落实和安全生产责任制的考核评比；负责开展各类安全生产竞赛和宣传活动；（5）质检员岗位职责：负责编制项目质量保证计划并负责监督实施、过程控制、日常管理；负责项目全员质量保证体系和质量方针的培训教育工作；负责分部分项工程工序质量检查和质量评定工作；参与相关材料供应商的选择和日常管理工作；负责质量目标的分解落实，编制质量奖惩责任制度并负责日常管理；（6）材料员负责及时优质按量供应施工材料，作好材料供应计划，准备和材料落实工作，协助副经理接好材料保管工作。（二）助理安全员及专职电工的职责一、助理安全员的职责（1）、认真执行国家安全生产的方针政策、法律法规和职业安全健康、环境管理体系以及公司安
9、全生产的各项规章制度，在项目经理和公司安全部门的领导下，对所管工程的安全生产负管理责任。（2）、根据施工项目实际情况，组织绘制安全标志布置总平面图；制定安全文明施工管理制度、安全教育制度和安全达标计划并予以实施。（3）、认真贯彻执行安全规章制度，做好工人的安全意识、安全技术知识、安全法规和安全用电、防物体打击、防坠落、防机伤、防中毒、防火灾等常识的教育；负责落实特种工人培训工作，监督持证上岗情况；组织做好新工人和新入场民工的安全教育培训，并建立档案记录。（4）、参加编制专项安全施工组织设计和单项的安全技术措施，及时向班组进行详细的安全技术交底，并履行签字手续。负责对重要工程项目、特殊危险性作业
10、制定专门安全管理的技术措施，并检查贯彻实施（5）、参与阶段性、季节性或不定期的安全大检查，总结交流经验教训。深入施工现场，检查安全生产，行使工地安全奖罚权；对事故隐患下发整改通知书，并监督实施整改，按时验收。二 专职电工职责1、在项目机械管理员的领导下，完成电工岗位职责，对项目机械管理员负责。2、负责施工现场零时用电。3、负责做好小于安全距离线路、电器防护隔离。4、负责做好接地、接零保护系统的工作接地与重复接地，专用保护接零设置合理，保护零线与工作零线不混接。Opinions and suggestions on the partys mass line educational practic

38、、地下情况的调查：为了确保本工程施工的顺利进行，应对施工现场及其周围的地上建筑物的位置、地下构筑物、高压输变电线路和各种地下管线的位置和走向等情况进行调查，以便在施工前采取有效措施，及时进行保（防）护。施工时，还要积极采取环保措施，降低施工噪声和粉尘污染，防止扰民及妥善解决污水处理等问题。2 技术力量保障工程施工前，按施工布署中的组织机构及岗位设置，在我公司主管领导的主持下，尽快落实人员上岗。在准备工作期间，对上岗人员进行岗位培训，熟悉有关图纸规范，优化施工组织设计，施工前做好设计图纸、施工组织设计、施工安全生产等有关规范、技术交底工作。3 施工现场控制网点的测量(1)水准点：进场后，立即进行
39、角桩控制点的复核、保护工作，根据施工现场的实际情况进行临时水准点的布设（应设置在相对固定点），并用浇筑水泥混凝土等方法，作好引桩等保护工作。(2)组织测量，进场前施工人员根据现场角桩点定出沟槽中线、道路中线、边线，桥梁桩位，以及各检查井的位置，以使进场后能立即开展施工。（四）物资条件准备1 材料准备施工材料对工程的施工质量、施工进度影响较大，材料申请计划及时拟出，并报材料供应部门及时备料。材料备料遵循“有计划、保质量、按进度”的原则，材料选择时遵循“多联系、比质量、择优质”的原则。做好后勤保障工作，为工程的顺利进行创造必要的条件。（1）本工程的主要材料为水泥、地材、砂等，根据施工方案中的施工进
40、度计划和施工预算中的工料分析，编制工程所需材料用量计划，作为备料、供料和确定仓库、堆料场面积及组织运输的依据。（2）组织材料按计划进场，并做好保管工作。2 施工机具准备（1） 根据施工方案中确定的施工方法，对施工机具配备的要求、数量以及施工进度安排，编制施工机具需用量计划。（2） 由本企业内部负责解决的施工机具，根据需用量计划组织落实，确保按期供应。（3） 机械和工具准备：根据施工现场的资源需求量计划，本工程的大型机械主要为冲孔钻机、装载机、挖掘机、沥青摊铺机、汽车式起重机等机械设备，施工前认真做好进场机械设备的检查、维修和必要的保养工作。3 运输准备（1） 施工前，应安排施工顺序计划，综合考
41、虑施工运输机械进场安排。（2） 根据上述三项需用量计划，编制运输需用量计划，并组织落实运输工具、本工程计划考虑现场运输所需的机具如：双轮手推车、5t 自卸车、1t 翻斗车等。（3） 按照上述3 项需用量计划明确的进场日期，联系和调配所需运输工具，确保材料、构配件和机具设备按期进场。（五）施工现场总平布置根据施工平行流向和施工工艺及现场布置的特点，来建盖各项临时设施，做好施工平面部署(施工总平面布置图)。1 搭设临时生产、生活设施：从现场考察来看，在道路旁设置项目部办公点；施工队、生活临时设施和材料仓库安排在路旁新建；工人住宿均采用租用民房作为生产、生活设施。2 施工用电计划施工现场电源从业主指
42、定的电源接入，再用三相五线制、三级配电体系、TN-S接头形式，严格按照施工现场临时用电技术规范进行线路架设和配电至使用部位。3 施工用水计划本工程施工用水主要是混凝土搅拌用水，计划配备1-2 台搅拌机，施工用水由建设单位提供。用50 镀锌管接入施工现场，搅拌点采用25 橡皮管接入。4 施工排水计划施工过程除了做好施工现场和临时道路的排水与生活污水的排放工作外，还注意以下排水工作。（1） 管槽施工的排水：施工现场排水主要为沟槽、基坑排水，采用在槽底边侧挖一条0.3m0.3m 的土渠，把地下水或雨水排向积水坑后用潜水泵抽上排除，积水坑间距60m。除此之外还应做到路基、路床的表面积水排除。（2） 施
43、工现场排水：拟在施工临时设施：搅拌点、钢筋模板加工点、水泥仓库、钢筋仓库、地材堆放点等临时搭设处周边砌30cm40cm 排水沟，与场地排水渠连接，形成排水系统，排除地表水。（3） 其他排水：现浇混凝土结束后，对洗刷运输翻斗车和搅拌机的污水，先除出杂质再排入地下管网中或作回收使用，再进行其他的处理（如沉淀处理）。四、施工组织方案及技术措施（一）人行道施工一、人行道块料铺设1、工艺流程：土基压实铺砼垫层找标高、拉线铺筑块料2、基层按设计要求的厚度分层对基土进行夯实，铺砼垫层（厚度150mm）3、找标高、拉线基层作完之后，按设计要求的人行道标高，延路进行砸木桩（或钢筋棍），用水准仪抄平后，拉水平线。
44、4、铺筑块料对进场的彩块砖进行挑选，将有裂缝、掉角、翘曲和表面上有缺陷的方块砖剔出。拉水平线，根据人行道长度可分段进行铺砌，先在每段的两端头各铺一排块料，以此作为标准进行码砌。铺砌前将灰土基层清理干净后，铺砂浆垫层，铺上块料，然后用橡皮锤将方块砖敲实，使面层与水平线相平。要及时拉线检查缝格平直度，用2m靠尺检查板块的平整度。（二）路灯施工（1）工序流程施工中采用以下流程：定灯位挖沟 埋管 浇注路灯基础敷设电缆 绝缘测试 路灯安装电气设备安装 实验、调试 自检 竣工验收3、施工方法（1）定灯位：按照施工图及现场情况，准确定路灯安装位置。（2）挖沟及埋管：以距路基石50cm为中心，开挖宽30cm深
45、50cm电缆管预埋沟，按照施工图纸预埋相应的电缆管。（3）浇注路灯基础浇注：按甲方提供路灯基础图纸预制金属构件开挖相应尺寸的基坑，金属构件进行热镀锌处理，防腐质量应符合现行国家标准金属覆盖及其他有关覆盖层维氏和努氏显微硬度试验（GB/T9700）、热喷涂金属件表面预处理通则（GB/T11373）、现行行业标准钢铁热浸铝工艺及质量检验（ZBJ36011）的有关规定。（4）敷设电缆：应符合下列要求A、电缆型号应符合设计要求，排列整齐，无机械损伤，标志牌齐全、正确、清晰；B、电缆的固定、间距、弯曲半径应符合规定；C、电缆接头良好，绝缘应符合规定；D、电缆沟应符合要求，沟内无杂物；E、保护管的连接、防
46、腐应符合规定；（5）路灯安装规定A、将路灯安装高度（从光源到地面）、仰角、装灯方向按图纸要求调整到位。B、基础坑开挖尺寸应符合设计规定，基础混凝土强度等级不应低于C20，基础内电缆护管从基础中心穿础并应超出基础平面3050mm。浇制钢筋混凝土基础前必须排除坑内积水。C、灯具安装纵向中心线和灯臂纵向中心线应一致，灯具横向水平线应与地面平行，紧固后目测应无歪斜。D、灯头固定牢靠，可调灯头应按设计调整至正确位置，灯头接线应符合下列规定：a、在灯臂、灯盘、灯杆内穿线不得有接头，穿线孔口或管口应光滑、无毛刺，并应采用绝缘套管或包扎，包扎长度不得小于200mm.b、路灯安装使用的灯杆、灯臂、抱箍、螺栓、压
47、板等金属构件应进行热镀锌处理，防腐质量应符合现行国家标准金属覆盖及其他有关覆盖层维氏和努氏显微硬度试验（GB/T9700）、热喷涂金属件表面预处理通则（GB/T11373）、现行行业标准钢铁热浸铝工艺及质量检验（ZBJ36011）的有关规定。c、各种螺母紧固，宜加垫片和弹簧垫。紧固后螺出螺母不得少于两个螺距。4、路灯控制箱安装A、材料到场后经开箱检验，经业主同意后方可进行安装使用； B、动触头与静触头的中心线应一致，触头应接触紧密；C、二次回路辅助开关的切换接点应动作准确，接触可靠；D、箱内照明应齐全。E、配电柜（箱、盘）的漆层（镀层）应完整无损伤。固定电器的支架应刷漆。F、机械闭锁、电气闭锁
48、动作应准确、可靠。5、有隐蔽工程，应提前通知业主，经业主检查验收合格后方可进行下一道工序。6、调试设备、仪表、仪器必须经国家认可有计量资格的有关单位检验合格，并由专人使用、保管。调试时应有详细记录。7、施工前作好技术交底，吃透图纸，领会设计意图，配合其它专业工作，要作好成品保护及各专业协调。8、电缆铺设前，应进行电气性能试验，合格后方可施工。电缆铺设应根据其走向、规格合理安排顺序、一般不应有交叉。9、需开孔的配电箱（柜），必须用开孔机开孔，严禁气焊等切割开孔。电线进入配电箱、接线盒等应有护管帽。穿线前应有防止外物落入措施。10、线在管内或经槽内不允许有接头和缠绕。导线在出口处应装有护线套，并用500V绝缘电阻应大于1M，同时作好记录。11、有配电箱（柜）接地及各系统的保护接地、工作接地应接入原大楼接地网上，完善整个接地系
