32、公司湖南天府生态农业有限公司是由长沙富饶农牧开发有限公司和长沙县双辉农牧开发有限公司共同出资成立，位于长沙县双江镇，注册资本200万元，现有净资产395万元，固定资产860万元，员工138人，其中具有中高级技术职称人员12人，是市农业产业化龙头企业。公司致力于长沙县本土品牌“罗代”黑猪产业发展，从种质资源保护、繁育、推广、加工、销售等各环节入手，实施生态化养殖、精细化加工、品牌化经营的生猪标准化生产，打造完整高附加值的生猪产业链。公司大力发展；罗代黑猪无公害养殖技术，联合湖南省畜牧兽医研究所制定“土猪饲养技术规程”，实施猪粪回收农田施肥等措施，确保罗代黑猪养殖生态环保。1.1.4项目建设地点：

36、4616流动比率262.7717速动比率%129.861.3社会与生态效益项目达产后，通过投放种猪和仔猪每年可带动当地1000个养猪户开展围栏养猪，作为企业，湖南天府生态农业有限公司具有极其强烈的社会责任感和环保意识，公司以造福人民为已任，成立之初就积极探索农业结构调整、农民致富的发展之路，成功的探索出“龙头企业基地农户”的发展模式，实现了农民、企业双赢的初衷。通过乡、村两级政府担保，农民以家庭圈舍和劳动力参与合作，公司以“基地+农户”的形式，采取“四提供一回收（即：统一提供仔猪、统一提供饲料、统一提供兽药、统一提供技术服务，统一回收产品）”的模式对农民进行合作与管理，由于农民不需要大的资金投
37、入就实现了生产，承担的是零风险，合作积极性特别高，促进农业产业化结构调整，带动周边养殖业迅速发展。使更多农民走上脱贫致富的道路。本项目建设充分利用双江现有的区域资源优势，通过项目的实施、良种猪繁育体系和养殖服务、屠宰加工体系的建立，优化项目区农业产业结构，改善农业生产条件和生态环境，提高农产品的质量和农业科技含量，将潜在的区域资源优势转化为商品优势和经济优势，最终实现项目建设企业和项目区农民双增效。该项目的实施可带动项目及周边地区近1000家农户，每年增加收入2.3亿元，纯收入增加9000万元，可以带动3000余人就业，解决城乡闲置劳动力就业的问题，增加农民收入。1.4 可研报告的编制依据1、
38、长沙县人民政府双江镇罗代黑猪产业发展调研会议纪要长县政纪【2011】30号2、长沙县人民政府关于罗代黑猪产业发展调研会议纪要长县政纪【2011】59号3、长沙罗代黑猪产业发展规划；4、国家环保总局畜禽养殖污染防治管理办法，畜禽养殖业污染物排放标准（GB18596-2001）规定；5、项目承担单位提供的有关数据。6、有关部门提供的基础资料和证明文件。1.5综合评价和论证结论 国家大力支持发展生猪产业。为促进生猪产业发展，国务院于2007年7月颁发了国务院关于促进生猪生产发展稳定市场供应的意见（国办发200722号），湖南省人民政府于2008年4月颁布了湖南省人民政府关于推进生猪产业持续健康发展的
39、意见（湘政发20089号）。提出了多项扶持政策，如能繁母猪补贴、能繁母猪保险和育肥猪保险、生猪调出大县奖励、生猪良种繁育体系建设和标准化规模养殖支持、生猪良种补贴、税费优惠、用地用电支持等，来促进生猪生产的快速发展。符合养殖业发展规划。长沙市畜牧养殖管理办法（试行）将全市畜牧养殖划分为禁止养殖区、限制养殖区和适度养殖区。双江镇及其周边乡镇不在禁止养殖区和限制养殖区的范围，属于适度养殖区。20082012年长沙市养殖业发展规划提出，要加快标准化养殖场（小区）建设，5年内全市建成30个以上标准化示范养殖小区，400户标准化的规模养殖户，全市生猪产量80集中在规模户、养殖小区中。长沙县2008-20
40、12年现代农业发展规划（养殖业）要求，以双江为长沙罗代黑猪资源保护和生产基地，加强长沙罗代黑猪的保种和提纯复壮，向周边乡镇供应优质二元猪母本，生产内三元商品猪；建设以双江、春华、路口、白沙、金井、开慧、福临、青山铺、高桥为重点区域的高效生猪养殖带，发展高效生猪养殖业。长沙县大力扶持发展长沙罗代黑猪产业。2011年4月26日，长沙县政府召开专题会议，研究罗代黑猪产业发展工作。会议认为，罗代黑猪作为湖南省优良地方猪品种，具有独特的品质和特性，要将其作为长沙县农业产业品牌来全力打造，各部门应全力支持黑猪产业发展。会议决定，成立长沙县罗代黑猪产业发展领导小组，由副县长常利民任组长，刘高祥、余孟洋、唐锋
41、任副组长，政府办、畜牧水产局、财政局、农办、现代农业示范区管委会、农业局、水务局、林业局、国土局、环保局、农开办、能源办、双江镇政府为成员单位；由双江镇政府牵头，高起点、高标准做好罗代黑猪产业发展规划和繁育场规划，确保黑猪产业规范有序发展；罗代黑猪产业由湖南天府生态农业有限公司具体开发实施,各部门在资金、项目上给予倾斜；在生猪调出大县资金中安排专项经费用于罗代黑猪产业开发，2011年安排核心保种场建设资金80万元，其余农户发展和生产扶助、品牌推广扶持资金由领导小组办公室另行制定扶植办法。通过对项目的生产工艺、市场、国家正常、环境评价、财务等方面的可行性研究，认为项目技术工艺上先进可行，财务上各
42、项指标较好，抗风险能力强，经济上合理可行，环境保护效果显著。综合评价认为：项目可行。1.6存在的问题与建议 1.6.1存在的问题：从产业长远发展的战略高度来看，在我县发展种猪生产今后也面临挑战。一是从市场环境上看，虽然在一些地方特种市场销售较好、生产效益较高，但是，作为种猪产业单纯的扩繁卖种机遇期已经基本结束，正在进入常态发展阶段，不会出现价格超高、市场奇缺的情况，因为在我国宁夏、辽宁、浙江、广东、山东、天津以及河北等省份都有饲养，而且发展也很快。所以，我们在未来的发展中面临更多的是竞争和挑战。二是从产业经营上看，多数饲养场户品种杂交技术路线不清，致使有的养殖户乱交滥配，降低了生产性能，好的性
43、状改没了，不良性状改出来了，增加了生产成本，降低了产出功能，品种优势没有得到应有的发挥；三是行业发展缺乏约束和管理。价格不一，竞争无序，市场开拓不利，缺乏必要的组织协调，行业组织程度低，养殖户利益受到损害，难以打开更大的市场，对今后产品开发方向把握不准，创造品牌意识不强，与产业发展的需求不相适应。四是产业规模和产业发展水平不高。需要在繁育、饲养等方面采用新工艺、新设备来提高生产档次，扩大生产规模。五是资金短缺是影响项目建设的关键，资金短缺造成生产规模小，公司的经济势力难以壮大，难以应对市场的风险，必须解决建设资金不足的难题。六是随着畜牧业的发展，环境保护问题日益受到人们重视，一方面农业化学物资
44、的污染，直接影响畜牧业的发展及畜禽产品的食品卫生质量；另一方面畜牧业生产过程中所产生的粪尿以及畜禽加工厂的废水，已成为一种灾害性的新污染源。有些养猪场内满地粪尿任其流入沟渠、河流，污染水体，造成公害，使境内地表水严重恶化，氨氮大幅增加，化学耗氧量增加3倍多。因为粪便中的某些有害物质如蛋白质、脂肪酸腐败的产物能溶解于水，使水具有臭味，从而恶化了水质，不适于人畜饮用。这些腐败性有机物质进入水体，经微生物分解后，会释放氮、磷等富营养成分。另外，粪便中的病原微生物（或寄生虫）进入河道后，能通过水体或水生动植物进入快速的扩散和传播，直接或间接的传染各种疾病。因此对饮用水的水源体系保护是十分必要的，不容忽
45、视。1.6.2建议：（1）加快技术研究和攻关，尽快制定罗代猪种猪生产标准。（2）制定罗代猪生产手册，更好指导业户生产。（3）加强生产基地养猪户的组织管理，组织生产合作社或协会，搞好生产、供应与产品销售工作。（4）按照绿色食品要求组织商品猪的生产，加大质量控制力度，从生产的多个方面加以控制，保证无药残、无疫病，提高产品信誉，为罗代猪产业发展创造更优环境。（5）加强技术服务队伍的建设，建设一支技术全面，作风优良，肯吃苦的技术服务队伍，更好地为生产基地的养猪场户服务。（6）建设沼气工程处理猪场的猪粪便，完善畜牧生态工程。- 本资料来自 -第二章 项目背景与必要性2.1项目背景1、生猪产业一直是农业
46、和农村经济发展的主导产业。生猪产业是我国的传统优势产业，是农民增收致富的重要来源。未来生猪产业不但不会削弱，反而将会进一步加强。长期以来，党和国家高度重视生猪产业发展，将大力发展生猪产业列入农村经济发展的重点，出台了有关鼓励乡村发展养殖小区、促进畜牧业持续健康发展、对畜禽养殖业实行各项补贴等系列政策措施。湖南是传统的生猪养殖和外销大省，省政府近年也先后下发了关于促进生猪生产发展稳定市场供应的实施意见（湘政发200716号）、关于推进生猪产业持续健康发展的意见（湘政发20089号）等文件，有力促进湖南生猪产业持续健康发展。2011年，湖南省进一步明确财政重点支持优质稻、生猪、柑桔、茶叶、油茶五大
47、现代农业重点产业发展，生猪产业是重中之重。要求“十二五”必须制定湖南省生猪产业发展规划，制定新的生猪健康养殖、规模养殖规划，走规模、安全、高效、生态的现代养殖业发展道路。2、国家高度重视地方生猪良种资源开发。国家农业部先后两次公布了国家级畜禽品种资源保护名录，包涵了八眉猪等34个地方猪种；确立了第一批国家级畜禽遗传资源基因库、保护区和保种场，包括宁乡猪、荣昌猪和藏猪3个保护区，以及太湖猪、民猪、黄淮海黑猪等35个猪遗传资源保种场。为满足特定市场对优质猪肉的需求，满足不同地区和不同消费群体的消费习惯，国家制定了全国生猪遗传改良计划（2009-2020），拟在全国选择100家种猪场组建国家生猪核心育种场，2009-2012年筛选出高生产力水平的核心育种群5万头，2013-2016年形成纯种基础母猪总存栏达10万头的国家生猪核心育种群，形成相对稳定的育种基础群体，以促进地方猪种资源的保护和开发利用。3、长株潭两型社会建设要求生猪产业改变发展方式。长株潭
