5、司 人力资源部 1. 概述概述 Overview 1.1 目的目的 Purpose 本规程用于指导事业部培训活动的开展。 This procedure is applied to direct the training activities of the Division. 1.2 角色职责角色职责 Roles and Responsibilities 事业部高级管理者:审批事业部年度培训需求、年度培训计划,监控培训效果。 Senior Manager of Division: to review and approve the Divisions annual training demand

6、, annual training plan and monitor the training effects 事业部人力资源总监:评审年度培训需求与年度培训计划,审批临时培训需求与月度 培训计划,审核培训总结报告,监控培训效果,协调解决在培训实施过程中能力开发 经理不能解决的问题。 HR Director of Division: to review the annual training demand and annual training plan; to review and approve temporary training demand and monthly training

7、plan; to audit training summary report, to monitor training effects and to coordinate and solve the problems in the training implementation process which can not be solved by Competency Development Manager. 能力管理小组:评审年度培训需求、年度/月度培训计划、培训总结和相关培训课件。 Competency Management Group: to review annual training

8、 demand, annual/monthly training plan, training summary and the related training courseware. 能力开发经理:整合年度培训需求,编制年度培训计划、月度培训计划,审批学员免 修申请,监控培训实施过程,协调解决培训过程中存在的问题。 Competency Development Manager: to integrate the annual training demand; to design annual training plan, monthly training plan; to review an

16、方面: Divisions training demand is from the following four aspects: a. 组织级培训需求,即为了满足事业部经营策略发展在策略性人力资源计划中 识别出的培训需求。 Organization-level training demand, i.e. the training demand identified from Competency Development Plan to meet the Divisions management strategy development. b. 单元能力发展需求,即单元为了执行其承诺的目标提出

17、的培训需求。 Units competency development demand, thats, the training demand risen in Unit Competency Development Planning in order to implement the units committed objectives. c. 工作组能力发展需求,即工作组为了执行其承诺的任务在其工作组计划中提 出的培训需求。 Workgroup competency development demand, thats, the workgroups training demand raise

18、d in Workgroup Planning in order to realize its committed tasks. d. 员工培训需求调查,即员工为了执行其承诺的工作以及个人职业发展目标在其 个人绩效目标承诺中提出的需求。 Staff training demand survey, thats, the demand raised by the staff in Personal Performance Objective Commitment for the realization of his committed work and personal vocational de

19、velopment objectives. 2.1.2 识识别年度培训需求别年度培训需求 Identify Annual Training Demand 1. 每年年末,能力开发经理根据审批后的事业部策略性人力资源计划和员工能力 信息库 ,识别出培训需求,填写培训需求表 ,形成事业部级培训需求。 Competency Development Manager recognizes the training demand according to the reviewed and approved Competency Development Plan of the Division and fi

20、lls in the 培训管理规程 Training Management Procedure Ver:0.0.0.0-0.0.0 Page 5 沈阳东软软件股份有限公司 人力资源部 Training Demand Form. 2. 单元经理根据以上培训需求表的事业部级培训需求,按照单元划分,分解出每个 单元的培训需求表 ; 3. 单元经理依据自己单元的培训需求表 ,结合本单元、工作组、员工所承诺的任务 目标,识别单元培训需求,审核工作组计划的“培训计划”及员工个人绩效目 标承诺的“能力发展目标” 。对于未纳入事业部能力发展计划中的单元、工作组及 员工个人培训需求,单元经理统一按课题进行汇总,

21、填写培训需求表 ,提交能力 开发专员。 At the end of each year, Unit Manager recognizes the units training demand according to the Competency Development Plan and Unit Competency Development Plan in light of the task objectives committed by his unit, workgroups and staff. The manager also reviews the “training plan” i

22、n Workgroup Plan and staffs “competency development objective” in Personal Performance Objective Commitment. For the training demand of the unit, workgroup and staff which are excluded from the Divisions competency development plan, the Unit Manager will classify the courses collectively, and fill i

23、n the Training Demand Form and submit it to the Competency Development Specialist. 4. 能力开发经理汇总各个单元的培训需求表 ,并分析每项培训需求,再次形成事业 部级培训需求(年度培训需求) 。根据培训进度要求、可选择的组织内部专家以及可 获取的外部培训资源等环境因素, 初步估算成本, 确定培训方式、 培训类别, 填写 培 训需求表 “能力开发经理填写”部分。 According to the training schedule requirements, and physical factors such a

26、e Ver:0.0.0.0-0.0.0 Page 6 沈阳东软软件股份有限公司 人力资源部 2.1.3 年度培训需求变更与临时培训需求申请年度培训需求变更与临时培训需求申请 Annual Training Demand Adjustment and Temporary Training Demand Application 当事业部策略性人力资源规划、单元、工作组所需工作组成员知识技能发生变化,导致 事业部员工培训与发展需求变化;或者单元/工作组因为未曾识别出相关培训需求,需要临时 提出培训需求时, 相关人员须提前 20 个工作日向能力开发经理提出申请, 填写 培训需求表 , 经事业部人力资源

27、总监审批后,能力开发经理更新年度培训需求表 。 When there are adjustments in the Divisions strategic workforce planning and the staffs knowledge and skills in the unit or workgroup, which in turn lead to the change in divisions staff training and development demand; or when the unit/workgroup raises demand for temporary t

28、raining due to unrecognized relevant training demand, the concerned personnel must apply to the Competency Development Manager 20 working days in advance, and fill in the Training Demand Form. After it has been reviewed and approved by Divisions HR director, the Competency Development Manager update

29、s the annual Training Demand Form. 2.2 管理管理培训计划培训计划 Management on Training Plan 2.2.1 制定制定年度培训计划年度培训计划 To Design Annual Training Plan 1. 每年年末能力开发经理根据审批后的培训需求表 ,制定事业部下一年度的培训计 划。就下一年度执行相关的培训需要达成的策略、资源、预算、实施每一个课题的时 间、地点、面向对象等进行详细策划,填写年度培训计划 。 At the end of each year, the Competency Development Manager

30、will design the Divisions next years training plan according to the reviewed and approved Annual Training Form. He makes detailed planning for the strategy, resources, budgets, time and place and target of the next years related training and fills in the annual Training Plan. 2. 能力管理小组评审年度培训计划 。 Com

31、petency Management Group reviews the annual Training Plan. 3. 事业部高级管理者批准事业部年度培训计划 。 Divisions Senior Manager approves the Divisions annual Training Plan. 2.2.2 制定制定月度培训计划月度培训计划 To Determine Monthly Training Plan 1. 能力开发经理每月末根据年度培训计划 ,分解形成下月的事业部月度培训计划 。 培训管理规程 Training Management Procedure Ver:0.0.0.

32、0-0.0.0 Page 7 沈阳东软软件股份有限公司 人力资源部 At the end of each month, Competency Development Manager will analyze the annual Training Plan to form the division next months monthly Training Plan. 2. 能力开发经理同时将审批后的临时培训需求形成计划,添加到月度培训计划中, 同时更新年度培训计划。 Competency Development Manager will at the same time formulate a

33、 plan according to the approved temporary training demand and add it into this months Training Plan. And he should update the annual training plan. 3. 必要时,能力开发经理组织与月度培训计划中相关的单元经理,PM/工作组负责 人等进行月度培训计划的评审,确定月度培训计划的可行性。 If necessary, Competency Development Manager will organize the Unit Manager involved

34、 in the monthly Training Plan and the PM or workgroup leader, etc. to review the monthly training plan, thus make sure of the feasibility of the monthly Training Plan. 4. 事业部人力资源总监审批月度培训计划 。 HR Director of Division reviews and approves the monthly Training Plan. 2.2.3 组织月度培训计划报名组织月度培训计划报名 To Organiz

35、e the Registration of Monthly Training 1. 能力开发专员将审批后的月度培训计划在事业部内发布并通知员工。 Competency Development Specialist announces the approved monthly Training Plan within the division and informs the staff. 2. 单元经理根据审批后的单元/工作组/员工个人能力发展需求,结合工作情况组织员工 进行报名,填写培训报名表 。 Unit Manager fills in the Training Register Form

36、 and organizes the recruitment according to the approved unit/workgroup/staff competency development demand and he should also refer to performance. 3. 能力开发专员汇总单元经理提交的培训报名表 ,根据计划中各项培训参训对象和 名额分配,进行参训人员的确认。 Competency Development Specialist gathers the Training Register Form submitted by Unit Manager

38、he staff should fill in the Training Waiver Proof if he applies for the waiver for the course. He should give a clear indication for the exempted course and provide the proof for the similar training experience, testimonial of command of the targeted knowledge and skills in the field or other eviden

39、ces. 2. 能力开发专员根据事业部培训数据库对申请免修学员的培训免修证明进行核 实。 Competency Development Specialist will verify the exemption of the applicant according to the division Training Database. 3. 经事业部能力开发经理确认后, 培训免修证明生效,能力开发专员更新培训数 据库 。 Training Waiver Proof will validate after being confirmed by the Division Competency Deve

The Competency Development Specialist will update the Training Database. 2.4 培训实施管理培训实施管理 Management on Training Implementation 2.4.1 课堂课堂培训培训实施实施管理管理 Classroom Training Implementation Management 1. 培训实施方案的制定: To design training program a. 能力开发专员根据审批后的月度培训计划,确定讲师、教具、教材、课件以及组 织实施的确切时

41、间、地点、参训要求等,形成培训实施方案 。 According to the approved monthly training plan, the Competency Development Specialist will confirm the trainer, facility, teaching material, courseware, exact time/place/training demand of the training and form the Training Program b. 确定从公司外培训机构采购的培训,能力开发专员需对培训机构进行评估,填写 培训机构评估

44、tion for the first time and then fill in the Trainer Assessment Form. d. 来自公司内部讲师的教材和课件需经能力管理小组评审通过后,方可用于培训。 The internal trainers teaching material and courseware should be reviewed and approved by the Competency Management group before it is used in training. e. 必要时,能力开发专员在培训前对培训方案进行需求调查,能力开发专员先按照

45、 培训大纲填写训前调查表中的“训前调查表-个人”表的相关内容,组织参训 学员填写训前调查表中的“训前调查表-个人” 。根据汇总后的需求调查形成 训前调查表中的“训前调查表-汇总” ,能力开发专员与讲师沟通后调整培 训实施方案课程内容大纲。 If necessary, the Competency Development Specialist should conduct demand survey about the training plan before the training is implemented.
