18、 Foreword This European Standard has been prepared by Technical Committee CEN/TC 252, Child use and care articles, the Secretariat of which is held by AFNOR. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the

19、latest by July 2001, and conflicting national standards shall be withdrawn at the latest by July 2001. CEN/TC 252 decided to submit this draft European Standard to a second formal vote having taken account of the technical findings from recent research, to ensure the test methods are repeatable and

20、reproducible as agreed by CEN/TC 252 Resolution 78. CEN/TC 252/WG 1, in accordance with CEN/TC 252 Resolution 78, will commence the revision of this standard immediately after its publication in order to address the requirements of the mandate M253, “ Baby Walkers” . 21、, agreed that the proposed dynamic stability test requires further verification before being included as an amendment in the future EN 1273. According to the CEN/CENELEC Internal Regulations, the national standards organizations of the following countries are bound to implement this European Standar

Page 5 EN 1273:2001 BSI 03-2001 Introduction The purpose of this European Standard is to reduce the

23、 risk of accidents. It is stressed that this European Standard cannot eliminate all possible risks to children using such a product and that carer control is of paramount importance. Accidents are mainly due to carer(s) not anticipating the extra reach and speed that children can achieve in the baby

24、 walking frame. It is essential that all warnings and instructions specified in this standard are clearly given by the manufacturer, to ensure that the baby walking frame is used safely and correctly. This European Standard harmonizes essential safety requirements and test methods for baby walking f

25、rames. Most of the provisions have been taken from existing national and European Standards. ? Page 6 EN 1273:2001 BSI 03-2001 1 Scope This European Standard specifies safety requirements and test methods for baby walking frames into which a child is placed, and intended to be used from when the chi

26、ld is able to sit up by itself until the child is able to walk by itself. This European Standard does not apply to baby walking frames that remain immobile during use, to baby walking frames for therapeutic and curative purposes and to those baby walking frames relying on inflatable parts to support

27、 the child. NOTEBaby walking frames relying solely on inflatable parts to support the child are excluded from the scope of this standard because of the problem of retaining rigidity of the structure. This European Standard does not cover systems designed to prevent stairfall hazards. These requireme

28、nts are covered by mandate M253, “ Baby Walkers” , and will be included during the revision. 2 Normative references This European Standard incorporates by dated or undated reference, provisions from other publications. 32、g or standing position, which allows a child to move around with the aid of the support offered by the frame 3.2 crotch strap device that passes between the child s legs to prevent the child slipping out of the seat ? Page 7 EN 1273:2001 BSI 03-2001 4 Materials 4.1 Chemical properties Any surface, p

33、lastics, coatings or finishes shall comply with EN 71-3. Castors or wheels are excluded from this requirement. 4.2 Flammability There shall be no parts of the baby walking frame which can give rise to surface flash effect, when tested in accordance with EN 71-2. 5 Construction 5.1 General A baby wal

34、king frame, when assembled for use, shall be constructed so as to prevent any risk of pinching, cutting and wounding for both the child and the carer. Toys fitted to the baby walking frames shall meet the requirements of EN 71 and, if applicable, EN 50088. All construction requirements shall be met

35、before and after washing/drying as defined in 7.1.3. 5.2 Openings There shall be no open-ended tubes, projections, holes, loose washers, speed fixings, nuts or crevices in which a childs finger or flesh could become trapped. To avoid entrapment of fingers and toes, there shall be no openings with a

36、width greater than 5 mm and less than 12 mm, unless the depth of penetration is less than 10 mm. 5.3 Edges, corners and projections All edges, corners and protruding parts shall be designed so as to reduce the risk of inflicting wounds. Edges and corners shall either comply with the examples given i

37、n Figure 1 a), b), or c) or, if arising from a wall thickness smaller than 4 mm with one of the following requirements: ? be chamfered or rounded; or ? be folded, rolled or spiralled as shown in Figure 2 a); or ? be protected with a plastic coating or other adequate means as shown in Figure 2 b). Th

38、eir surfaces shall be smooth and free from burrs. ? 39、and catches. 5.4 Small parts In order to avoid ingestion or inhalation of small objects, components intended to be removed by the child shall not, whatever their position, fit wholly within the small parts cylinder specified in EN 71-1. Non-detachable components/parts which are not intended to be re

40、moved, shall comply with one of the following: a) the components shall be so embedded that the child cannot grip them with its teeth or fingers. This is checked by inserting a feeler gauge with a force of 10 N 1 N between the component and the underlying layer or body of the item at any angle betwee

41、n 0 degrees and 10 degrees from the product surface and checked that the gauge is not inserted by more than 2 mm; or b) the components shall be so fixed to the baby walking frame that they cannot become detached when a force of 90 N is applied in any direction; or c) any components, which become det

42、ached when tested to b) above, shall not fit wholly within the small parts cylinder specified in EN 71-1. Page 9 EN 1273:2001 BSI 03-2001 5.5 Decals Plastic decals or parts of plastic decals shall not become detached or removed by hand from their original position when tested in accordance with 7.9.

43、 5.6 Cords, strings and other narrow fabrics Cords, strings and other narrow fabrics shall have a free length of 220 mm or less when stretched by a force of 25 N. 5.7 Rigid moving parts To avoid shear and compression points the distance between two accessible moving parts shall always be less than 5

44、 mm or always greater than 12 mm. Accessibility shall be determined using the accessibility probe A defined in EN 71-1. Unavoidable shear and compression points that are created only when setting up or folding are acceptable as the user can be assumed to be in control of these actions. 5.8 Seat 5.8.

45、1 Crotch strap The baby walking frame shall be fitted with a crotch strap. Where a crotch strap is made of flexible material, the width shall be at least 50 mm. Where a crotch strap is made of rigid material, the width shall be at least 20 mm. 5.8.2 Removable seats If the seat is removable, the fixi

46、ng mechanism(s) to attach the seat shall be designed so as to prevent the seat from inadvertently becoming detached. This requirement is met if: a) the removal of the seat requires at least two independent fixing mechanisms which shall be operated simultaneously; or b) a single fixing mechanism is d

47、esigned to be operated only with the use of a tool (e.g. a wrench or screwdriver); or c) a single fixing mechanism requires a force of at least 50 N to release it; or d) two consecutive actions are required to release the fixing mechanism, the operation of the second action being dependent on the fi

48、rst action being carried out and maintained. 5.8.3 Seat height The height of the seat in the lowest position shall be at least 180 mm above the ground, when measured in accordance with 7.4. Page 10 EN 1273:2001 BSI 03-2001 5.9 Castors or wheels Castors shall rotate easily through 360 (pivoting); the

49、 minimum outside diameter shall be 40 mm. The minimum width of castors or wheels when measured from one outside edge to the other outside edge shall be at least 10 mm. Where spherical castors are used, the minimum width shall be determined as the width of the castors in contact with the floor when loaded with the test mass given in 7.2. Before and after testing in accordance with 7.6, 7.7 and 7.8 all castors or wheels shall be in contact with a sm
