4、ISBN 0 580 30172 9 National foreword This British Standard is the English language version of EN 1501-1:1998, including amendment A1:2004. The UK participation in its preparation was entrusted by Technical Committee B/508, Waste management, to Subcommittee B/508/1, Waste containers and associated li

5、fting devices for refuse collection vehicles, which has the responsibility to: A list of organizations represented on this committee can be obtained on request to its secretary. From the early stages of development, the UK waste management industry, through BSI Committee B/508/1, has expressed conce

6、rn over a number of practical and editorial issues relating to structure, content and continuity that remain unresolved in this final document. The primary concern relates to the inclusion of subclauses 3.20 and 6.6, and the riding on refuse collection vehicles (RCV) by operatives. The industry cons

7、iders that there are significant health and safety risks associated with this practice. Whilst it is understood that the statement relating to riding on steps in the standard is: “ If footboards are provided the requirement shall be followed” , the mere reference to it within a European Standard app

8、ears to sanction their fitting and use. For sound health and safety reasons the industry deems the inclusion of steps into this standard a retrograde move. Operatives riding on steps at the rear of refuse collection vehicles was a practice identified in the 1980s as being particularly hazardous for

9、operatives, and one which could not be supported in the UK. As a consequence, guidance note PM 52: Safety in the Use of Refuse Compaction Vehicles was prepared by the Health and Safety Executive, along with industry representatives, and implemented in 1985. This document was voluntarily adopted by U

10、K manufacturers, specifiers and operators from that date. The practice of operatives riding on the outside of vehicles ceases in the UK over 10 years ago. The accident statistics, though not comprehensive, indicate that deaths and serious accidents in the refuse collection sector, relating to this p

11、ractice, have significantly reduced in the intervening period. The industry considers that this reduction is a direct result of the ban on the practice of riding on the rear of vehicles. Having been agreed at a CEN level, this standard requires adoption into UK standard practice and specification. T

12、he industry would recommend that specifiers and manufacturers of this type of equipment should comprehensively assess the risks associated with providing or specifying vehicles with ride on steps for operatives. Prior to preparing a specification for RCVs, persons and organizations will undertake a

13、risk assessment of the various elements. Included in this risk assessment will be that of the ride on steps. This crucial health and safety issue should be risk-assessed prior to the purchase or use of vehicles with this equipment in place. Cross-references The British Standards which implement inte
