LL 8-2008 Page ii Foreword The NEMA Lamp Section has prepared this Standards Publication, based on d

14、iscussions with representatives of the United States Environmental Protection Agency, the United States Department of Energy, and the Natural Resources Defense Council. Utilities, environmental groups, energy efficiency consortia, and other stakeholders have recently expressed concerns that compact

15、fluorescent lamp market penetration could be negatively impacted because of the presence of mercury. Since compact fluorescent lamps are an environmentally preferable product from a total mercury life-cycle perspective, it is to the lighting industrys advantage to minimize these concerns. The two ke

16、y responses are to: 1. Limit the total mercury content of compact fluorescent lamps and 2. Ensure that compact fluorescent lamps are managed in an environmentally responsible manner at end-of-life. Therefore, this Standards Publication provides an industry way forward to commit to a voluntary maximu

17、m mercury dose level per lamp. It applies to integral, self-ballasted compact fluorescent lamps manufactured or imported after April 15, 2007. This will insure that manufacturers have sufficient time to manage their supply chains. In the preparation of this Standards Publication input of users and o

18、ther interested parties has been sought and evaluated. LL 8-2008 Page 1 Section 1 GENERAL 1.1 SCOPE This Standards Publication covers limited integral, self-ballasted compact fluorescent lamps of all base types, such as E26, GU24, etc., hereinafter

20、referred to as compact fluorescent lamps. 1.2 REFERENCES Normative documents will contain provisions, which through reference in this text will constitute provisions of this Standards Publication. By reference herein these publications are adopted, in whole or in part as indicated, in this Standards

21、 Publication. These referenced documents will be available from the organizations listed. A method of measuring total mercury content is under development by the International Electrotechnical Commission, and reference to it and any other relevant standards will be added in the future. LL 8-2008 Page 2 Section 2 MAXIMUM DOSE LEVEL The maximum dose level for an individual lamp shall be for a: a) 0 to less than 25-watt compact fluorescent lamp: 5 mg total mercury.* b) 25- to less than 40-watt compact fluorescent lamp: 6 mg to

23、tal mercury.* * The 5 mg maximum dose level is based on European Union ROHS requirements. * The 6 mg maximum dose level is based on the higher United States light levels and power requirements and the slightly higher level of mercury needed to operate a lamp at these wattages. LL 8-2008 Page 3 Section 3 CONFORMANCE AND MANUFACTURERS DECLARATION 3.1 CONFORMANCE Conformance shall be based on a voluntary manufacturers declaration (Clause 3.2). Conformance shall be maintained by a suitably controlled manufacturing process. A su

25、itable process shall also include periodic internal verification testing by the manufacturer or supplier (in the case of sourced lamps or amalgams or pellet doses). A manufacturer shall apply a minimum 95% conformance level to the long term manufacturing control plan. 3.2 MANUFACTURERS DECLARATION 3

26、.2.1 The National Electrical Manufacturers Association (NEMA) shall maintain a Web site where compact fluorescent lamp manufacturers are listed as conforming to the voluntary declaration.* Therefore, a manufacturers declaration of conformance shall be through listing on the NEMA Web site. All produc

27、ts sold by a manufacturer must be covered in order to be listed on the NEMA Web site. If a product is not intended to comply, it must be listed as an exception. NEMA will assume no responsibility for conformance and will simply maintain the list of companies that state that they comply and a list of

28、 deviating models, if they exist. 3.2.2 Manufacturers must resubmit their declarations by April 15 of every year. Failure to resubmit shall result in de-listing of the manufacturer. 3.2.3 NEMA shall not be liable for any errors or omissions or misrepresentations by manufacturers nor any failure to l

29、ist or de-list manufacturers. * Listing for NEMA member companies will be free. Listing for non-NEMA members will be $500.00 per year. This is subject to change. 30、PS Test lamps shall be 0 (zero) hour lamps, i.e. lamps would be tested out of the box without any seasoning or preparation. 4.2 SAMPLE SIZE Sample size is under consideration and will be included in the future. 4.3 METHOD OF MEASURING TOTAL MERCURY CONTENT A method of measuring total mercury content for conformance to Section 2 for compact fluorescent lamps is under consideration and development by the International Electrotechnical Commission and will be added in the future.
