30、on Hazardous Chemicals and acted on by NFPAat its MayAssociation Techni- cal Meeting held May 1923, 2002, in Minneapolis, MN. It was issued by the Standards Coun- cil on July 19, 2002, with an effective date of August 8, 2002, and supersedes all previous editions. This edition of NFPA42 was approved

31、 as anAmerican National Standard on July 19, 2002. Origin and Development of NFPA 42 NFPA 42 (formerly NFPA 40E), Code for the Storage of Pyroxylin Plastic, was developed by combining the requirements established in two other standards, NFPA 42-1967, Storage, Han- dling and Use of Pyroxylin Plastics

32、 in Factories, and NFPA43-1967, Standard for the Storage and Sale of Pyroxylin Plastic in Warehouses and Wholesale, Jobbing and Retail Stores. NFPA 42 and NFPA 43 were originally the responsibility of the Technical Committee on Explosives. In 1972, responsibility was transferred to the Technical Com

33、mittee on Storage, Handling and Transportation of Hazardous Chemicals. In late 1972, this Technical Commit- teeinvestigated theeffectiveness of both standards,sincevery littlepyroxylin plastic was in use and its manufacture in the United States had almost disappeared. Rather than withdraw either sta

34、ndard, it was decided to combine them to produce a single code that would cover all storage of pyroxylin plastic, with the exception of cellulose nitrate motion picture film and nitrocellulose used in the manufacture of lacquer. The project of combining NFPA 42 and NFPA 43 was begun in 1973 and comp

35、leted in January 1975. NFPA 40E was adopted at the 1975 NFPA Fall Meeting in Pittsburgh, PA, on November 19, 1975, becoming the 1975 edition.At the same time, NFPA42 and NFPA43 were withdrawn. Minor amendments were adopted at the 1980 NFPAFall Meeting for the 1980 edition, the 1985 NFPA Fall Meeting

36、 for the 1986 edition, and the 1992 NFPA Fall Meeting for the 1993 edition. For the 1997 edition, the Committee revised the definition of cabinet and added a defini- tion for segregated to clarify the scope and application of the code. The Committee updated the terminology used to describe fire door

37、s to be consistent with that used in NFPA 80, Standard for Fire Doors and Fire Windows. The Committee also updated the sprinkler terminol- ogy in Chapter 5 to be consistent with modern sprinkler technology. The other changes were editorial in nature to conform with the NFPA Manual of Style. The2002e

In determining the acceptability of installations, procedures, equipment, or materials, the author- ity having jurisdiction may base acceptance on compliance with NFPA or other

41、 appropriate standards. In the absence of such standards, said authority may require evidence of proper installation, procedure, or use. The authority having jurisdic- tion may also refer to the listings or labeling practices of an organization that is concerned with product evaluations and is thus

42、in a position to determine compliance with appropriate standards for the current production of listed items. A.3.2.2 Authority Having Jurisdiction (AHJ). The phrase “au- thority having jurisdiction,” or its acronym AHJ, is used in NFPA documents in a broad manner, since jurisdictions and approvalage

43、nciesvary,asdotheirresponsibilities.Wherepub- lic safety is primary, the authority having jurisdiction may be a federal, state, local, or other regional department or indi- vidual such as a fire chief; fire marshal; chief of a fire preven- tion bureau, labor department, or health department; build-

44、ing official; electrical inspector; or others having statutory authority.Forinsurancepurposes,aninsuranceinspectionde- partment, rating bureau, or other insurance company repre- sentative may be the authority having jurisdiction. In many circumstances, the property owner or his or her designated age

45、nt assumes the role of the authority having jurisdiction; at government installations, the commanding officer or depart- mental official may be the authority having jurisdiction. A.3.2.4 Listed. The means for identifying listed equipment may vary for each organization concerned with product evalu- a

46、tion; some organizations do not recognize equipment as listed unless it is also labeled. The authority having jurisdic- tion should utilize the system employed by the listing organi- zation to identify a listed product. A.3.3.7 Segregated. Sills, curbs, or intervening storage of non- hazardous compa

47、tible materials and aisles can be used as aids in maintaining separation. A.6.4.6A depth of 10 ft (3 m) of water will result in a floor load of 626 lb (284 kg) per 1 ft2(0.09 m2).
