Part 1 is the content of this registry1 that is organized as (from smaller units to larger units) elements, tables, registers, an

22、d realms. A registry consists of: a collection of data (some of its data may be considered metadata); the system(s) that implement(s) the collection of data; and the process(es), such as organization and procedures, that control and administer change to the data. A register contains data, while a re

23、gistry is the system and process that implement one or more registers. The registry is partitioned into one or more realms, each realm corresponding to (roughly) an application-specific use. For example, one realm might contain terminology and three other realms each might contain value domains for

24、three independent application-specific areas. This document, 19781-2 Registration Authority Process (a procedure standard, as required by ISO/IEC and JTC1 registration authorities), specifies the processes and procedures for administering the 19781-1 Registry Content. Both parts are available in thr

25、ee presentation forms: a paper-based document, a PDF electronic document, and on-line access via the web (see “http:/registry.jtc1sc36.org“). The on-line version is the authoritative and up-to-date version of this International Standard (both Parts 1 and 2). Baseline processes and procedures Part 2,

26、 Registration Authority Process, presents the baseline processes and procedures for controlling and administering change to the data in Part 1. Part 2 specifies the methods for adding, changing, and deleting data in the registry. These baseline procedures may themselves be modified and tailored to t

27、he specific needs of individual tables, registers, or realms. Specializing processes and procedures Just as data is added to, changed within, or deleted in the registry, its baseline procedures may be changed and administered within the registry. For example, the baseline procedures provide no requi

28、rements for a specific technical review for additions, changes, or deletions to the registry. If a technical review is desired for a particular table, register, or realm, the approving committee would approve specializations (e.g., overrides or extensions) to the existing processes and procedures fo

29、r that particular table, register, or realm. Delegating authority for technical review and approval The approving committee that approves all changes to the registry is, initially, ISO/IEC JTC1 SC36. Note that the Registration Authority (RA) does not approve changes, per se, but administers the chan

30、ge and maintenance processes and procedures, i.e., the RA performs a secretariat-like function. It may be impractical for a Subcommittee to review and approve all changes, especially, those changes requiring detailed technical review. Just as changes to the process and procedure may be approved, an

31、approving committee may delegate all or part of its technical review and approval to another committee.
