1、ACRP Problem No. 12-02-31 Using Candidate Conservation and Safe Harbor Agreements, and Habitat Conservation Plans in Response to Threatened and Endangered Species ACRP Staff Comments: The research may be better suited to be an ACRP synthesis project, as it proposes examining various agreement types

2、and habitat management plans for managing special interest wildlife species at airports. It could be the initial step to examine possible responses to endangered species at airports. TRB Aviation Group Committees Comments: ENVIRONMENTAL IMPACTS OF AVIATION CMTE - Support. This problem statement rese

3、arch is valuable for airports that are faced with the challenge of reducing wildlife hazards attractants on or near their airport while balancing the need for species and habitat protection in their area. This project will focus on listed species protection challenges, research where challenges are

4、taking place or have taken place, and provide case studies, costs, and innovations for airports to use in the future. This project will be useful to many airports that face these challenges. Review Panel Comments: Recommended Working out problems with differing regulatory agencies is complex. The sc

5、ope is somewhat nebulous; but for the cost proposed, this would be a valuable project because of the lack of research in the airport sector. It could set the stage or provide an initial “umbrella“ approach to dealing with a complex issue. One size does not fit all. It might be better suited to being

6、 a synthesis project to identify where this issue is significant. As a synthesis, this study might provide a fundamental approach to the problem. It also can provide support to the NEPA process and airport development. The research should be coordinated with Problem Statement 12-02-12. AOC Dispositi

7、on: Approved and funded at $110,000 as a quick response project. Airports would like to see this research done to help identify potential ways to speed up approval of capacity projects. 1 AIRPORT COOPERATIVE RESEARCH PROGRAM PROBLEM STATEMENT A AC CR RP P Problem NumberProblem Number: 12-02-31 Is th

8、is research idea in the FY2011 Emphasis Area: Maintenance (b) developing short case studies from these responses; (c) distilling successful and unsuccessful techniques and approaches; and (d) evaluating costs. Research would be conducted using a stepwise approach of questionnaires and interviews. Th

9、e questions and candidates for interviews would be developed with assistance for airport natural resources personnel and the consulting community. Depending on the nature of the response, additional information could be obtained from non-aviation sources known to have implemented CCAs, SHAs, and HCP

10、s in circumstances analogous to airports. 3 V. ESTIMATE OF THE PROBLEM FUNDING AND RESEARCH PERIOD The estimated funding is $100,000, and the timeframe for conducting the research is 12 - 18 months. VI. URGENCY AND PAYOFF POTENTIAL Airports experiencing conflict with listed species, or anticipating

11、conflict in the future, would benefit from a survey of current practice. In addition to providing best conservation practices and strategies, the study would help bring consistency to the implementation of endangered species programs. VII. RELATED RESEARCH The ACRP Impacts on Practice reports provid

12、e a general model for this type of study. The “Guidebook for Addressing Aircraft/Wildlife Hazards at General Aviation Airports” discusses depredation permits, which may have some relevance to aspects of the problem. Research has been performed on ecological factors connected with individual CCAs and

13、 HCPs. Research has also been performed on factors influencing landowner participation in the CCA program (Womack, 2008) and on legal aspects of landowner agreements under the ESA (e.g. Phelps, 1997; Ortiz, 1998). The US Fish &Wildlife Service (2005) has published a brochure describing a small selec
