Problem Title Evaluating ACRP as an Effective Tool for Addressing Airport Research Needs II. Research Problem Statement As ACRP approaches its fifth year, a review of the program is appropriat
3、e in order to identify the qualities that have contributed to the success of the program in carrying out its mission, as well as to identify potential improvements to the program. ACRP has provided valuable research through numerous research projects since its inception. Notwithstanding this success
4、, many participants and observers would agree that there is room for improvement of the program. Since there are projects in various stages of completion, including a number of completed projects, now is an appropriate time to evaluate the program. III. Objective The objective of this research is to
5、 evaluate the success of the Airport Cooperative Research Program in carrying out is mission. The research will evaluate all aspects of the program to identify approaches that have worked successfully and identify measures that could improve the program. IV. Research Proposed The research will evalu
6、ate all aspects of the ACRP program from problem statement development, project selection, panel selection, development of the request for proposal, contractor selection, and the final product. The evaluation should also consider the reputation of ACRP research and reports in the field, the extent t
7、o which they are used, and whether certain types of products are more useful than others. Another aspect of the research should be a focus on funding levels and determining whether there is a consistent and objective method for determining a projects funding based on the research needs, time and res
8、ources involved, and consideration of overall funding availability. The end product from this research will be a comprehensive evaluation of the ACRP program that will allow improvements to be made and result in the overall enhancement of the program. V. Estimate of the Problem Funding and Research
9、Period a. Recommended Funding: The recommended funding for this project is $250,000. b. Research Period: The research for this project should be conducted over a 12 month period with a total project time of no more than 18 months. VI. Urgency and Payoff Potential 2 The potential payoff of this proje
10、ct is significant since it will lead to improvements in all of the projects carried out by ACRP, thus improving the yield of the money invested in ACRP. Now is an appropriate time to conduct this project since ACRP has been operating for several years and there are currently projects in all stages o
11、f completion, which will provide an adequate sample for evaluation. VII. Related Research To our knowledge ACRP has not type of comprehensive evaluation. To the extent that ACRP has review its practices and procedures in the past, that information would be useful for evaluation as part of this proje
