8、BSI BS 7606:1992 ii BSI 08-1999 Foreword This British Standard has been prepared under the direction of the Consumer and Contract Goods Standards Policy Committee to provide requirements for social alarm system equipment concerned with the telephonic communication of an alarm condition and is based
9、upon Special Investigation Test Schedule 87/33 prepared by the British Approvals Board for Telecommunications. In order to simplify the regulatory requirements for social alarm systems for use by the elderly or other persons considered to be at risk, this British Standard specifies limited requireme
10、nts; speech transmission and system performance requirements are not included except to ensure that alarm calls can be set up without interference to other users of, or damage to, any public telecommunications network to which the system is connected. Necessary requirements for electrical and acoust
11、ic safety are fully specified, however, manufacturers are encouraged to meet all of the relevant requirements and recommendations of the standards referred to in this British Standard and are reminded that an approval for the purposes of the Telecommunications Act 1984 does not imply fitness for pur
12、pose. In particular, attention is drawn to BS 6804:1986 the British Standard code of practice for social alarm systems which provides information to assist in the selection of a system and recommendations for the performance of equipment together with a diagram of a typical social alarm system. The
13、public telecommunications operators require any person who connects subscribers apparatus directly or indirectly to any telecommunication system to comply with the terms and conditions relating to the attachment of apparatus under which service is provided. This standard is presented for designation
14、 under Section 22 of the Telecommunications Act 1984. It is stipulated in that Section of the Act that apparatus within the scope of a designated standard may only be approved for connection to a telecommunication system if it conforms to that standard, subject to such exceptions as may be determine
15、d by or under the designation. The designation of this standard may stipulate variations of, or additions to, the requirements of this standard and may also set conditions that have to be complied with as regards the apparatus, or its connection, or use. A copy of the designation will be included, w
16、hen available, with all copies of this standard. Any further information on, or details of, the designation of this standard may be obtained from the Office of Telecommunications (OFTEL), Export House, 50 Ludgate Hill, London EC4M 7JJ. This British Standard does not deal with radio transmission requ
17、irements for social alarm equipment. The Radiocommunications Agency should be consulted about approval and/or licenses required for such transmissions. 24、d BS 7369:1991 apply, together with the following. 3.1 local unit that part of a social alarm system which receives and transfers signals between the short range transmission and the long range transmission NOTEA local unit may incorporate a telephone handset and/or a loudspeaking telephone. 3.2 rem
25、ote site dwelling or group of dwellings monitored by a social alarm system 3.3 door unit intercommunication equipment that may communicate with any local unit at the same site and with an alarm receiving station 3.4 master unit equipment, used in conjunction with a local unit, by means of which it i
26、s possible to communicate with any local unit at the same site or with the alarm receiving station NOTEA master unit may be integral with the local unit and activated when required, for example, by means of a key. 3.5 long range transceiver device which provides an interface between the local unit a
27、nd the PSTN, and which may be an integral part of the local unit NOTEThis device will provide all necessary electrical isolation and signal level control between the local unit and the PSTN. Call set-up to the PSTN may be by loop disconnect or multi-frequency tone signalling initiated manually or au
28、tomatically. 3.6 dispersed scheme number of separated dwellings with individual social alarm systems 4 General requirements 4.1 Application The requirements given in this clause shall apply to long range transceiver apparatus and to alarm receiving station apparatus. 4.2 Safety Apparatus shall confo
29、rm to the safety requirements given in BS 6301:1989. Portable apparatus shall be constructed so as to maintain safety requirements after impact, in accordance with 16.2 of BS 6317:1982. NOTE 1Where cables from the PSTN to a long-range transceiver may be routed externally to the building in which the
30、 equipment is installed, the recommendations of BS 6701-1 should be applied. NOTE 2The recommendations of BS 6701 and OFTEL Update SA 52 1 will, in general, also apply. 4.3 Electrical characteristics Apparatus shall conform to the requirements of clause 4 of BS 6305:1982, with the exception of 4.4.1
31、. 4.4 Power failure Apparatus shall continue to conform to the requirements specified in 4.1 and 4.2 of BS 6305:1982 for not less than 7 h after failure of the principal power supply, and shall conform to all other requirements of this British Standard for at least 1 h during this period. 4.5 Connec
32、tion to the PSTN Only one direct PSTN connection shall be permitted for each long range transceiver. Connection to the PSTN shall be by one of the following means: a) solid copper conductors of size between 0.38 mm and 0.65 mm; or b) by a plug conforming to BS 6312:1985. The connected equipment shal
33、l conform to the requirements of clause 3 of BS 6305:1982. 34、shall conform to the requirements of BS 6789-3.1:1985, except that the references to BS 6789-1:1984 shall not apply. Auto-calling shall function in Mode 2 as defined in BS 6789-3.1:1985. Conformity shall be checked by inspection. 4.7 Auto-answering facilities Apparatus incorporating auto-answering f
35、acilities shall comply with the requirements of BS 6789-3.2:1987, except that the references to BS 6789-1:1984 shall not apply. Apparatus shall establish the on-line condition after the application of ringing voltage. This shall not apply where call-answer is by means of a handset. Conformity shall
36、be checked by inspection. The apparatus shall conform to 5.2.1 of BS 6789-3.2:1987. 4.8 Line breaks When using loop-disconnect signalling, apparatus shall conform to the requirements of 10.2.2 of BS 6317:1982. 4.9 Speech transmission 4.9.1 Sheltered schemes 4.9.1.1 When apparatus is in the handset t
37、elephony mode, it shall conform to the requirements of 13.9 and 13.10 of BS 6317:1982, including amendments. 4.9.1.2 When apparatus is in the loudspeaking mode, it shall conform to the requirements of 7.3, 7.5 and 7.6 of BS 6789-2:1984. 4.9.2 Dispersed schemes 4.9.2.1 Where apparatus is intended to
38、make calls to any network address other than to an alarm receiving station, the requirements given in 4.9.2.2 and 4.9.2.3 shall apply. 4.9.2.2 When apparatus is in the handset telephony mode, it shall conform to the requirements of BS 6317:1982, including amendments. 4.9.2.3 When apparatus is in the
39、 loudspeaking mode, it shall conform to the requirements of BS 6789-2:1984, except that references to BS 6789-1 shall not apply. 4.9.2.4 In the event of an alarm call being initiated whilst a call is already in progress to other than an alarm receiving station or the emergency services, the apparatu
40、s shall assume off-line conditions and shall then commence its auto-calling pattern. Control shall not be returned to the user until the alarm call has been completed. 4.9.3 Speech interconnection Direct speech transmission either between local units, except when used in conjunction with a master un
41、it, or between speech channels of different dwellings served by a single local unit, shall not be possible. Conformity shall be checked by inspection. Direct speech transmission between a door unit and local units at the same site and between a door unit and an alarm receiving station shall be permi
42、tted. 4.10 Instructions for use Instructions for use shall be supplied with apparatus in accordance with 6.2 of BS 6305:1982 and the recommendations of BS 7524:1991. 4.11 Marking Apparatus shall be marked in accordance with clause 5 of BS 6305:1982. 5 Alarm receiving station apparatus 5.1 Applicatio
43、n In addition to the requirements given in clause 4, alarm receiving station apparatus shall conform to the requirements given in 5.2. 5.2 Coupling between exchange lines 5.2.1 The insulation resistance between any wire of an exchange line termination and any wire of another exchange line terminatio
44、n provided on the apparatus shall be not less than 5 M7 at 100 V for any state of the system. Conformity to this requirement shall be checked by direct measurement. 5.2.2 When a signal of 7 dBV in the frequency range 200 Hz to 4 kHz is applied to any connection to the PSTN, the resultant signal meas
45、ured at any other PSTN connection shall not exceed 72 dBV. For test purposes, connection to the specified system shall terminate in the network shown in Figure 5 of BS 6305:1982 and shall use the d.c. excited test circuit shown in Figure 7 of BS 6305:1982. 5.2.3 Apparatus shall not be capable of con
46、necting a PSTN call to any other PSTN call. Conformity to this requirement shall be checked by inspection. 5.2.4 For speech or non-speech apparatus capable of being placed in an on-line state such that all transmission functions or facilities incorporated are suppressed by at least 30 dB, the impeda
47、nce in that state shall be as specified in 4.3.2.2 of BS 6305:1982 or a value of impedance within the range (270 30) j30 7 in the frequency range 200 Hz to 4 kHz and in the apparatus current range given in A.4 of BS 6305:1982. NOTEThis condition may be termed “line hold” or “hold”. 6 Privacy considerations In social
49、 alarm systems providing speech facilities, it shall not normally be possible to open a listening channel unilaterally from either end of the system unless an alarm has been initiated from the local unit. Where the special needs of those at risk dictate, but not in areas for use by the general public, systems may be installed which incorporate a facility for an alarm recipient to open a listening channel which shall be subject to the following requirements. a) The occupiers of the protected premises shall be made fully aware by user instruction that such a facility ex
