22、 form the specialized system for worldwide standardization. National bodies that are members of ISO or IEC participate in the development of International Standards through technical committees established by the respective organization to deal with particular fields of technical activity. ISO and I

23、EC technical committees collaborate in fields of mutual interest. Other international organizations, governmental and non-governmental, in liaison with ISO and IEC, also take part in the work. International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 3. I

24、n the field of information technology, ISO and IEC have established a joint technical committee, ISO/IEC JTC 1. Draft International Standards adopted by the joint technical committee are circulated to national bodies for voting. Publication as an International Standard requires approval by at least

25、75 % of the national bodies casting a vote. Attention is drawn to the possibility that some of the elements of this part of ISO/IEC 10918 may be the subject of patent rights. ISO and IEC shall not be held responsible for identifying any or all such patent rights. International Standard ISO/IEC 10918

26、-4 was prepared by Joint Technical Committee ISO/IEC JTC 1, Information technology, Subcommittee SC 29, Coding of audio, picture, multimedia and hypermedia information, in collaboration with ITU-T. The identical text is published as ITU-T Recommendation T.86. ISO/IEC 10918 consists of the following

31、s as defined in the CCITT Rec. T.81|ISO/IEC 10918-1 and ITU-T Rec. T.84|ISO/IEC 10918-3. Unless otherwise specified, (P)rofiles, (T)ags, colour (S)paces, (M)arkers, (C)ompression types and image (R)egistration authorities will be referred to as PTSMCR items. ISO/IEC JTC 1 SC 29 will delegate to a de

32、signated Authority the role to collect, study, approve, register and disseminate the relevant information to allow for the customization of JPEG standard. The following table gives an overview of the main issues about registration of PTSMCR items. 2 Normative references The following Recommendations
