FOOD SAFETY PRODUCTS IN CHINA HIGHLIGHTS Demand for food safety products in China is forecast to increase 14.8 percent annually to 13.0 billion in 2013. Sales will be boosted by rising food and beverage output, as well as by an increasing focus

6、 on food safety in response to enhanced government regulation. Despite the strong growth outlook, there remain numerous challenges for the food safety industry in China. These include a general lack of awareness of food safety best-practice, and a culture among small-scale food producers of delibera

7、tely using risky production practices. Disinfection products is projected to remain the largest segment through 2013 with sales reaching 8.0 billion. Demand will be driven by the increased use of disinfectants and sanitizers in large processing plants. Sales of tracking and other products are expect

8、ed to grow 23 percent per year through 2013, outstripping advances in other product categories, driven by concerns over food supply chain security. Food processing plants will continue to be the largest market for food safety products in China through 2013, when total consumption by these firms is f

Other markets will also grow at double digit rates, with the government market especially important due to expanding regulation prompting spending in other market segments. 11、t per year growth from 2003. Gains were driven by spending increases by large food processors, largely in response to enhanced government food safety testing procedures. In addition, the location of overseas-based food and beverage producers in China increased sales of food safety products as many t

12、ransplanted their standard production processes into their Chinese facilities. The integration of Chinese producers into the global food and beverage supply chain has also been beneficial to food safety product demand, with export purchasers of Chinese food and food ingredients typically requiring h

13、igher levels of food safety than domestic consumers. This report analyzes the Chinese market for food safety products by type (disinfection products, preservatives, diagnostic testing products, and tracking and other products) and market (food processing plants and other). Products such as color-cod

14、ed utensils and storage containers, hand soap, dish detergent, dishwashing equipment, ovens and refrigeration equipment do not feature in this report due to being considered integral to businesses even from a non-food safety standpoint. Advances were driven by rising food and beverage out

17、put and expanding food safety expenditures by large food safety processors, particularly in response to government regulation efforts. The government sector was the largest of these markets in 2008 with 45 percent of segment demand, and sales grew in line with food

Government demand gains for food safety products were driven by expanding local authority food inspection regimes, and by the high cost of many of the analytical instruments used in government laboratories. Demand for food safety products in the foodservi

20、ce establishment and retail, wholesale and distribution categories was restrained by the poor food safety practices of firms operating in these markets, as well as by the fragmented nature of these industries. In addition, comparatively low levels of government regulation ensured that food safety sp

21、ending gains in these markets lagged advances in the food processing market segment, although strong growth did occur between 2003 and 2008. Finally, a fragmented agricultural sector and low farm incomes restrained demand in the agricultural food safety market, with sales accounting for a negligible

In product segments such as disinfectants and sanitizers, and especially preser

23、vatives where Chinese producers are among the leading companies in the world, domestically produced products dominate the marketplace. On the other hand, imported products such as disinfection and diagnostic equipment and more advanced chemical testing kits continue to account for a large portion of

24、 Chinas food safety product demand. However, in recent years domestic Chinese companies have significantly improved their production capabilities in more technologically sophisticated product segments. For example, the performance of domestically produced chemical pathogen testing kits and portable

25、rapid response diagnostic equipment is approaching those of imported items, and domestic products are available at significantly lower prices. In addition, improving food safety awareness and more stringent regulatory enforcement measures are leading to rising food safety expenditures by major food

26、and beverage manufacturers in the country. This in turn is boosting sales of high-end, imported disinfectants and preservatives. As in many Chinese equipment and chemical industry sectors, spending on the research and development of new food safety technologies is low in relation to corporate revenu

27、es and in comparison to expenditures in developed markets. Furthermore, this spending is primarily orientated toward bringing the production capabilities of domestic suppliers up to international standards, as opposed to innovative applications. As a result, the majority of advances in food safety p

28、roduct technologies originate in industrialized markets, where innovation is an important strategy in remaining competitive. Most high-end technologies available in overseas markets can be purchased through various distribution channels in China, although sales remain extremely low in comparison to

Page 7 FOOD SAFETY PRODUCTS IN CHINA Food Supply Chain Trends The fragmented, often rudimentary, food and beverage supply chain in China contains a number of points where products are vulnerable to contamination. Many parts of

30、 the supply chain in China frequently feature exposure to temperatures or other environmental conditions that may not be suitable for safe food production, storage or distribution. Furthermore, the lack of control over and traceability of food ingredients ensures it is difficult to detect contaminat

31、ion due to deliberate actions such as the use of unsafe additives. This in turn weakens the incentives for suppliers to change unsafe practices and leads to further instability in the Chinese food supply. A weak supply chain has both positive and negative effects on the food safety product industry

32、in China. On the positive side, sales of diagnostic testing equipment benefit from the governments focus on testing finished food products for known contaminants. However, the lack of accountability engendered by an opaque supply process results in suppressed food processor demand for a range of tes

33、ting and disinfection products, especially among small- and medium-sized producers. As food and beverage production has increased in China, relying on government testing regimes is not a sustainable method to ensure food safety, and supply chain improvements to promote safety and responsibility are

34、seen as an important factor in reducing the risk of food contamination. Furthermore, certain food safety products that are widely used in mature food industries are not compatible with primitive, localized supply chains in much of China. One such restraining factor is the lack of an unbroken refrige

35、rated supply chain (or cold chain). For example, the lack of a continuous cold chain from slaughter- house to retail store limits the use of pasteurization techniques. The lack of meat pasteurization affects sales of disinfectant rinses that are often applied during this process. The development of

Most of these firms are small enterprises that compete in only one m

44、arket segment, with the largest numbers of participants in the disinfectant and sanitizer, and preservative market segments. Despite this fragmentation, significant consolidation activity is not expected in the near term. Indeed, as the industry expands at a healthy rate going forward, it is expecte

45、d that more firms will begin to offer food safety products in China. There is significant variation in the structure of different food safety product industry segments, reflecting their differing maturity and the required levels of financing and technological sophistication. For example, disinfectan

46、t and sanitizer sales are spread over a large number of small, mainly domestic firms, often operating over limited geographical areas and in numerous product segments. On the other hand, suppliers of sophisticated tracking software systems are almost exclusively overseas-based firms. The leading sup
