Task group reports A meeting of the Standards Technical Panel of UL for Personal Flotation Devices (STP 1123) was held on Ma

5、rch 13 and 14, 2007 at ULs Research Triangle Park office. The purpose of the meeting was to discuss the topics indicated above. The purpose of the STP meeting report is to briefl y summarize discussions held during the meeting, and to document any resulting outcomes, including planned future action.

7、UTION CALL TO ORDER, ANNOUNCEMENTS, INTRODUCTION OF MEMBERS, GUESTS, AND OBSERVERS Dan Ryan, STP 1123 Chair, called the meeting to order at 9:00 a.m. The Chair introduced himself, welcomed the STP members, invitees, and guests, and then asked meeting attendees to introduce themselves. The STP Chair

8、reviewed the straw pole procedures for polling done during a meeting and explained that straw polling is to determine the simple majority STP member position with regard to issues being considered by the STP. He reminded everyone that all formal voting is done by balloting in ULs Collaborative Devel

9、opment System (CSDS). The Chair indicated that in accordance with ULs STP procedures, individuals representing STP members that could not make the meeting and that have been identifi ed as designated representatives are not permitted to participate in straw pole votes for STP 1123 members during the

10、 meeting. The Chair highlighted that UL has a patent policy and ULs policy is consistent with the American National Standards Institutes (ANSIs) policy. Nothing prohibits inclusion of patented information in a UL standard but the patent must be disclosed and the procedures of ULs policy must be foll

11、owed. ULs patent policy may be accessed from the following web site: http:/ patentpolicy.html The Chair provided an overview of the STP process and where we are today. He explained that UL uses a web-based program called ULs Collaborative Standards Development System (CSDS) for the distribution of p

12、roposals to revise the standard and the collaborative approval process surrounding it. UL Standards that are assigned to STPs are under continuous maintenance. The UL Standards process will accept proposals at any time (24/7/52) and standards are generally not placed on a specifi c revision cycle. P

13、roposals may be processed through the STP / public comment in successive work areas. CSDS proposal review work areas are opened for STP members to vote and STP members and public review participants to submit comments. When a comment period ends, a review is conducted to determine if initial consens

14、us on the proposals had been met. A ballot of a new or revised standard is considered to meet initial consensus if a majority of STP members voted, and more than 50 percent voted yes and if this happens the document continues in the consensus process. (Note that 50 percent + support is required to c

15、ontinue the process, but two-thirds support is ultimately required for a proposal to pass). The next step is to formally discuss and respond to all comments that are posted during the current ballot / public review process. When initial consensus is met the Chair assigns the task of preparing respon

16、ses to the comments and substantive changes received to a task group, the submitter, STP member, or holds an STP meeting where the responses are drafted. The comments, responses to comments, and any associated revisions to the proposed standard will be circulated to the STP and subscribers. Voting m

17、embers will then have 30 days during which they can change their initial votes should they choose to do so. If we achieve the required two-thirds consensus at the end of this period, then the new edition or revision pages would advance to publication. The Chair explained that consensus during recirc

18、ulation is considered achieved when (1) there is approval by at least two-thirds of those members who have submitted a vote, excluding abstentions and negatives based on material not under consideration and (2) a majority of the STP have returned a ballot. The Chair pointed out that sometimes during

19、 the ballot period some STP members do not provide a comment with their negative vote. During the initial consensus calculations (ballot period), negative votes without comments or comments not related to the proposal are recorded as a “negative without comment” and are not required to be responded

During any recircu

22、lation period, STP members that didnt provide a comment with their negative vote will again have the opportunity to record their desired vote within the CSDS recirculation work area. ANNOUNCEMENTS AND REPORTS An attendance roster was circulated, reviewed by STP members, and marked up to indicate any

23、 contact information updates. Additionally, guests and invitees provided contact information on a separate sign in sheet. STP 1123 MEMBERSHIP COMPOSITION The recent change to the composition of the STP from three to eight interest categories was discussed. The STP 1123 membership was converted to th

24、e new categories in August 2006. UL has broadened STP membership representation to achieve greater breadth of perspective and to facilitate better participation by stakeholder groups. The current balance of the STP was discussed at the meeting and is shown in the following table: STP 1123 - current

Representative of organizations that manufacture products covered by the standard, whose organization also use the product, are not eligible for STP membership under t

Consumer: Consumer organizations, consumer departments at universities, home economic departments at universities, professional consumers, individuals who use the product as part of their livelihood and are not eligible for STP membership under another interest category. These may include CPSC, FDA, EPA, DOT, DOE, DOD, NIST, etc. Also, representatives of state, local, or regional government bodies that do not fall under the category of AHJ. Supply Chain: Component producers for an end-product ST

31、P or end-product producers for a component STP; installers; distributors; and retailers. Manufacturers with no manufacturing facilities for the products by the STP, but solely use contract manufacturers to make the products. Wholesale or retail purchase-resellers for products made by other companies

32、 are also considered as part of the supply chain category. Testing and Standards Organization: Organizations that test and/or certify products covered by the standard, or that develop standards/codes related to the products covered by the Standard. 34、ngth Test Task Group Topic 6 e):STP Organization Topic 6 f):International Harmonization Topic 6 g):Competition Vest Topic 6 h): Cost/ Benefi t of Testing FUTURE MEETING SCHEDULE Dan Ryan, STP Chair, asked for input regarding a suggestion he received to hold STP 1123 meetings in conjunction with PFDM

35、A meetings as UL and the PFDMA have done in the past. However, the STP and other meeting attendees did not support this idea because of the amount of material covered at the two meetings. An STP member stated that it was not productive to hold these two major meetings back to back. The Chair stated

36、that due to the continuing volume of activity the STP 1123 may need to meet at least once a year. UL will monitor the processing of current proposals, the development and submission of new proposals, and the completion of objectives by task groups. An STP meeting will be considered for the late fall

37、 of 2007 or early 2008 if warranted by the submittal of complete proposals from individuals and/or task groups. 39、mber 15, 2006 bulletins UL 1123 proposal to add childrens information placard requirements to help users in selecting an appropriate PFD RESOLUTION As a result of STP meeting discussions of this proposal and comments received during the ballot and comment period, a fi nal disposition to each comment

40、 was determined and substantive changes to the proposal were agreed upon by the STP. The comment responses will be posted on CSDS in conjunction with recirculating the changes to the proposal. UL 1123 proposal to delete shifting and bunching of inherently buoyant material requirements that specify i

41、nternal foam shall remain in its original orientation following exposure using a front loading washing machine. RESOLUTION This proposal has been withdrawn by the submitter. A new Shifting and Bunching Task Group was formed and the objective of this task group is to review current UL 1123 requiremen

42、ts for shifting and bunching and determine if the requirements should be revised. The Task Group will develop a proposal if determined appropriate. UL 1123 proposal to revise the adjustment of closure requirements in the donning test. RESOLUTION As a result of STP meeting discussions of this proposa

43、l and comments received during the ballot and comment period, a fi nal disposition to each comment was determined and substantive changes to the proposal were agreed upon by the STP. The comment responses will be posted on CSDS in conjunction with recirculating the changes to the proposal. UL 1123 p

44、roposal to revise the sample size and sample clamping requirements in the secondary closure attachment strength test. RESOLUTION As a result of STP meeting discussions of this proposal and comments received during the ballot and comment period, a fi nal disposition to each comment was determined and

45、 substantive changes to the proposal were agreed upon by the STP. The comment responses will be posted on CSDS in conjunction with recirculating the changes to the proposal. UL 1180 proposal to add defi nition to white water paddling. RESOLUTION As a result of STP meeting discussions of this proposa

46、l and comments received during the ballot and comment period, a fi nal disposition to each comment was determined. The STP agreed that no substantive changes need to be made to the proposal. The comment responses will be posted on CSDS in conjunction with recirculating the proposal without revision.
