4、 Fully Infl atable Recreational PFDs, UL 1180; PROPOSED EFFECTIVE DATES SUMMARY OF TOPICS This bulletin contains proposals for the following changes in requirements: Revisions to the UL 1123 Work Vest Proposal. This amended proposal (#001123007) which addresses snagging provides the latest revision

5、for review and balloting. Revisions to the UL 1123 Tensile Test (#011123004) to clarify test procedures for evaluating devices incorporating zippers and with side adjustment systems. Revisions to the UL 1123 Post Donning Ease of Adjustment Test (#011123005) to clarify testing procedures for inherent

6、ly buoyant devices. Revisions to the UL 1180 Rearming Kit (#031180003) to establish different requirements for fully infl atable PFDs that use automatic signaling infl ators that require only a charged CO2 cylinder for rearming. 7、e attached comment matrix in Appendix A provides the comment dispositions from the ballot of the Work Vest proposal which was included in the meeting report dated February 22, 2002. The dispositions noted in the comme

9、nt matrix were determined from discussions between the commenter and the Work Vest working group members. The effective dates are the same as stated in the meeting report dated February 22, 2002 unless noted otherwise. The amended proposal is included in Appendix B. A ballot for the amended Work Ves

10、t proposal is included in Appendix G. In regard to the new UL 1123 and UL 1180 proposals in Appendix C and D respectively, if you are a voting member of the STP, complete the attached ballot(s) with your vote on the proposals. Ballots for the proposed requirements for UL 1123 and UL 1180 are found i

11、n Appendix G. Please note that all negative ballots must be accompanied by supporting written reasons, and where possible, proposals for a solution of the problem raised. In regard to the proposals in Appendix C and D, if you are a subscriber or other interested party, you are requested to s

14、end comments on the proposed requirement(s), impact statement(s), and proposed effective date(s) to the STP Secretary. The STP member ballot should not be used to submit your comments. 30、ition Markle/LantzSB 6.1In the proposed revised paragraph SB6.1, we do not agree with deleting all reference to universal sizing of work vests. Whereas we have accepted a limited number of sizes in addition to the universal size devices, and even more sizes for specialized designs (work suits), ther

31、e is a need to differentiate the sized vs. universal size devices fro the user if the universal guideline is not followed. In addition, when a device is not a universal size our policy in the past has been to have an additional marking on the outside of the work vest to identify the specifi c size.

32、We suggest that the wording be retained with a clarifi cation and add an exception to the universal size as follows: SB6.1 A device shall be constructed for use by persons weighing more that 90 pounds (41 kg) and shall be universal size (fi ts chest sizes 32 to 50 inches (810127 cm).Exception: A dev

33、ice may be designed to fi t alternate chest sixes provided the size and chest range that the device was tested for, is marked on the approval label and the size is marked in letters not less the 0.5 inch (12.5 mm) on the front panel of the work vest with the marking required by SB17.1.2.Rationale: T

34、his will be consistent with the sizing of the standard work vest and will accommodate the alternate sizes that have been approved as well as future exceptions. The Work Vest working group agrees with the comment and the proposal has been changed accordingly. Markle/LantzSB 17.1.2Section SB17.1.2 als

35、o needs an exception added to accommodate dual labeling to Type III/V PFD. SB17.1.2 Each device shall be marked, on front panel, with WORK VEST ONLY in letters not less than 1 inch (25 mm) high.Exception: A device that is dual labeled as a Type III/V may additionally be marked, on a front panelON ME

For your convenience in review, proposed additions to the previously proposed requirements are shown bold and underlined and proposed

40、 deletions are shown boldand lined-out. Proposed new requirements are identifi ed by (NEW). WORK VEST PROPOSAL - UL 1123 (#001123007) SUBMITTED BY: WORK VEST WORKING GROUP PROPOSAL (NEW) SB5.4 The excess webbing length shall be less than 4 inches (101.6 mm) when measured from the body of the device at the last point of securement (

42、e.g. plastic belt keeper, belt loop, stitch, hardware, etc.) to the furthest endpoint of the webbing per the manufacturers donning instructions. (PROPOSED) SB6.1 A device shall be constructed for use by persons weighing more than 90 pounds (41 kg) and shall be universal size (fi t chest sizes 32 to

43、50 inches (81-127 cm). 44、king required by SB17.1.2. (NEW) SB7.3 The test participant is then to be given the instructions, This vest will be used around machinery. The loose ends of the webbing straps need to be secured to prevent becoming entangled in machinery. Read the manufacturers donning instructions to secure loose s

45、traps. The test participant is not timed. A candidate device shall comply with the requirements in SB5.4 with no more than 10 percent of the test participants being unsuccessful. When more than 10 percent of the test participants are unsuccessful, one of the following shall apply: a) a. Increase the

46、 number of test participants until the candidate device achieves a 90 percent success rate, or b) b. A revised set of manufacturers donning instructions is provided with all tests repeated (NEW) SB8.2 A candidate device shall comply with the requirements in SB5.4 following the tests specifi ed in SB

47、8. When the test participant is unsuccessful, a revised set of manufacturers donning instructions is required and the test shall be repeated using a new test participant.
