For Preliminary Review Only: proposal to revise Post Donning Ease of Adjustment Test requirements COMMENTS DUE: November 24, 2006 These proposals are for review and comment only (no ballot at this time). Please note that comments on a

3、 preliminary review document will not receive a response from the proposal author through CSDS. Instead, the proposal author is asked to review the comments received during the preliminary review and adjust the proposals and/or supporting rationale as the author determines to be appropriate. The pre

4、liminary review process is an informal mechanism that provides authors with the opportunity to refi ne their proposals before the proposals advance in ULs standards development process. Normally, the next step in the process is the more formal STP ballot and stakeholder review process. Only comments

5、 newly posted during the more formal STP ballot and stakeholder review process will be addressed and responded to. For your convenience in review, proposed additions to existing requirements are shown underlined and proposed deletions are shown lined-out. 1. For Preliminary Review Only: proposal to

6、delete Dynamic Strength Test requirements for the X-large test frame RATIONALE Proposal submitted by: Chris James, UL The intent of this proposal is to delete the extra large test frame and allow these devices to be tested on the adult test frame. This proposal will require the manufacturers to scal

7、e down an extra large device (chest sizes larger than 52 inches), so that it will properly fi t the current adult test frame as defi ned in UL1123, Fig. 23.1 and Table 23.1. This revision relates to testing conducted which has determined that adult sized devices create more consistent results, as we

8、ll as considered to be a more severe case. PROPOSAL 23.2 For this test, a new sample of the device is to be secured to a test form, see Figure 23.1 and Table 23.1 by the primary means of closure provided on the device. Extra large adult sized devices (chest size over 52 inches) shall be constructed

For Preliminary Review Only: proposal to revise excess body strap requirements RATIONALE Proposal submitted by: Chris James, UL The intent of this proposal is to eliminate the uncertainties of measuring excess body length on test subjects by evaluating the excess body lengths on a test cylin

14、der. This proposal also takes into account the continued use of side adjustments by means of allowing more than 3 inches for excess strap. PROPOSAL 12 Primary Closures 12.1 For adult and youth devices T the extended fi nished length of each body strap used on a device shall not allow an adjustment t

15、o exceed by more than 3 inches (76 mm) the minimum length required to secure the device, when measured as follows the measurements below when measured from the end of the buckle to the stop on the T-tab. The device shall be placed over a cylinder having an outer circumference equal to the maximum ch

16、est size for which the device is intended and adjusted to a snug fi t: a) On the largest test participant successfully tested in accordance with the Performance Tests specifi ed in Sections 15 18 No greater than 3 inches (76 mm) of total adjustment for a single body strap that does permit separation

No greater than 10 inches (254 mm) of total adjus

19、tment for a single body strap that does not affect separation of front fl otation pads (for example, side adjustments). 12.2 Compliance with 12.1 shall be determined by either of the following methods: a) The overall fi nished length of each body strap shall be measured with all adjustments at maxim

20、um body strap length. The outside circumference of the device at each strap location shall then be measured with the vest fi tted as intended on a test subject of the maximum chest size successfully tested. The difference between the strap measurement and the circumference measurement at the strap l

21、ocation shall not exceed 3 inches (76.2 mm), or b) The vest shall be fi tted as intended on a test subject of the maximum chest size successfully tested and a measurement shall be made along the means of adjustment to some reference points. Then all means of adjustment shall be at maximum body strap

22、 length and a second measurement shall be made along the means of adjustment to the reference points. The difference between the two measurements shall not exceed 3 inches (76.1 mm). 3. For Preliminary Review Only: proposal to revise Post Donning Ease of Adjustment Test requirements RATIONALE Propos

23、al submitted by: Chris James, UL The intent of this proposal is to more clearly defi ne the requirements of the Post Donning Ease of Adjustment Test, as well as introduce a tolerance relating to the amount of test participants which must obtain satisfactory results. PROPOSAL 15A Post-Donning Ease of

27、to operate any adjustments, when subjected to the tests specifi ed in Sections 15A.2 and 15A.4. 15A.2 For an adult Type II and III devices donned prior to entering the water, each primary closure adjusted during the Donning Test (15.1 15.6) shall be able to be loosened and tightened within a minimum

28、 adjustment length of one inch (25.4 mm), or the maximum remaining adjustment of the device, whichever is less. This shall be demonstrated without having to remove the device, or disengage any primary closures to operate any adjustments. Such demonstration is to be made with a wet device donned and

29、adjusted to a snug fi t. In addition, at least one test participant shall perform this test in a dry device. Exception: When a test participant is unable to tighten a specifi c primary closure, that closure is to be adjusted to the fully extended position for the tests specifi ed in 15A.4. 15A.3 For

30、 an adult device donned and while fl oating in the water, the shoulder gap value shall not exceed 6 inches (152 mm) when tested as specifi ed in Section 15A.4 and the freeboard value shall comply with the applicable requirements as specifi ed in 16.3.1 or 16.3.4. Exception No. 1: The shoulder gap re

31、quirements do not apply to fl oat coat or wetsuit style PFDs. Exception No. 2: For pear-shaped individuals only (i.e., stomach is larger than chest), a device need not comply with the shoulder gap requirements. See THINK SAFE PFD PAMPHLET. For the purposes of this exception, a compressed chest size

32、measurement is taken, similar to a snug fi tting PFD. 15A.4 After completion of the Flotation Stability Test (Section 16) and while in the water, the test participant shall loosen the same closure adjustments in 15A.3 as tightened during the Donning Test (15.1 15.6), without having to remove the dev

33、ice, or disengage any primary closures to operate any adjustments. After loosening the device, the participant shall perform three bobbing motions as described in 16.4.5. The test participant shall then reposition and adjust the device to a snug fi t by retightening the device as much as possible. T

34、he three bobbing motions shall be repeated. The shoulder gap value shall be determined as described in 16.4.6. 15A.5 The shoulder gap value shall not exceed 6 inches (152 mm) and shall be determined as described in 16.4.6. Exception No. 1: The shoulder gap requirements do not apply to a fl oat coat,

35、 a yoke style or wetsuit style PFDs. Exception No. 2: For pear-shaped individuals only (for example, stomach is larger than chest), a device is not required to comply with the shoulder gap requirements, except as noted in Table 15A.1. Proposal to revise the adjustment of cl

Proposal to add childrens information placard requirements to help users in selecting an appropriate PFD RATIONALE The following proposal was submitted by Chris James, UL. In 2003, UL discussed receipt of at least one Field Report that

44、 indicated a problem with the proper fi t and functionality of Child size Type III PFDs. The reported problem was that not all devices will maintain a stable face-up position for all children due to variations in physiques and how different children behave in the water. Currently, there is no warnin

45、g statement which specifi cally alerts the users to this potential occurrence, although users are directed to test PFDs each season. At the December 2003 PFD STP meeting, the STP was asked to discuss whether changes to the PFD warning statements or performance requirements should be considered. Addi

46、tionally, a draft proposal was distributed. This draft included a revision to the label information requirements for UL 1123 Type II and III PFD labels by adding an additional warning for child size Type II and III PFDs stating, Not suitable for some children; fi rst test PFD on child for stable fac

Another STP member explained that if a child is not new to the environment and has been in the water before, the PFD operates totally different. It was suggested that a universal hang tag or a separate Think Safe Pamphlet that contains information about child devices may need to be developed. T
