Therefore, comments regarding impact statements and effective dates may be made and should be sent to the STP Secretary

Attached as Appendix B for your review and comment are the impact statement and proposed effective date. Attached as Appendix C, D, and E are the STP membership

9、roster, STP ballot instructions and the STP ballot, respectively. Questions regarding interpretation of requirements should be directed to the responsible UL Staff. Please see Appendix F of this bulletin regarding designated responsibility for the subject product category. Please note that proposed

10、requirements are of a tentative and early nature and are for review and comment only. Current requirements are to be used to judge a product until these requirements are published in final form. Guide Information Pages for Plastics COMMENTS DUE: September 3,2003 A joint meeting of the IACs and STPs of UL for Attachment

21、 Plugs and Receptacles and for Snap Switches was held on July 9, 2003 at the Marriott Spring Hill Suites, Montreal, Canada. The purpose of the meeting was to discuss various topics relating to UL 498 and UL 20. Attached as Appendix A and Appendix B are the STP membership rosters for STP 498 and STP

22、20, respectively. Attached as Appendix C is a list of those who attended the meeting. Questions regarding interpretation of requirements should be directed to the responsible UL Staff. 23、* * * * The following report is not intended to be a verbatim transcript of the discussion at the meeting, but is intended to record the significant features of those discussions. ANNOUNCEMENTS The STP Secretary noted that with the implementation of ULs PDE initiative, Chuck Kurten will be replacing

24、 Jon Schuette and Tom Odermatt as ULs Technical Representative on the 498 and 20 STPs, respective I y. STP ITEMS 1. Insulation Material Requirements with Respect to Harmonization (UL 498) DISCUSSION In order to prepare for potential harmonization, Industry requested a discussion of the differences i

25、n insulation material requirements between the Standard for Attachment Plugs and Receptacles, UL 498, General Use Receptacles, Attachment Plugs and Similar Wiring Devices, CSA C22.2 No. 42, and Plugs and Socket-Outlets for Household and Similar Purposes - Part 1 : General Requirements, IEC 60884-1.

26、UL first inquired of STP members whether there is a need for regional harmonization. STP members indicated that there is little benefit in harmonizing with CSA C22.2 No. 42 at this time and that it would be more beneficial to pursue harmonization with IEC 60884-1. The CSA representative indicated th

27、at CSA would most likely choose to also be involved in the IEC harmonization. An STP member noted that if UL could begin to adopt IEC requirements into UL 498, it would facilitate future harmonization efforts. It was further noted that there are some tests that have already been identified as being

28、equivalent to existing UL 498 tests and that could perhaps be incorporated now. Along the same lines, it was noted that efforts are currently underway to bring North American requirements to the IEC for possible adoption into the IEC standards. 30、rovide alternative requirements. It was noted that the US TAG 23B (Plugs, Socket-Outlets and Switches) and 23C (World-Wide Plug and Socket-Outlet Systems) will be meeting in Melville, NY on July 23, 2003. There was also discussion regarding the ongoing North American initiative with plastics and fla

31、mmability requirements. Industry would like to persuade the IEC to provide an option for the pre-selection of material requirements instead of end-product testing. If this is successful, we will have a better road map for the harmonization plan. 2. Revision Cycles (UL 20 and UL 498) DISCUSSION STP m

32、embers requested an update on ULs initiative to improve the efficiency of ULs Standards Operations by the implementation of revision cycles for standards maintenance. UL noted that it surveyed members of the most active STPs and after review of the survey results, decided that revision cycles should

33、 not be mandatory and should instead be provided as an available option for standards maintenance upon request from STP members. UL requested input from the UL 20 and UL 498 STP members on the appropriate course of action for these standards. STP members inquired about the possibility of having to r

34、evise a standard outside of the revision cycle to address a safety concern. UL noted that it would maintain the ability to process an urgent proposal before the scheduled revision of a standard. In addition, if significantly critical, UL may even elect to process the proposal as a Provisional ANSI r

35、equirement, requiring simpler review steps than typical revisions. There was brief discussion regarding the possibility of aligning the revision cycle with that of the National Electrical Code, ANSVNPFA-70, but it was decided that this would not be easily accomplished. The consensus of the STP membe

36、rs present was that the activity of these standards is relatively low and that we should not implement revision cycles at this time for either UL 498 or UL 20. Instead, UL should continue to log proposals when received and try to incorporate several proposals at once into a bulletin. 3. The Possibil

37、ity of Combining STP 20 and STP 498 DISCUSSION STP members raised the issue of combining ULs STP for Snap Switches, STP 20, with ULs STP for Attachment Plugs and Receptacles, STP 498. UL discussed this possibility with those STP members present. It was noted that all of the 20 STP members were also

38、members of the 498 STP but that there were several additional members on the 498 STP. It was noted, in addition, that UL 20 is a binational standard and that the STP process for UL 20 incorporates the input of the Technical Harmonization Committee. The consensus of the STP members present was to mai

39、ntain separate STPs for 498 and 20, but continue to combine STP meetings when possible. IAC representatives inquired about the possibility of separating IAC and STP meetings. It was noted that it would be more beneficial to hold IAC meetings prior to STP meetings so that Industry members can formula

40、te positions and develop proposals for the STP to consider. UL noted that this would be acceptable and that in the future, STP meetings will only be held when needed to develop proposals or resolve comments received in response to a proposal. 42、 conjunction with one meeting of the 5WD Technical Committee of the NEMA Wiring Device Section. 4. The Status of Wiring Device Products Covered by the Standard for Exhibition Display Units, Fabrication and Installation, UL 2305 DISCUSSION Industry requested an update on the status of wiring devices

43、covered by the Standard for Exhibition Display Units, Fabrication and Installation, UL 2305. ULs Subject 2305 bulletin dated February 17, 2003 proposed several revisions to the First Edition of UL 2305. UL reported that comments have been received and addressed and that revision pages have been publ

44、ished June 13, 2003. Industry representatives expressed concern with the lack of communication to the wiring device industry during the development of UL 2305. UL 2305 covers under-carpet, convention-center cord sets and assembled-on or molded-on attachment plugs and cord connectors and it was felt

45、that UL could have better utilized wiring device industry members in developing these requirements. STP members noted that they would like for UL to develop a better method of communication to industries that may be affected by the requirements of other products to avoid such miscommunication in the

46、 future. UL would like to report that the subject of internal communication across product categories has been discussed at a meeting of a NEMNUL Audit Committee Task Force and will continue to be discussed at meetings of the NEMNUL Task Force on STPs. However, Industry representatives should alread

47、y be aware of the ”Products and Industries Affected by the Proposal” paragraph contained in all of ULs proposal bulletins which requests assistance in identifying other products or industries that might be affected by the requirements contained in the bulletin. Also, more recently, UL has launched a

48、 free e-mail service called Whats New for Standards Publications” which allows manufacturers to sign up and receive notification of every action taken by UL with respect to Standards development. In addition, it is expected that with the STP process and the new PDE initiative, communication both within UL and outside of UL will improve to avoid such situations in the future. 5. Updating UL 20 Horsepower Ratings DISCUSSION ULs STP 20 Bulletin dated November 26, 2002 contained a proposal to revise Table 16 of UL 20 to clarify switch ratings. UL reported that this proposa
