7、simultaneously accessible parts for products specified in (c); and c) 4.0 MIU to ground for all power supply cord-connected products complying with (1) or (2); 1) A portable or stationary product intended for use only by qualified personnel and provided with the leakage current warning marking speci

8、fied in 60A.1; 2) A product designed to monitor continuity of the supply circuit equipment-grounding conductor and, upon loss of continuity, dependably disconnect all sources that are capable of producing leakage current. Leakage current testing shall be conducted with the leakage current source dis

9、connect feature disabled in a way that does not alter its leakage current contribution. Exception: The leakage current test is not required when the product complies with (a) - (d). a) The product contains only one transformer, ballast (electronic or electromagnetic), motor, or other component that

10、contains an electromagnetic coil. b) The product does not contain a solid-state circuit or a power supply (of any design), either as a discrete part or as a component of another part. This does not apply to a ballast that complies with the applicable component ballast standard. c) All electrical com

11、ponents (live parts and electrical insulation parts) comply with the requirements of the applicable component standard. The component has been evaluated and und suitable for use not enclosed or for field installation in an enclosure. See Appendix A for a list of standards covering components general

Examples of electrical components are a ballast, electrical tape, EM/ filter, flexible cord, lampholder, plug, receptacle, connector, power supply cord, quick-connect terminal, snap switch, splicing wire connector, terminal block, transformer, transient-voltage surge suppresso

14、r, and wire connector. d) All wire, flexible cord, and cable used in the product, including in a Class 2, Class 3, and limited-voltage/current circuit, complies with the applicable component standard for the conductor and is one of the types identified in ( I ) or (2). I ) Appliance wiring material

15、complying with the Standard for Appliance Wiring Material, UL 758, with insulation thickness that complies with 18.1.2.1. 2) A type of wire, flexible cord, or cable described in the National Electrical Code, NFPA 70 (NEC), and used within ratings and in the conditions specified in the NEC. 19、for the Fourth Edition of the Standard for Stage and Studio Luminaires and Connector Strips, UL 1573; PROPOSED EFFECTIVE DATE SUMMARY OF TOPICS 1. This bulletin addresses and resolves the comments received in response to ULs Subject 1573 proposal bulletin dated March 29, 2004, proposing revisions to

20、 the Fourth Edition of the Standard for Stage and Studio Luminaires and Connector Strips, UL 1573. The proposals have been revised to address the following areas (refer to Appendix A for full details): Leakage Current Test - UL proposes that power supply cord-connected UL 1573 products be required t

21、o comply with a leakage current test. Leakage Current Limits - UL proposes that leakage current limits of (a) 4.0 MIU apply to power supply cord-connected products that meet certain criteria; and (6) 0.5 MIU for all other power supply cord-connected products. New Glossary Entries - UL proposes sever

22、al new Glossary definitions, including Fixed Equipment, Portable Equipment, and Stationary Equipment, to assist in understanding the application of the new and revised requirements. Power Supply Cord-Connected Connector Strip - UL proposes new paragraph 29A.2.9 to indicate that all circuits within t

23、he connector strip need to be energized during the conduct of the leakage current test and, where applicable, the location(s) for the leakage current warning marking proposed in Figure 60A. 1. Product Use Categorization - UL proposes new paragraphs 2.5.1 - 2.5.3 to specify that a product needs to co

24、mply with the requirements for all applicable product-use categorizations (fixed, portable, stationary) where the manufacturer intends the installer to choose how the product is used. Leakage Current Measurement Circuits - UL proposes new figures showing the leakage current measurement circuits in a

Appliance Wiring Material - UL proposes the use of cert

27、ain appliance wiring material that meets appropriate insulation requirements which will exempt a product from being subjected to the leakage current test Leakage Current for DC Products - UL has revised the proposals to address products intended for use on DC supply circuits. Permanence of Cord Tags

28、 - UL proposes to revise paragraph 53.4 to require all cord tags, including the new leakage current warning marking, to comply with the permanence of cord tag requirements in the Standard for Cord Sets and Power-Supply Cords, UL 817. 2. In response to comments received about the leakage current test

29、 proposals in ULs Subject 1573 bulletin dated March 29, 2004, this bulletin provides additional Rationale information for the proposed requirements. 3. This bulletin also requests your comments on the proposed 36-month effective date for the revised Leakage Current Test proposals in Appendix A. COMM

30、ENTS DUE: DECEMBER 3,2004 Appendix A contains the revised Leakage Current Test proposals for UL 1573. Appendix B contains the impact statements and proposed 36-month effective date. Appendix C contains information from an appendix in the Standard for Leakage Current for Appliances, UL 101. This info

31、rmation discusses the rationale for aspects of leakage current requirements. The attached comment matrix in Appendix D provides the proposed comment dispositions from the Subject 1573 proposal bulletin dated March 29, 2004. The comments were due to the Project Manager by April 30, 2004 (comment peri

32、od extended). The matrix contains all of the comments that were received. Appendix E specifies criteria for permitting 3.5 MIU leakage current and ULs analysis of its applicability to stage and studio luminaires. Appendix F replicates the additional leakage current proposal information from ULs STP

REVISED LEAKAGE CURRENT TEST REQUIREMENTS RATIONALE The following comments supplement the material provided in ULs Subject 1573 bulletin dated March 29, 2004, and a follow-up me

39、mo dated May 17, 2004 (replicated in Appendix F). These comments provide ULs rationale for changes made to the original proposals as a result of comments received from the STP and subsequent consideration by UL. Some of the following comments provide the rationale associated with a specific STP memb

40、ers concerns where the issue was considered by UL to be of particular interest to all bulletin recipients, or where more than one STP member expressed the same concerns and UL determined it was not appropriate to duplicate its responses in the comment matrix of Appendix C. 1. Why UL Proposed a Leaka

41、ge Current Test for UL 1573 Power supply cord-connected stage and studio luminaire designs have changed over time to more frequently use two or more ballasts or to use electrical components that increase their risk of having a combined total leakage current exceeding established limits. UL noted thi

42、s in our March 29, 2004 bulletin. Further, UL sometimes conducts leakage current tests on UL 1573 products submitted for evaluation. We have observed leakage current (without any product fault condition) of over 2.0 MIU. This is above the 0.5 MIU (0.5 mA at 60 Hz AC) limit for most power supply cord

43、-connected products that is to address the risk of an injury-causing startle reaction. The design features that lead to the relatively high leakage current are among those identified in the 3/29/04 proposal bulletin as possible causes of such leakage current. UL has not learned of incidents of leaka

44、ge current from stage and studio luminaires and connector strips causing an injury due to startle reaction. Some persons providing comments to our March 29, 2004 bulletin reported that they also have not learned of such incidents. No persons responding to our bulletin reported hearing of such incide

45、nts. Leakage current exceeding 0.5 MIU (0.5 mA at 60 Hz AC) is recognized by many organizations to exhibit a sufficient risk of an injury-causing startle reaction to generally be considered not acceptable for most power supply cord-connected products. UL strives to have its standards include require

46、ments to address appropriate safety risks, regardless of whether or not there have been reports of incidents where injury occurred or the risk was present. UL does not conclude that such incidents do not occur and will not occur in the future solely because reports of injury-causing startle reaction

47、 incidents involving stage and studio luminaires and connector strips have not become known to UL or some industry representatives. Designs that happen to have high leakage-current are becoming increasingly popular. UL does not believe any reduced occurrence (or absence) of injury-causing startle re

48、action attributable to the older (and historically predominant) lower leakage-current designs should form the basis for avoiding checking and limiting the levels of leakage current for the increasingly popular designs. Power supply cord-connected products, as opposed to permanently wired products are required to exhibit low values of leakage current because of the increased possibility of
