Many of these proposals were developed after p

、reliminary discussions at the March 2006 Meeting of the 489 STP. While discussion of these topics was considered to satisfy ULs preliminary review process, STP members have not had the opportunity to provide comment on the actual text of the majority of these proposals. In addition, UL 489 is a trin

、ational standard and any revisions must be coordinated with CSA and ANCE. CSA and ANCE are now in the midst of conducting their respective preliminary review processes. Therefore, while the other SDOs complete their preliminary processes, UL feels it would be prudent to conduct a short, formal preli

、minary review of these proposals. This would make the best use of time and facilitate the ballot process that will follow. Please note that comments on a preliminary review document will not receive a response from the proposal author through CSDS. Instead, the proposal author will be asked to revie

The preliminary review process is an informal mechanism that provides authors with the opportunity to refi ne their proposals before they advance to the next stage in ULs standards develop

Normally, the next step in the process is the more formal STP ballot and stakeholder review process. Only comments posted during

、the STP ballot and stakeholder review process will be provided with a response in CSDS. For your convenience in review, proposed additions to existing requirements are shown underlined and proposed deletions are shown lined-out. 1. Revision to the Overload Test Operation Requirements RATIONALE Proposal submitted by: John Kovacik, UL It has come to ULs attention that Table 7.1.3.1 does not specify the overload test operation requirements for a

、 250 amp frame size circuit breaker. Current practice is to use the requirements specifi ed for a 400 amp frame size for a 250 amp frame size circuit breaker. In lieu of adding an entry to Table 7.1.3.1 for the 250 amp frame size circuit breaker, it is recommended to revise the title of the fi rst c

、olumn of the Table to Maximum frame size in Amperes. This would allow the Table to cover the 250 amp frame size circuit breaker as well as any other frame size currently not specifi ed in the Table. The revision would also make the title of the fi rst column consistent with the title of the fi rst c

、olumn of Table 7.1.5.1 covering endurance test operation requirements. UL therefore proposes to revise Table 7.1.3.1 accordingly. 31、n. b If the test sample trips during manual operation, it is still considered as a manual operation. c At the option of the manufacturer, the adjustable instantaneous response of a circuit breaker rated 400 A or more may be adjusted to less than the maximum position. d The minimum closed time shall

、be one cycle, unless the sample trips. e In the case of a multipole breaker without a common trip, and rated at more than 100 A, 35 cycles of operation shall be made manually and 15 automatically as specifi ed in 7.1.3.14. f Operation may be conducted in groups of 5, with 15 minutes maximum between

、groups. g Three operations at 600 percent of rating at the rate of 1 cycle per minute, followed by 25 operations at 200 percent of rating at the rate of 1 cycle per minute (may be conducted in groups of 5 with 15 minutes maximum between groups). 7. Revision to the Voltage Ratings of Circuit Breakers

、 and Circuit Breaker Accessories RATIONALE Proposal submitted by: John Kovacik, UL UL has received numerous requests to List circuit breakers and circuit breaker accessories having voltage ratings not currently allowed by UL 489. The standard needs to be revised to provide more fl exibility than is

、currently allowed. The deletion of paragraph 16.2 which specifi es the acceptable voltage ratings for accessories would provide such fl exibility for circuit breaker accessories. The rationale for allowing any voltage rating for accessories is they may be connected to a myriad of different sources o

、f supply which are independent of the source of supply to which the circuit breaker is connected. Circuit breakers are limited to connection to the available sources provided by a utility or separately derived source of power. Therefore the circuit breaker voltage should be limited to only those rat

、ings of available sources. It was noted that current 8.2 does not contain all of the available ratings and should be revised to include additional ratings. UL therefore proposes to delete 16.2 and revise 8.2 accordingly. In concert with the revision to 8.2, it is proposed to revise Table 7.1.7.1 to

、recognize the additional AC voltage ratings in the requirements for the interrupting test. Other paragraphs also require revision to include the 208Y/120 V rating in the test and marking requirements. SEPTEMBER 25, 2007SUBJECT 489-10- Copyright Underwriters Laboratories Inc.
