2、ved on the ANSI Canvass of and Proposed Requirements for the First Edition of the Standard for Cover Plates for Flush-Mounted Wiring Devices, UL 514D SUMMARY OF TOPICS This bulletin proposes the following changes in requirements: 1) Revision of Clauses 4.2.1.1 and 4.3.1.1 to clarify test receptacle

3、dimension requirements. 2) Revision of Clause 5.2.2.2.1 to correct the standard designation for a reference to a CSA Standard. 3) Revision to Clauses 5.1.2.3.1 and 5.3.5.1 to change the reference to ASTM G23 to ASTM G151 and ASTM G153. 4) Revision to Clause 4.2.2.1.1 to address corrosion protection

4、requirements and to delete the term “Exception” in the text of the requirement. 5) Revisions to Clauses 4.2.2.2, 4.2.2.2.1, 4.2.2.2.2, 4.2.2.3, 5.1.1.9, and Table 2 to delete references to cadmium plating or coating. 6) Revision to Clause 3.2.1 for editorial items and to align with changes proposed

5、as a result of the July 24, 2001 ANSI canvass. COMMENTS DUE: November 11, 2002 The attached comment matrix (Appendix A) provides the comment dispositions from the July 24, 2001 canvass of UL 514D. The ballots with extended due dates were due to the Secretary by December 14, 2001 (extended from Octob

6、er 24, 2001). The matrix contains all of the comments that were received. Attached as Appendix B for your review are proposed revisions based on comments received on the ANSI canvass of UL 514D. Attached as Appendix D is the impact statement and proposed effective date. Questions regarding interpret

7、ation of requirements should be directed to the responsible UL staff. Please see Appendix E of this bulletin regarding designated responsibility for the subject product categories. 19、 es requirements for dimensional fi t of mating devices but does not specify the applicable standard(s) for the mating devices. In both Paragraphs 4.2.1.1 and 4.3.1.1 the cover plate when assembled with a receptacle shall result in the face of the receptacle meeting specifi c requirements. In Paragr

20、aph 4.2.1.1 the face of the receptacle shall project a minimum of 0.38 mm outside the outer plane of the opening. In Paragraph 4.3.1.1 the face of the receptacle shall be fl ush with or project from the outer plane of the cover plate opening. The specifi c standard or standards that specify the dime

21、nsional requirements for the mating devices is not stated. Concern: Section 3.2 of UL 514D references supporting publications, such as ANSI/NEMA WD6. But, is it the only standard that applies? Reference needs to be made clear as to which controlling standards(s) shall be used to determine compliance

22、 to each requirement. Example 1. Section 5.2.2.1 has repeated specifi c references to standards for the Hot-wire and Glow-wire test. How is this different to calling out the applicable standard for receptacles in section 3.2? Both UL 746A and CAN/CSA-C22.2 No. 0.17 are stated in section 3.2. I do no

23、t object to this, I prefer it. Stating the specifi c document eliminates any question the user may have as to the correct document to be used to comply with the intent of the standard. Recommendation: Where an additional standard(s) is needed to supplement the primary standard, specify the document

24、as part of the description of the requirement, as done in paragraphs 5.2.2.1.1 and 5.2.2.2.1. This will strengthen the requirement, eliminating error in selecting supporting documents. This would be consistent with the rest of the standard where specifi c standards are being stated to clarify the. S

25、uggested Revision By Commenter No specifi c revision suggested by commenter. Response To provide a uniform method of investigating coverplates and outlet box hoods in accordance with Clauses 4.2.1.1 and 4.3.1.1, the dimensions and confi guration of the receptacles used for the investigation need to

26、be standardized. Presently, receptacles that comply with the Standard for General Use Receptacles, Attachment Plugs, and Similar Wiring Devices, C22.2 No. 42 or the Standard for Attachment Plugs and Receptacles, UL 498 are used to determine compliance. Therefore, UL proposes to clarify Clauses 4.2.1

27、.1 and 4.3.1.1 by specifying that the receptacles used to determine compliance shall comply with UL 498 or C22.2 No. 42. UL also proposes to modify Clause 3.2, Reference Publications, to add a reference to UL 498 and C22.2 No. 42. Action/Disposition Proposed revision based on comment (see Appendix B

28、, Topics 1 or b) xenon-arc, Type BH, in accordance with ASTM G26. Test Method A, continuous exposure to light and intermittent exposure to water spray, with a programmed cycle of 120 min consisting of a 102 min light exposure and an 18 min exposure to water spray with light, shall be used. The appar

29、atus shall operate with a 6500 W, water-cooled xenon-arc lamp, borosilicate glass inner and outer optical fi lters, a spectral irradiance of 0.35 W/m2/nm at 340 nm and a black- panel temperature of 63 3C (145 5F). 5.3.5.1 A nonmetallic cover plate or outlet box hood or a nonmetallic component of a c

30、over plate or outlet box hood shall be exposed to ultraviolet light and water by using either of the following methods: a) twin enclosed carbon-arc, Type D, in accordance with ASTM G23 ASTM G151 and ASTM G153. Method 1, continuous exposure to light and intermittent exposure to water spray, with a pr

31、ogrammed cycle of 120 min consisting of a 102 min light exposure and an 18 min exposure to water spray with light, shall be used. The apparatus shall operate with a black-panel temperature of 63 3C (145 5F); or b) xenon-arc, Type B, in accordance with ASTM G26. Test Method A, continuous exposure to

32、light and intermittent exposure to water spray, with a programmed cycle of 120 min consisting of a 102 min light exposure and an 18 min exposure to water spray with light, shall be used. 33、l fi lters, a spectral irradiance of 0.35 W/m2/nm at 340 nm and a black- panel temperature of 63 3C (1455F). 4 PROPOSED REVISIONS TO ADDRESS CORROSION PROTECTION REQUIREMENTS AND DELETE THE TERM “EXCEPTION” IN THE TEXT OF THE REQUIREMENT RATIONALE See Topic No. 4 in Appendix A for the rationale addr

34、essing the revision of corrosion protection requirements. Because UL 514D is a binational standard (harmonized with C22.2 No. 42.1), it is subject to the standards drafting protocols stated in the Procedures for Harmonizing ANCE, CSA, UL Standards. The most recent procedures state that exceptions sh

35、all not be used in the requirements of a harmonized standard. Therefore, UL proposes to delete the term “Exception No. _” for the four Exceptions to Clause 4.2.2.1.1 to comply with the procedures. However, the text of the Exceptions are considered to be part of the requirement and will remain in the

36、 text of the standard. For clarity, UL proposes to add the text of Exception No. 4 to Clause 4.2.2.1.1 and renumber Exception Nos. 1 3 as Clauses 4.2.2.1.2 4.2.2.1.4. Exceptions included in other Clauses in UL 514D will be addressed as other revisions to the clause are proposed, or in the next new e

37、dition. PROPOSALS 4.2.2.1.1 All ferrous metal surfaces shall have corrosion protection. The thickness of the coating on screws and on interior surfaces not accessible to a 19.1 mm (0.75 in) diameter ball is not specifi ed. The presence of a coating shall be determined by visual inspection. 4.2.2.1.2 With reference to Clause 4.2.2.1.1, stainless steel having a chr

41、omium content of not less than 16 percent is not required to be so protected. 4.2.2.1.3 With reference to Clause 4.2.2.1.1, cut edges and punched holes in a surface formed from galvanized stock are not required to be so protected. 4.2.2.1.4 With reference to Clause 4.2.2.1.1, spot or projection weld

42、s are not required to be protected, other than by a protective coating, as determined by visual inspection. 5 PROPOSED REVISIONS TO DELETE REFERENCES TO CADMIUM PLATING AND COATING RATIONALE See Topic No. 5 in Appendix A. PROPOSALS 4.2.2.2 Zinc or cadmium coatings 4.2.2.2.1 A zinc or cadmium coating

43、 on an interior surface shall have an average thickness not less than 0.0038 mm (0.00015 in) and a minimum thickness not less than 0.0025 mm (0.00010 in). A zinc or cadmium coating on an exterior surface shall have an average thickness not less than 0.013 mm (0.0005 in) and a minimum thickness not l

44、ess than 0.0102 mm (0.0004 in). 4.2.2.2.2 The thickness of a zinc or cadmium coating shall be determined by the metallic coating thickness test in Clause 5.1.1 or by an equivalent nondestructive test method. When a test method other than the test in Clause 5.1.1 is used, the test in Clause 5.1.1 sha
