1、冷战后美国对东南亚安全政策分析 冷战后美国对东南亚安全政策分析 Analysis on Americas Security Policy Toward Southeast Asia after the Cold War 【中文摘要】 冷战后,亚太地区在美国全球战略中的重要性逐渐增加,尤其是随着东亚地区的不断崛起,美国为维护自身利益,将其战略中心向亚太以及东亚地区转移。在此背景之下,美国加强与东南亚国家的军事合作,保持并适当增加其在东南亚地区的军事存在,对地区安全格局形成深刻影响。目前学术界关于美国对东南亚安全政策的研究仍显不足,本文的研究具有一定的参考意义。本文的主要内容及创新成果体现在以下方
2、面:(一)本文基于传统军事安全的概念,从现实主义角度出发,运用利益分析、权力分析、冲突分析和实证分析等研究方法,分析冷战后美国对东南亚安全政策的内容、成因和影响。(二)冷战后美国对东南亚的安全政策,脱胎于冷战期间美国对该地区的安全战略,因此本文分析了冷战期间美国对东南亚的主要安全战略。再进一步详细分析冷战后老布什、克林顿和小布什三位总统任内对东南亚的安全政策的内容,尽管这三位总统对东南亚的安全政策存在一定的差异,但是总体上保持一种延续的态势,也就是逐渐重视对东南亚地区的安全介入。(三)以冷战后美国的亚太安全战略为背景,从地缘政治、经济利益、美国国内相关对外理论、东南亚地区战略博弈和中国的因素五
3、个维度细致解析美国东南亚安全政策的 形成原因,这种五个维度进行成因分析的方法为今后的相似研究提供借鉴意义。(四)运用辩证的方法分析冷战后美国对东南亚安全政策对地区安全造成的正反两个方面的影响,进而依据文章的论证脉络对奥巴马总统治下美国对东南亚安全政策的走向做了相关探析。【英文摘要】 After the Cold War,the importance of Asia-Pacific Region is on the increase in Americas strategy around the world.Especially,with the the rising of East-Asia
4、,America shifts its strategic focus to East-Asia as well as the Asia-Pacific Region in order to protect Americas national interests there.With this background,security cooperation between the USA and Southeast Asia countries is enhanced and the USA maintains and properly reinforces its military exis
5、tance in this region,thus bringing profound influence to regional security structure.The main contents and innovations of this dissertation are indicated as follows.First,from the angle of realism and based on the concept of traditional securiy,several research methods including interest analysis,po
6、wer analysis and conflict analysis are applied synthetically in the study on the contents,formation reasons and influence of Americas security policy toward Southeast Asia after the Cold War.Second,evolved from the US security strategies to ward Southeast Asia in the Cold War which are analysed in
7、detail,American security policies toward Southeast Asia after the Cold War under the governance of three presidents,namely George Bush ,Clinton and George W Bush are analysed concretely with their contents,cause of formation and influence.Although American security policies toward Southeast Asia aft
8、er the Cold War under the governance of the three presidents are different,they adhere to the same posture featuring the security involvement in Southeast Asia.Third,backed by American security strategies after the Cold War,the author then analyses the causes for the formation of the policies in det
9、ail from five dimensionalities namely geopolitics,economics,Americas major diplomatic theories in particular,strategic stakes in the area and the factor of China,which are expected to support later studies related.Fourth,the author analyses the positive and negative influences brought about by Ameri
10、cas security policy toward Southeast Asia after the Cold War to regional security with dialetical method,then the trend of Americas security policy toward Southeast Asia under the governance of president Barack Obama is also analysed exploratorily according to the logical way in the argumentation. 【
