4、 Operation Instruction PAGE 3 OF 16 1General 1.1Purpose This instruction manual is made to manage Construction Teams quality procedure and environment procedure for consistent quality/environment management system and effective implementation within Samsung Saudi Arabia (SSA). The quality/environmen

5、t management system supports the quality/environment policy and objectives and is intended to provide customer satisfaction through continual improvement. 1.2Application This operation manual applies to activities carried out by Construction Team in SESA. 1.3Terms and Definition Abbreviation are use

12、le & Responsibility. 2.3Work force qualification condition 2.3.1 Team Manager As a minimum, Team Manager should be an Engineering Graduate (B.E. / B. Tech) and should have a minimum of 15 years of working experience. 2.3.2 Construction Planning Manager As a minimum, Construction Planning Manager sho

13、uld be an Engineering Graduate (B.E. / B. Tech) and should have a minimum of 10 years of working experience. 2.3.3 Direct Operation Manager As a minimum, Direct Operation Manager should have a minimum of 10 years of working experience. 2.3.4 Site Manager As a minimum, Site Manager should have a mini

14、mum of 15 years of working experience. 2.3.5 Field Administration Manager As a minimum, Field Administration Manager should have a minimum of 5 years of working experience. 2.3.6 Field Control Manager As a minimum, Field Control Manager should have a minimum of 5 years of working experience. 18、r should have a minimum of 10 years of working experience. 2.4Training management 2.4.1 Technical Training When newcomer or new experienced employee joins the organization, the planned On- Job Training is to be started. Existing employees will also have to get necessary training through yearly train

19、ing plan. 2.4.2 Quality/Environment Training The training of quality management, environment management and Error Report examples for quality improvement in accordance with Quality/ Environment Training Instruction (SEM-0839E) shall be planned & implemented. 20、INSTRUCTION MANUAL Construction Team Operation Instruction PAGE 8 OF 16 2.4.3 Training History Record and Maintenance The training result is recorded and maintained in accordance with Quality/ Environment Training Instruction (SEM-0839E) and Quality/ Environment Record Control Procedure (SEM-0840E).

21、 Training directly affecting the QMS must be evaluated for effectiveness. The team manager in charge of the training shall establish and control the evaluation plan. Management Responsibility 3.1Quality Objective The quality objectives identified by the Construction Team Manager to achieve organizations overall quality objectives set at corporate level are identified are as below : (1)M

23、eeting the requirement of the SSA regarding cost, schedule, safety & quality which is set up at the beginning of the project. (2)Meeting the requirement of the internal Client within SSA Organization (3)Clients Satisfaction Construction teams quality objectives shall emerge with the concurrence of e

24、ach team member. These objectives shall be in-line with the organizations quality objectives. Each team member shall be motivated to modify work process to meet the set objectives, which shall be measured with periodic feedback sessions. Construction Team Manager shall ensure that each team member i

25、s aware of the quality objectives of the team and is motivated to work towards the accomplishment of the same. Measurement, Analysis and Improvement 5.1Data collection Data for construction team means all information related to the construction which can be measured and monitored. The objectives of data collection can only be met only if data collection methodology

36、is Repeatable, Reproducible, Accurate and Stable. To meet the objective of efficient Construction Management, stress shall be given to track the requirement of the SSA as below. 1) Cost 2) Schedule 3) Safety 4) Quality 5) VOC from the Client 6) VOC from the Subcontractors 7) VOC from the Internal cl

37、ient within SSA Organization. 5.2Data analysis The purpose of data analysis is to foresee the problems which the project may encounter and initiate corrective actions. In advance information of these problems to Construction Team Manager, Site Manager and Key person in the construction team to take

38、necessary counter measures to control the situation in an efficient and effective manner. 5.2.1Key activities of data analysis exercise are:- (1)Cost monitoringMeans monitoring of planned construction cost versus actual construction cost (2)Schedule monitoringMeans monitoring of planned schedules ve
