43、行“安全第一，预防为主”和坚持“管生产必须管安全”的原 则，结合实际情况，制定各项规章制度。 二、一般规定： 1、参加施工的人员必须接受安全技术教育，熟识和遵守本工种的各项安全技术操 作规程，并应定期进行安全技术考核，合格者方准上岗操作。对于从事电气、起重、建 筑登高架设作业、锅炉、压力容器、焊接、车辆驾驶、机动船艇驾驶、爆破、瓦斯检验 等特殊工种的人员，应进行专业培训，获得合格证书后，方准持证上岗。 2、根据国家的有关规定，建立健全各级安全管理机构，设立专职或兼职安全检查 员。 3、施工现场要设置足够的消防设备。施工人员应熟悉消防设备的性能和使用方法， 并应组织一支经过训练的义务消防队伍。
