14、.2 甘肃省“数字城管”应用概况甘肃省“数字城管”首先由白银市白银区(30余平方公里的范围划分为954个单元网格、86个责任格,由172名城管监督员进行全时段监控管理)于2006年7月全面启动,2006年12月底竣工,2007年4月启用。其总投资达 1120万元(覆盖城区30多平方公里),其中600万元用于建设数字化城市管理综合信息系统,其中软件花费200多万元。继白银市白银区之后,兰州市城关区(总面积220 平方公里,建成区面积66 平方公里,常住人口约100 万,流动人口约20 万,所辖24 个街道办事处,129 个社区,辖区单位8300 多家)于2007年1月启动 “数字城管”建设,20

19、收9-25安宁区政府第2章 基础数据普查与建库2.1 计划完成时间2008/06/30完成室外数据普查,2008/07/10提交普查结果(包括数据、图集和手册)。2.2 搜集已有部件资料安宁区政府发文,要求安宁区城市管理各相关部门于2008/05/23前提供各自部门管理的市政公共设施的清单,包括设施名称、方位描述等尽可能多的信息,尽量为电子档案。后续由兰州电信交给数据普查单位,作为普查时部件参考资料。2.3 确认部件和事件的分类和属性中国电信浙江研发中心提供建设部标准的部件和事件的分类清单(另附文档),安宁区政府组织各部委局办对其进行确认(可根据实际情况做修改、增加或删除),完成经中国电信浙江

20、研发中心确认后转交数据普查单位,作为数据普查依据。2.4 取得安宁区1:500电子地图安宁区政府从相关政府单位取得安宁区1:500电子地图,转交数据普查单位,作为数据普查基础底图。或由兰州电信和数据普查单位从其它渠道取得地图。2.5 签署协议兰州电信在2008/05/23前确定数据普查单位,并与其签署数据普查协议,启动数据普查。2.6 单元网格划分和编码按照1:500比例地图划分单元网格,并对单元网格进行14位编码。2.7 实地测绘和普查2.8 检查测得数据对实地测绘之部件数据,采用野外实地检查和内业检查相结合,自检、互查和最终检查相结合,软件自动检查、人机交互检查、绘图输出检查相结合等方法进

22、和调试;十一、 主机存储硬件和操作系统软件的安装和调试;十二、 硬件系统平台联调;十三、 数字城管中心PC、电话等各种应用终端的安装和调试;十四、 提交实施相关文档。第4章 软件系统平台建设4.1 计划完成时间一、2008/05/30完成需求调研;二、2008/07/31完成软件系统平台实施,并联调OK。4.2 需求调研2008/05/26-2008/05/30,组成调研小组,对安宁区城市管理相关部门展开需求调研,形成需求调研报告。2008/07/31完成应用系统的搭建和联调。4.3 实施内容一、 安装数据库系统软件;二、 安装地理信息系统平台软件;三、 安装数字城管应用系统软件;四、 基础数

23、据初始化:在用户表空间中创建各类数据库表,在系统表空间中创建各类数据库视图,在索引表空间中创建数据库索引,导入部件普查数据,等等。五、 应用系统配置:根据用户的业务处理流程,进行应用模块的合理选择,对一些系统参数进行定义,对模块间的处理流程进行定制,等等。六、 系统联调: 定义若干调试方法,测试硬件系统平台和软件系统平台整合的各项指标;定义若干业务场景,模拟应用业务系统运行的各项指标。七、 提交实施相关文档。 第5章 工程分工界面 5.1 集成商(中国电信浙江研发中心)的责任分工安排一名全时的项目经理,负责协调整个项目的进程和本公司的人力资源,并同兰州电信委派的项目经理密切合作,使项目能够保质

24、保量地按时完成。安排技术人员完成最终逻辑设计,安排师资进行用户业务培训。按合同规定的工程实施计划安排项目工程师进行软件应用系统的安装、调试和验收。按最终用户需求编写项目工程计划书、项目测试计划书和项目割接计划书等工程文档。5.2 电信分公司(兰州电信)的责任分工安排一名全时的项目经理,负责协调最终用户内部的人力资源,并同集成商项目经理共同监督项目的进程。协调各点的场地准备工作,确定场地安排。安排技术人员参与项目的培训、安装、调试和验收活动、以保证相关技术传授给最终用户。按合同规定的工程实施计划安排项目工程师进行网络系统、硬件平台的安装、调试和验收。按最终用户需求编写项目工程计划书、项目测试计划
