3、反腐倡廉建设的一项重要基础性党内法规。贯彻实施廉政准则、促进党员领导干部廉洁从政，是新形势下坚持党要管党、从严治党，加强对党员领导干部教育、管理、监督的现实需要，是加强反腐倡廉制度建设、完善惩治和预防腐败体系的重要举措，是加强和改进新形势下党的建设、夺取全面建设小康社会新胜利的重要保证。以人为本，全面、协调、可持续的发展观，是我们党在总结以往发展的经验教训的基础上，为解决我国发展中出现的诸多矛盾和问题，保证发展循着科学的轨道健康运行而提出的重大战略思想。反对和防止腐败关系党和国家的生死存亡，关系到党的事业的兴衰成败。腐败严重扰乱了市场经济秩序，破坏了投资环境，制约了经济发展。腐败产生的原因虽然
4、是多方面的，但不论是直接的还是间接的，最终离不开生产力落后的原因。发展是解决一切问题的要害。要在现代化建设的进程中推进党风廉政建设和反腐败工作，就必须把新的廉洁从政若干准则作为指导党风廉政建设和反腐败工作的重要原则，就必须认真学习、牢固树立、自觉落实廉洁从政若干准则。 贯彻廉政准则、促进廉洁从政，贵在身体力行，重在狠抓落实。把贯彻实施廉政准则摆上重要日程，认真落实党风廉政建设责任制，明确职责、细化方案、抓好落实；学校党支部要深入宣传教育，引导广大党员干部全面掌握廉政准则的基本要求和主要内容，增强贯彻落实的自觉性。要完善制度，不断深化改革，努力解决影响党员干部廉洁从政的深层次问题，最大限度的发挥
