5、C) at its 91st meeting examined and adopted 338 resolutions on the 1974 SOLAS Convention amendment. By default the program, the amendment on January 1, 2014 shall be deemed to have been accepted and will be effective July 1, 2014.按照该修正案,SOLAS公约第III章新增了第17-1条,要求所有船舶应备有船舶特定的营救落水人员的计划和程序。According to t

6、he amendment, SOLAS Convention Chapter III of added Section 17-1, requires that all vessels should be equipped with ship-specific plans and procedures for recovery of persons from the waters第一章 总则 Chapter 1 General Provisions1.1概述1.1 General description1.1.1 营救落水人员的计划和程序应参照国际海事组织制定的营救落水人员的计划和程序编制指南(

7、MSC.1/Circ.1447)、根据本船相关设备的实际配备和布置情况专门制定,计划和程序应列出拟用于营救的设备和为最大程度减少对船上从事营救人员造成的风险而拟采取的措施。1.1.1 Plans and procedures for recovery of persons from the waters should refer to guidelines of development of plans and procedures for recovery of persons from the waters established by the International Maritime

8、 Organization (MSC.1/Circ.1447), equipped with a specially formulated according to the actual situation of the ship and the arrangement of related equipment, programs and program should list intended for rescue equipment and measures to reduce the risk of rescue personnel on board engaged and caused

15、dustry to provide a reference, the contents of the template in Appendix plans and procedures in the preparation process can be carried out in conjunction with the appropriate changes in the actual situation of the ship1.2 定义和缩写1.2 Definitions and abbreviations1.2.1 本指南所用定义和缩写与SOLAS 第III 章和LSA 规则一致,

16、就本指南而言:1.2.1 This guide definitions and abbreviations used according to SOLAS chapter III and the LSA Code, as the purpose of this guide:.1落水人员:系指本船因意外导致的落水人员或从本船以外的船舶或海洋结构物或其他交通工具上落水的人员;.1 Person in water: refers to the accidental overboard person caused the ship or the ship from outside the ship o

17、r marine structures or other means of transport personnel overboard;.2营救:本指南所指营救,包括依据求救信息或发现目标的主动营救,以及协助他船采取的营救辅助或经评估本船无法采取营救而实施的对待营救落水者的合理守护等;.2 Recovery: This guide requires recovery, including the basis of distress information or finding the targets initiative to rescue, and assisted others ship

19、ages at sea carry out recovery independently or Collaboration with other ships or helicopters, and reasonable guardian of the person in water2.2 非国际航线船舶的营救作业可借鉴本指南内容作为参考。2.2 The recovery operations of vessels engaged in non-international can view this guide as a reference2.3 对从事国际航行船舶,营救落水人员的计划和程序的配

20、备时间要求如下:2.3 For vessels engaged in international voyages, the time of requirements for plans and procedures for recovery of persons from the waters are as follows2.3.1 2014年7月1日以前建造(安放龙骨或处于相似建造阶段)的船舶,应在2014年7月1日以后进行的第一次设备安全定期检验或换证检验(取较早者)之前符合本要求。2.3.1 Vessel built (keel was laid or at a similar stag

21、e of construction) before July 1, 2014 should be met this requirement before the first safety equipment survey or renewal survey (whichever is earlier) which carried out after July 1, 2014.2.3.2 2014年7月1日及以后建造(安放龙骨或处于相似建造阶段)的船舶,应在接近于船舶建造检验完成,最晚不迟于签发设备安全证书之前符合本要求。2.3.2 Vessel built (keel was laid or

23、f SOLAS Convention shall be deemed to comply with the program requirements and procedures.第三章 营救落水人员的计划和程序的内容与要求Chapter 3 Contents and requirements of Plans and procedures for recovery of persons from the waters3.1 一般要求3.1 General requirements3.1.1计划应使用该船的一种或几种工作语言编制,若他们的工作语言发生变化,应使用新的工作语言编制计划。3.1.1

24、 Plans should be draw up by one or more of the working languages on board, if the working language changed, the plan should be draw by new working language.3.1.2 计划和程序旨在为船长和船上其他船员在营救落水人员时提供指导,最大程度减少对船上营救人员和落水人员造成伤害的风险,因此,应尽可能使计划在结构上、逻辑上和及时性上均能提醒船长和船员采取迅速有效的措施。3.1.2 Plans and procedures designed to m

26、救生设备布置的图纸或资料、船舶操纵手册等,以及用于营救落水人员设备的操作说明应与本计划保存在一起,以增强反应能力,减少差错和失误。3.1.3 The drawing plans such as general arrangement plan, life saving and fire control plan, ship manoeuver booklet and the instruction manual used for recovery person in water, should be kept together with this plan in order to enhanc

27、e response capabilities, reduce errors and mistakes3.1.4 如必要时,船东、营运人或船长应对计划定期进行核查,确保所制定的计划是最新的,资料、设备的更改和变化应尽快纳入和反馈到本计划。在使用本计划进行营救落水人员后,船东、营运人或船长应对本计划进行验证,必要时进行相应修正或更新。3.1.4 If necessary, the owner, operator or master should inspect the plan regularly to make sure the plan is update. Alterations and

28、changes in information, equipment should be adopted and incorporated into the plan as soon as possible3.1.5 为了使本计划得以有效实施,应建立训练和演习程序,可以结合船上例行的人员落水应急演练使船员熟悉该计划和程序以及相关设备的操作,并做好相应记录。3.1.5 To enable the effective implementation of this plan, the training and exercise program should be established, which

29、combined with ship routine man overboard emergency drills so that the crew are familiar with the plan and related equipment and operating procedures, and make the appropriate records.3.1.6 营救落水人员的计划和程序应纳入船上安全管理体系,作为国际安全管理规则(ISM Code)A部分第8条所要求的应急演练计划的一部分。3.1.6 Plans and procedures for recovery of per

30、sons from the waters should be included in ship safety management system as a part of the emergency drill required by Article 8 of Section A in International Safety Management Code (ISM Code) 3.1.7 船上的救生设备和其他设备均可用于营救落水人员,即使可能需要以非常规的方式使用这些设备。3.1.7 Life-saving equipment and other devices on board can

31、be used to rescue the man overboard, even though it may need to be unconventional way to use these devices3.1.8 按照SOLAS第三章第17-1条的要求,启动营救行动、继续营救行动和终止营救行动应由营救船的船长依照其专业判断自行做出决定。3.1.8 In accordance with SOLAS Chapter III of the requirements of Article 17-1, the salvage operation to be started, continue

32、or terminated at salvage vessel masters discretion according to his professional judgment3.2 营救落水人员的计划和程序编制的内容要求3.2 Contents and requirements of Plans and procedures for recovery of persons from the waters3.2.1 营救落水人员的计划和程序的编制应满足营救落水人员的计划和程序的编写指南(MSC.1/Circ.1447)的要求,同时还应考虑营救技术指南(MSC.1/Circ.1182)、寒冷水

33、中生存指南(MSC.1/Circ.1185/Rev.1)和国际航空和海上搜寻救助手册(IAMSAR)第三卷提供的指导。公司在编制计划和程序时应至少涉及以下内容:3.2.1 Plans and procedures for recovery of persons from the waters should met with the Guide to recovery techniques (MSC.1/Circ.1182) and the Guide for cold water survival (MSC.1/Circ.1185/Rev.1).at least the following i

34、tems should be concerned.1 船长及船员的职责.1 Captain and crew duties计划和程序中应明确船长和有关船员在营救落水人员过程中各自的职责和分工,比如谁负责营救,谁负责船舶安全等,便于船上人员能够快速、有效地实施本计划和程序。计划和程序中还应明确启动营救行动、继续营救行动或终止营救行动应由营救船的船长依照其专业判断自行做出决定。Plans and procedures should be clearly described the duties of captain and crew in recovery of man overboard, su

35、ch as who is in charge recovery and safety of ship and so on. Facilitate shipboard personnel to quickly and effectively implement the plans and programs. It should clearly state in the plan and procedure that the salvage operation to be started, continue or terminated at salvage vessel masters discr

36、etion according to his professional judgment.2 营救落水人员的培训、演习和记录2 The training, exercise and records of recovery of man overboard.计划和程序中应对船员的培训和演习的频次及要求做出规定,这种演习可同船上的其他定期演习同时进行,并做好相应记录。The frequency of training and exercise to crew should stated in the plan and procedures, the exercises can be perform

37、ed simultaneously with other regular drills on board, and make the appropriate records.3 营救设备.3 Rescue equipment营救设备包括船上的救生设备和可用于营救落水人员的其它设备,即使可能需要以非常规的方式使用这些设备。计划和程序应列出营救设备的数量及明细清单。如果配备了专用营救设备,如捞网、吊篮和气胀式救生圈抛投器等,应在这些设备上清楚地表明其所能承载的最大人数(每人体重以82.5公斤计)。并应指定专人按要求对营救设备进行维护保养。Rescue equipment, including li

The quantity and detail list of rescue equipments should clearly listed in the plan and procedure. If equipped with a special rescue e

39、quipment, Such as fishing nets, baskets and inflatable dump life preserver, it should clearly indicate the maximum number of people can carry it on these devices(Weight as 82.5 kg sper person). And shall designate a person responsible for rescue equipment maintenance.4 减少对营救人员和落水人员造成风险的措施.4 Measures

40、 to reduce risk of rescue person and man overboard3.2.2 风险评估3.2.2 Risk Assessment在编写营救落水人员的计划和程序时,应进行风险评估并留下详细记录,主要包括危险识别和制定风险控制措施。识别出影响营救落水人员的危险因素及其后果,并制定相应的风险控制措施。危险识别的分析对象应包括拟使用的设备,应考虑预期的条件和船舶特有的特性。船舶特定的营救落水人员的程序应具体说明预期的条件,基于这些条件可以实施营救操作而不会对船舶和船员造成不应有的伤害,程序应考虑但不限于:Risk assessment should be carrie

Identify risk factors and consequences of recovery of man overboard and to develop appropriate risk control measures.

42、Analysis object of hazard identification should include the equipment to be used, the expected conditions and the unique characteristics of the ship. Plans and procedures for recovery of persons should specify the conditions expected, Based on these conditions can be implemented to recovery operatio

43、n and will not cause undue damage to the ship and crew, the program should be considered, but are not limited to:.1 船舶的操纵性能;1 manoeuvrability of the ship;.2 船舶的干舷;.2 freeboard of the ship.3 可以营救落水人员的船上的位置点(一个或多个);.3 points on the ship to which casualties may be recovered;.4 拟用于营救操作的设备的特性和局限性;.4 char

Minimum the risk of injury caused by strike while the ships side or other structures (

46、including rescue equipment itself).3.2.4 实施营救操作的位置应远离船舶螺旋桨,并尽可能在船舶平行舯体范围以内。3.2.4 Location of the rescue operation should stay away from the ship propellers, and as far as possible within the body of the ship amidships parallel range.3.2.5 在实施营救操作的区域,应设有照明光源,需要时,应设有动力源。3.2.5 At the regional implement
